This report discusses the function, history, and funding for the Adult Education Family Literacy Act (AEFLA) as a means to equip adults with a primary and secondary school education. The report also describes the conditions to acquire a grant from the program. Requirements for the grant are also outlined in the report such as specifying that 82.5 percent of each state's grant must be sub granted to local providers of educational services.

Primary activities are reported in these areas: climate system component studies via one-way coupling experiments; development of the Regional Arctic Climate System Model (RACM); and physical feedback studies focusing on changes in Arctic sea ice using the fully coupled model.

Our work to meet our goal of end-to-end fault tolerance has focused on two areas: (1) improving fault tolerance in various software currently available and widely used throughout the HEC domain and (2) using fault information exchange and coordination to achieve holistic, systemwide fault tolerance and understanding how to design and implement interfaces for integrating fault tolerance features for multiple layers of the software stack—from the application, math libraries, and programming language runtime to other common system software such as jobs schedulers, resource managers, and monitoring tools.

The Ithaka S+R US Faculty Survey has focused since its inception on capturing an accurate picture of faculty members' practices, attitudes, and needs. In the fifth triennial cycle, fielded in fall 2012, the survey focused on research and teaching practices broadly, as well as the dissemination, collecting, discovery, and access of research and teaching materials. Findings from this cycle of the Ithaka S+R US Faculty Survey will provide colleges and universities, libraries, learned societies, and academic publishers with insight into the evolving attitudes and practices of faculty members in the context of substantial environmental change for higher education. The development of the 2012 questionnaire was guided by an advisory committee of librarians, publishers, policy makers, and a scholarly society executive. The overall project was supported by some 20 colleges and universities, learned societies, and publishers / vendors.

This report discusses the effects of the possible entry of Japan to the Trans-Pacific Partnership (TPP) negotiations. The TPP issue presents both risks and opportunities for the United States and Japan. On the one hand, it could reinvigorate an economic relationship that has remained steady but stagnant, by forcing the two countries to address long-standing, difficult issues, and allowing them to raise their relationship to a higher level. On the other hand, failure to do so could indicate that the underlying problems are too fundamental to overcome and could set back the relationship.

The goal of this project is to determine changes in adsorption and desorption of fission products to/from nuclear-grade graphite in response to a changing chemical environment. First, the project team will employ principle calculations and thermodynamic analysis to predict stability of fission products on graphite in the presence of structural defects commonly observed in very high- temperature reactor (VHTR) graphites. Desorption rates will be determined as a function of partial pressure of oxygen and iodine, relative humidity, and temperature. They will then carry out experimental characterization to determine the statistical distribution of structural features. This structural information will yield distributions of binding sites to be used as an input for a sorption model. Sorption isotherms calculated under this project will contribute to understanding of the physical bases of the source terms that are used in higher-level codes that model fission product transport and retention in graphite. The project will include the following tasks: Perform structural characterization of the VHTR graphite to determine crystallographic phases, defect structures and their distribution, volume fraction of coke, and amount of sp2 versus sp3 bonding. This information will be used as guidance for ab initio modeling and as input for sorptivity models; Perform ab initio …

This report discusses the process of naming Navy ships, which have traditionally been chosen and announced by the Secretary of the Navy. Congress in recent years has proposed, and sometimes passed, legislation regarding the naming of specific ships.

A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Aviation Administration (FAA) is pursuing key operational improvements to implement the Next Generation Air Transportation System (NextGen) in the "midterm," which is 2013 through 2018. These improvements focus on establishing Performance Based Navigation (PBN) procedures at key airports, but benefits could be limited in the midterm. PBN uses satellite-based guidance to improve air-traffic control routes (known as "procedures"). These procedures can deliver benefits to airlines, such as fuel savings and increased efficiency, particularly in congested airspace. To deliver benefits more quickly, FAA made trade-offs in selecting sites and in the scope of proposed improvements. For example, FAA is not implementing procedures that will trigger lengthy environmental reviews. These trade-offs, with which airlines and other stakeholders generally agree, will likely limit benefits from these PBN initiatives early in the midterm. FAA has also made some progress in other key operational improvement areas, such as upgrading traffic management systems and revising standards to improve aircraft flow in congested airspace. However, FAA has not fully integrated implementation of all of its operational improvement efforts at airports. Because of the interdependency of improvements, their limited integration could also …
