Water bodies, such as freshwater lakes, are known to be net emitters of carbon dioxide (CO2), and methane (CH4). In recent years, significant greenhouse gas (GHG) emissions from tropical, boreal, and mid-latitude reservoirs have been reported. At a time when hydropower is increasing worldwide, better understanding of seasonal and regional variation in GHG emissions is needed in order to develop a predictive understanding of such fluxes within man-made impoundments. We examined power-producing dam complexes within xeric temperate locations in the northwestern United States. Sampling environments on the Snake (Lower Monumental Dam Complex) and Columbia Rivers (Priest Rapids Dam Complex) included tributary, mainstem, embayment, forebay, and tailrace areas during winter and summer 2012. At each sampling location, GHG measurement pathways included surface gas flux, degassing as water passed through dams during power generation, ebullition within littoral embayments, and direct sampling of hyporheic pore-water. Measurements were also carried out in a free-flowing reach of the Columbia River to estimate unaltered conditions. Surface flux resulted in very low emissions, with reservoirs acting as a sink for CO2 (up to –262 mg m-2 d-1, which is within the range previously reported for similarly located reservoirs). This report discusses the basic methodology of life-cycle assessments and compares several of the publicly available studies of greenhouse gas (GHG) emissions data for Canadian oil sands crudes against each other and against those of other global reference crudes. As congressional concern over the environmental impacts of Canadian oil sands production may encompass both a broad understanding of the resource as well as a specific assessment of the proposed Keystone XL pipeline, the report surveys both the general scientific literature as well as the individual findings in the State Department's 2011 Final Environmental Impact Statement (EIS) and 2013 Draft Supplementary EIS for the Keystone XL Project.

Single-column modeling (SCM) is one of the key elements of Atmospheric Radiation Measurement (ARM) research initiatives for the development and testing of various physical parameterizations to be used in general circulation models (GCMs). The data required for use with an SCM include observed vertical profiles of temperature, water vapor, and condensed water, as well as the large-scale vertical motion and tendencies of temperature, water vapor, and condensed water due to horizontal advection. Surface-based measurements operated at ARM sites and upper-air sounding networks supply most of the required variables for model inputs, but do not provide the horizontal advection term of condensed water. Since surface cloud radar and microwave radiometer observations at ARM sites are single-point measurements, they can provide the amount of condensed water at the location of observation sites, but not a horizontal distribution of condensed water contents. Consequently, observational data for the large-scale advection tendencies of condensed water have not been available to the ARM cloud modeling community based on surface observations alone. This lack of advection data of water condensate could cause large uncertainties in SCM simulations. Petroleum-based liquid hydrocarbons is exclusively major energy source in the transportation sector. Thus, it is the major CO{sub 2} source which is the associated with greenhouse effect. In the United States alone, petroleum consumption in the transportation sector approaches 13.8 million barrels per day (Mbbl/d). It is corresponding to a release of 0.53 gigatons of carbon per year (GtC/yr), which accounts for approximate 7.6 % of the current global release of CO{sub 2} from all of the fossil fuel usage (7 GtC/yr). For the long term, the conventional petroleum production is predicted to peak in as little as the next 10 years to as high as the next 50 years. Negative environmental consequences, the frequently roaring petroleum prices, increasing petroleum utilization and concerns about competitive supplies of petroleum have driven dramatic interest in producing alternative transportation fuels, such as electricity-based, hydrogen-based and bio-based transportation alternative fuels. Use of either of electricity-based or hydrogen-based alternative energy in the transportation sector is currently laden with technical and economical challenges. This report focuses on potential approaches that Europe might employ to diversify its sources of natural gas supply, Russia's role in Europe's natural gas policies, and key factors that could hinder efforts to develop alternative suppliers of natural gas. The report assesses the potential suppliers of natural gas to Europe and the short- to medium-term hurdles needed to be overcome for those suppliers to be credible, long-term providers of natural gas to Europe. The report looks at North Africa, potentially the most realistic supply alternative in the near-term, but notes that the region will have to resolve its current political, economic, and security instability as well as the internal structural changes to the natural gas industry. Central Asia, which may have the greatest amounts of natural gas, would need to construct lengthy pipelines through multiple countries to move its natural gas to Europe.

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Department of Housing and Urban Development (HUD) reports that it is moving forward with strategic human capital and workforce planning efforts after several years of delays. HUD's most recent workforce plan expired in 2009 and since then HUD has launched several planning efforts. According to HUD, these efforts were preempted by other important priorities, such as responding to the economic crisis. HUD undertook initiatives such as training key program office staff on the need to determine up front the staff HUD could afford to hire. In HUD's latest effort, a contractor is expected to complete human capital and workforce plans no later than fiscal year 2014. In June 2012, an Office of Personnel Management (OPM) review found that HUD's human capital and workforce planning activities did not always follow key principles for planning, implementing, and evaluating the results of human capital management policies and practices. For example, the review found that HUD's human resources policies and programs are not aligned with the organization's mission, strategic goals, or performance outcomes. During fiscal year 2012, IRS management devoted attention and resources to addressing information security controls, and resolved a significant number of the information security control deficiencies that GAO previously reported. Notable among these efforts were the (1) formation of cross-functional working groups tasked with the identification and remediation of specific at-risk control areas, (2) improvement in controls over the encryption of data transferred between accounting systems, and (3) upgrades to critical network devices on the agency's internal network system. However, serious weaknesses remain that could affect the confidentiality, integrity, and availability of financial and sensitive taxpayer data. For example, the agency had not always (1) implemented effective controls for identifying and authenticating users, such as enforcing password complexity on certain servers; (2) appropriately restricted access to its mainframe environment; (3) effectively monitored the mainframe environment; or (4) ensured that current patches had been installed on systems to protect against known vulnerabilities."
