Testimony issued by the Government Accountability Office with an abstract that begins "Officials in the Federal Emergency Management Agency (FEMA)--a component of the Department of Homeland Security (DHS)--have identified actions they believe will enhance management of the four preparedness programs GAO analyzed; however, FEMA still faces challenges. In February 2012, GAO found that FEMA lacked a process to coordinate application reviews and made award decisions with differing levels of information. To better identify potential unnecessary duplication, GAO recommended that FEMA collect project-level information and enhance internal coordination and administration of the programs. DHS concurred. The fiscal year 2013 President's Budget, proposed the establishment of the National Preparedness Grant Program (NPGP), a consolidation of 16 FEMA grant programs into a single program. Specifically, out of 68 major IT investments in development, 47 were meeting cost and schedule commitments. The remaining 21--which DHS had estimated to cost about $1 billion--had one or more subsidiary projects that were not meeting cost and/or schedule commitments (i.e., they exceeded their goals by at least 10 percent, which is the level at which the Office of Management and Budget (OMB) considers projects to be at increased risk of not being able to deliver planned capabilities on time and within budget.)"

A letter report issued by the Government Accountability Office with an abstract that begins "The United States has kept strategic goals for Lebanon constant since 2007 and adjusted security assistance in response to political and security conditions. Since 2007, U.S. strategic goals for Lebanon have been to support the nation as a stable, secure, and independent democracy. According to U.S. officials, U.S. policy priorities include supporting the Government of Lebanon in establishing stability and security against internal threats from militant extremists and the influence of Iran and Syria. U.S. programs to help achieve these priorities include Foreign Military Financing, International Military Education and Training (IMET), International Narcotics Control and Law Enforcement (INCLE), Antiterrorism Assistance, Counterterrorism Financing, Export Control and Related Border Security, and Section 1206 and 1207 authorities. While strategic goals have not changed, program implementation has changed to meet conditions on the ground, according to U.S. officials. For example, the Department of State (State) delayed committing Foreign Military Financing funds to Lebanon for 3 months in 2010, following an exchange of fire between the Lebanese Armed Forces and Israeli forces."

This report identifies key elements of the Environmental Protection Agency's approach to the implementation of the Resource Conservation and Recovery Act and regulations of coal combustion residuals. Under this approach, the EPA would have no formal role in creating state program to regulate coal combustion residuals and instead allows states that opt in to implement a coal combustion residuals permit program.

We report on the use of the recently-developed Mathematica package VEST (Vector Einstein Summation Tools) to automatically derive the guiding center transformation. Our Mathematica code employs a recursive procedure to derive the transformation order-by-order. This procedure has several novel features. (1) It is designed to allow the user to easily explore the guiding center transformation's numerous nonunique forms or representations. (2) The procedure proceeds entirely in cartesian position and velocity coordinates, thereby producing manifestly gyrogauge invariant results; the commonly-used perpendicular unit vector fields e1, e2 are never even introduced. (3) It is easy to apply in the derivation of higher-order contributions to the guiding center transformation without fear of human error. Our code therefore stands as a useful tool for exploring subtle issues related to the physics of toroidal momentum conservation in tokamaks

Performance degradation due to filament fracture of Nb3 Sn cable-in-conduit conductors (CICCs) is a critical issue in large-scale magnet designs such as ITER which is currently being constructed in the South of France. The critical current observed in most SULTAN TF CICC samples is significantly lower than expected and the voltage-current characteristic is seen to have a much broader transition from a single strand to the CICC. Moreover, most conductors exhibit the irreversible degradation due to filament fracture and strain relaxation under electromagnetic cyclic loading. With recent success in monitoring thermal strain distribution and its evolution under the electromagnetic cyclic loading from in situ measurement of critical temperature, we apply FEMCAM which includes strand filament breakage and local current sharing effects to SULTAN tested CICCs to study Nb3 Sn strain sensitivity and irreversible performance degradation. FEMCAM combines the thermal bending effect during cool down and the EM bending effect due to locally accumulating Lorentz force during magnet operation. It also includes strand filament fracture and related local current sharing for the calculation of cable n value.
