2020 Census: Progress Report on the Census Bureau's Efforts to Contain Enumeration Costs

Testimony issued by the Government Accountability Office with an abstract that begins "In preparing for the 2020 Census, the U.S. Census Bureau (Bureau) has launched several initiatives aimed at organizational transformation, some of which show particular promise. For example, the Bureau is attempting to develop Bureau-wide, or "enterprise," standards, guidance, or tools in areas such as risk management and information technology (IT) investment management to reduce duplicative efforts across the Bureau. Although the Bureau has made progress in these and other areas, if the Bureau is to transform itself to better control costs and deliver an accurate national headcount in 2020, several areas will require continued oversight: cost estimation, integrated long-term planning, and stakeholder involvement. For example, while the Bureau has made progress with long-term planning by implementing some elements of GAO's recommendation that it develop a road map for 2020 planning, it still needs to pull together remaining planning elements, such as milestones for decisions and estimates of cost, into its roadmap."

Actions Needed to Improve the Transparency and Reliability of Labor's Data on the H-2A Program

Correspondence issued by the Government Accountability Office with an abstract that begins "The H-2A visa program allows U.S. employers that anticipate a shortage of domestic agricultural workers to hire foreign workers on a temporary basis. GAO issued a report on the process employers follow in applying for these workers and made several recommendations to the Department of Labor (Labor) for improving that process In pursuing work on that report, GAO found that the number of applications submitted by employers for H-2A worker positions, the number of H-2A worker positions requested, and the number of worker positions approved by Labor cited in Labor's annual reports from fiscal year 2006 and FY 2012 sometimes differed from the numbers reported by Labor in the data it makes available to the public on its website. GAO also found that much of the data Labor reported from applications submitted on behalf of multiple employers for this same period contained inconsistencies and that Labor lacked internal controls to monitor and prevent these inconsistencies. As a result, GAO was unable to rely on the data to draw conclusions about trends in usage of the H-2A program and, in some cases, found the data to be unreliable in …

Airline Mergers: Issues Raised by the Proposed Merger of American Airlines and US Airways

Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Justice's (DOJ) antitrust review will be a critical step in the proposed merger between American Airlines (American) and US Airways. DOJ uses an integrated analytical framework set forth in the Horizontal Merger Guidelines to determine whether the merger poses any antitrust concerns. Under that process, DOJ assesses, among other things, the extent of likely anticompetitive effects of the proposed merger in the relevant markets, in this case, airline city-pair markets, and the likelihood that other airlines may enter these markets and counteract any anticompetitive effects, such as higher fares. DOJ also considers efficiencies that a merger or acquisition could bring--for example, consumer benefits from an expanded route network. The Department of Transportation (DOT) aids DOJ's analysis."

Aviation Safety: FAA Efforts Have Improved Safety, but Challenges Remain in Key Areas

Testimony issued by the Government Accountability Office with an abstract that begins "The Federal Aviation Administration (FAA) is responsible for approving the design and airworthiness of new aircraft and equipment before they are introduced into service. FAA approves changes to aircraft and equipment based on evaluation of industry submissions against standards set forth in federal aviation regulations and related guidance documents. In September 2011, we reported that, overall, FAA did a good job following its certification processes in assessing the composite fuselage and wings of Boeing's 787 against its airworthiness standards. However, the approval process--referred to as certification--presents challenges for FAA in terms of resources and maintaining up-to-date knowledge of industry practices, two issues that may hinder FAA's efforts to conduct certifications in an efficient and timely manner. FAA is currently assessing its certification process and identifying opportunities to streamline it."

Aviation Safety: Status of Recommendations to Improve FAA's Certification and Approval Processes

Testimony issued by the Government Accountability Office with an abstract that begins "In 2010, GAO reported that industry stakeholders and experts believed that the Federal Aviation Administration's (FAA) certification and approval processes contribute positively to the safety of the national airspace system. However, stakeholders and experts also noted that negative certification and approval experiences--such as duplication of approvals--although infrequent, can result in delays that industry says are costly. GAO made two recommendations requiring, among other things, that FAA develop a continuous evaluative process and a method to track submission approvals. FAA addressed one recommendation and partially addressed the other. An FAA-industry committee established in response to the FAA Modernization and Reform Act of 2012 (the Act) made six recommendations to improve the certification and approval processes, including establishing a performance measurement process. In response to recommendations from the certification process committee, FAA developed an implementation plan with 14 initiatives, but the initiatives do not contain some elements essential to a performance measurement process, such as performance measures. Without performance measures, FAA will be unable to evaluate current and future programs."
