A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Communications Commission (FCC) did not effectively implement appropriate information security controls in the initial components of the Enhanced Secured Network (ESN) project. Although FCC took steps to enhance its ability to control and monitor its network for security threats, weaknesses identified in the commission's deployment of components of the ESN project as of August 2012 resulted in unnecessary risk that sensitive information could be disclosed, modified, or obtained without authorization. This occurred, in part, because FCC did not fully implement key information security activities during the development and deployment of the initial components of the project. While FCC policy is to integrate security risk management into system life-cycle management activities, the commission instead deployed the initial components of the ESN project without, among other things, first selecting and documenting the security controls, assessing the controls, or authorizing the system to operate. As a result of these deficiencies, FCC's information remained at unnecessary risk of inadvertent or deliberate misuse, improper disclosure, or destruction. Further, addressing these deficiencies could require costly and timeconsuming rework."

Correspondence issued by the Government Accountability Office with an abstract that begins "FEMA's NCRC officials are not assisting regional officials in (1) developing performance measures to better assess the implementation of their strategic plan and (2) identifying federal funding available to prioritize preparedness investments. They are not doing so because they view their role as that of acting as a coordinator for other federal agencies, although they agreed that they could do more to support regional efforts and are positioned to do so. The NCR Strategic Plan helps regional officials identify the capabilities needed to strengthen the region's homeland security efforts and defines the framework for achieving those capabilities. NCR preparedness officials said that they have been working to develop preparedness measures since 2003, but noted that these measures are difficult to link to a measured improvement in regional preparedness. For example, while the region identified more than $25 million in UASI grant projects invested in providing public alerts and warnings, regional officials have not developed a measure to determine the effectiveness of these activities. Without such measures, it is unclear to what extent the efforts will advance the region's goals."

During this period, state, county, and city law enforcement agencies nationwide received CHP grant awards to hire or rehire officers to advance community policing, with 48 percent of the funds awarded to grantees in California, Florida, Michigan, New Jersey, Ohio, and Texas. For grantees awarded the same number of officers, differences were driven mainly by variation across grantees' respective entry-level officer salaries and benefits. Variation in grantee award amounts were more prominent during 2009, 2010, and 2011, when salary and benefit levels were not statutorily capped, and grantees with higher officer salary and benefit levels generally received more CHP funding relative to other CHP grantees for the same number of officers."

First, the Overseas Private Investment Corporation (OPIC) along with PIF and other entities have committed to lend $485 million to the Affordable Mortgage and Loan Company (AMAL) to support mortgages for low- and medium-income borrowers in the West Bank. OPIC has committed to lend about $313 million; PIF has committed about $72 million, and two banks account for the balance of the committed lending. However, as of April 2013, OPIC and PIF had not yet disbursed any funds. Second, OPIC and PIF are co-guarantors in a Loan Guarantee Facility (LGF) program in the West Bank, guaranteeing up to $110 million and $50 million in loans, respectively, to nine regional banks to support lending to small- and medium-sized enterprises. Third, USAID officials stated that, in 2009, USAID provided a U.S. implementing partner $2.1 million for technical assistance and training to enhance the lending practices of participating banks in support of the LGF. For example, Canada is shifting emphasis from its primary research and development (R&D) tax credit toward direct support to manufacturers to encourage innovation, particularly small- and medium-sized enterprises (SMEs). Germany has established applied institutes and clusters of researchers and manufacturers to conduct R&D in priority areas, as well as a national dual training system that combines classroom study with workplace training, and develops national vocational skills standards and credentials in 350 occupations. Japan has implemented science and technology programs--with a major focus on alternative energy projects--as part of a comprehensive manufacturing strategy. South Korea has substantially expanded investments in R&D, including the development of a network of technoparks--regional innovation centers that provide R&D facilities, business incubation, and education and production assistance to industry."

Testimony issued by the Government Accountability Office with an abstract that begins "The federal government faces long-standing problems in managing real property, including excess and underutilized property. In focusing on this issue, GAO found that data problems continue to hamper federal efforts. GAO examined Federal Real Property Profile (FRPP) data, which is managed by the General Services Administration (GSA) and is to describe the real property under the custody and control of executive branch agencies. GAO identified inconsistencies and inaccuracies at 23 of the 26 locations visited in 2011 and 2012 in key data elements related to the management of excess and underutilized property, including utilization, condition, annual operating costs, and value of the buildings. For example, several buildings that received high scores for condition were in poor condition, with problems including, asbestos, mold, health concerns, radioactivity, and flooding. These findings raised concern that the FRPP is not a useful tool for describing the nature, use, and extent of excess and underutilized federal real property."

While the Office of Management and Budget (OMB) and federal agencies have taken steps to address underperforming IT projects and more effectively manage IT through a number of major initiatives, additional actions are needed. For example, OMB has taken significant steps to enhance the oversight accountability of federal investments by creating the IT Dashboard, an OMB public website which provides detailed information on federal agencies' major investments. However, GAO previously found there were issues with the accuracy and reliability of cost and schedule data in the Dashboard and recommended steps that OMB and agencies should take to improve these data--this is important since the Dashboard currently reports 154 investments totaling almost $10.4 billion being at risk. OMB agreed with the recommendations."

A letter report issued by the Government Accountability Office with an abstract that begins "The reorganization of the Air Force Materiel Command (AFMC) affected reporting chains of command and workforce composition for some offices at Hanscom Air Force Base, but did not change how former components of the Electronic Systems Center (ESC) at Hanscom carry out their acquisition mission. Personnel in functional offices who provide technical services previously reported to the locally-based ESC leadership; they now report directly to senior functional managers at Wright-Patterson Air Force Base, who oversee functional offices across all locations of the new Air Force Life Cycle Management Center (AFLCMC) established by the reorganization. In addition, the reorganization eliminated 131 functional office positions (about 10 percent of Hanscom's civilian positions), which AFMC determined were not directly involved with development, delivery, or sustainment of weapon systems. GAO's analysis of Hanscom's data showed that the eliminated positions included 13 which were unfilled; of personnel in the remaining 118 positions, 15 accepted voluntary-separation agreements, 102 were reassigned at Hanscom Air Force Base, and 1 was removed. The reorganization did not change the mission of directorates that deliver electronic capabilities to customers."

A letter report issued by the Government Accountability Office with an abstract that begins "Since GAO reported on competition in 2005, competition among video content producers is little changed, while competition among distributors has increased. According to data cited by the Federal Communications Commission (FCC), seven companies' broadcast and cable networks accounted for about 95 percent of all television viewing hours in the United States. Further, ownership of broadcast and cable networks changed little from 2005 through 2012. Alternatively, the introduction of video service provided by telephone companies, such as Verizon's FiOS service, has brought additional competition to video distribution. At year-end 2010, roughly 1 in 3 households could choose among 4 or more subscription video distributors: typically a cable company, 2 satellite companies, and a telephone company. With technological advances, companies are increasingly distributing video online. Online video distributors (OVD) are developing a variety of business models, including free and subscription-based services. However, online viewing and revenues represent a small portion of overall media viewing hours and revenue."

A letter report issued by the Government Accountability Office with an abstract that begins "Explosive Ordnance Disposal (EOD) forces grew over the past 10 years to meet wartime and other needs, but the Department of Defense (DOD) does not have the data needed to develop a funding strategy to support future EOD force plans. To meet increased demands for EOD personnel, the services increased their EOD forces from about 3,600 personnel in 2002 to about 6,200 in 2012. Anticipating that the need for EOD will continue as forces withdraw from ongoing operations, the services intend to maintain their larger size. The Navy and Air Force have data on the baseline costs for some or all of their EOD activities, but the Army and Marine Corps do not have complete data on spending for EOD activities. Therefore, DOD does not have complete data on service spending on EOD activities needed to determine the costs of its current EOD capability and to provide a basis for future joint planning. Until all the services have complete information on spending, service and DOD leadership will be unable to effectively identify resource needs, weigh priorities, and assess budget trade-offs."

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Postal Service (USPS) has developed numerous negotiated service agreements (NSA), sales, and promotions since the enactment of the Postal Accountability and Enhancement Act (PAEA) in 2006, and they generate a small but growing portion of USPS total revenue. PAEA established two categories of products: "market dominant," where USPS has a monopoly, and "competitive," which includes all other products, such as shipping services. NSAs, sales, and promotions are generally designed to encourage additional mail volume and revenue through temporary discounts on specific mail products. For example, USPS has offered promotions to incentivize mailers to invest in technology that may increase the value of mail for those mailers over the long-term. No NSAs, sales, or promotions followed the enactment of PAEA until regulations were issued in late 2007. The number of NSAs, sales, and promotions has increased most years since. The revenue generated from NSAs, sales, and promotions has also increased overall. The most revenue was generated by competitive NSAs. Financial results of competitive NSAs are not reported publicly. Correspondence issued by the Government Accountability Office with an abstract that begins "DOD has taken some steps to gain efficiencies in its approach to contracting for certain types of foreign language support services and products, but its contracting approach for other types remains fragmented across multiple components, and DOD has not explored whether additional opportunities exist to gain efficiencies across this broader range of contracting activity. In 2005, DOD sought to centralize and standardize contracting efforts for foreign language support by designating the Army as an executive agent to manage contracting in this area. In performing its responsibilities, the executive agent has focused its efforts solely on arranging for contracts to acquire translation and interpretation services for contingency operations because of the rapidly increasing requirements for these services. Specifically, from fiscal year 2008 through 2012, the Army, as executive agent, obligated about $5.2 billion for contracts to provide DOD components with translation and interpretation services for contingency operations. During the same time period, we found that multiple DOD components contracted independently for foreign language support outside of the executive agent's management. A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Coast Guard, a component of the Department of Homeland Security, has made progress in developing its Common Operational Picture (COP) by increasing the information in the COP and increasing user access to this information, but the Coast Guard has also faced challenges in developing COP-related systems. The Coast Guard has made progress by adding internal and external data sources that allow for better maritime domain awareness--the effective understanding of anything associated with the global maritime domain that could affect the United States. In addition, the COP has made information from these sources available to more COP users and decision makers throughout the Coast Guard. However, the Coast Guard has also experienced challenges in meeting the COP's goals and implementing systems to display and share COP information. For example, it experienced challenges when it deployed its Enterprise Geographic Information System (EGIS), a tool that did not meet user needs. The challenges Coast Guard personnel experienced with EGIS included system slowness and displays of inaccurate information. National Preparedness: FEMA Has Made Progress, but Additional Steps Are Needed to Improve Grant Management and Assess Capabilities

Testimony issued by the Government Accountability Office with an abstract that begins "Officials in the Federal Emergency Management Agency (FEMA)--a component of the Department of Homeland Security (DHS)--have identified actions they believe will enhance management of the four preparedness programs GAO analyzed; however, FEMA still faces challenges. In February 2012, GAO found that FEMA lacked a process to coordinate application reviews and made award decisions with differing levels of information. To better identify potential unnecessary duplication, GAO recommended that FEMA collect project-level information and enhance internal coordination and administration of the programs. DHS concurred and has taken steps to address GAO's recommendations. For example, the fiscal year 2013 and 2014 President's budgets proposed the establishment of the National Preparedness Grant Program (NPGP), a consolidation of 16 FEMA grant programs into a single program. Members of Congress raised questions about the NPGP and did not approve the proposal for fiscal year 2013. FEMA incorporated stakeholder views, as directed by Congress, and the fiscal year 2014 President's Budget again proposed the NPGP. If approved, and depending on its final form and execution, the NPGP could help mitigate the potential for unnecessary duplication and address GAO's recommendation to improve internal coordination. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of State (State) and the Department of Defense (DOD) provide guidance to address the Leahy laws, but State's guidance for implementing one requirement of the State Leahy law is unclear. State has used a variety of mechanisms to provide guidance to address the Leahy laws, including guidance to address six of seven new procedural requirements added to the State Leahy law in December 2011. State officials anticipate issuing guidance to address the seventh requirement by October 2013. DOD has provided guidance to address the DOD Leahy law through a 2004 Joint Staff message, and DOD officials said DOD personnel also follow State guidance. While State has provided guidance to embassies to address the duty-to-inform requirement of the State Leahy law, officials at six of the eight embassies GAO visited said that they would like additional guidance that clarifies how to implement the requirement. The duty-to-inform requirement directs State to inform the foreign government if funds are withheld under the law and, to the maximum extent practicable, assist the foreign government in bringing those responsible to justice.
