COMPARISON OF RESULTS FOR QUARTER 2 SURFACE WATER SPLIT SAMPLES COLLECTED AT THE NUCLEAR FUEL SERVICES SITE, ERWIN, TENNESSEE

Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, collected split surface water samples with Nuclear Fuel Services (NFS) representatives on November 15, 2012. Representatives from the U.S. Nuclear Regulatory Commission and Tennessee Department of Environment and Conservation were also in attendance. Samples were collected at four surface water stations, as required in the approved Request for Technical Assistance number 11-018. These stations included Nolichucky River upstream (NRU), Nolichucky River downstream (NRD), Martin Creek upstream (MCU), and Martin Creek downstream (MCD). Both ORAU and NFS performed gross alpha and gross beta analyses, and the results are compared using the duplicate error ratio (DER), also known as the normalized absolute difference. A DER {<=} 3 indicates that, at a 99% confidence interval, split sample results do not differ significantly when compared to their respective one standard deviation (sigma) uncertainty (ANSI N42.22). The NFS split sample report does not specify the confidence level of reported uncertainties (NFS 2012). Therefore, standard two sigma reporting is assumed and uncertainty values were divided by 1.96. In conclusion, all DER values were less than 3 and results are consistent with low (e.g., background) concentrations.

Development and Validation of a Gas-Fired Residential Heat Pump Water Heater - Final Report

For gas-fired residential water heating, the U.S. and Canada is predominantly supplied by minimum efficiency storage water heaters with Energy Factors (EF) in the range of 0.59 to 0.62. Higher efficiency and higher cost ($700 - $2,000) options serve about 15% of the market, but still have EFs below 1.0, ranging from 0.65 to 0.95. To develop a new class of water heating products that exceeds the traditional limit of thermal efficiency, the project team designed and demonstrated a packaged water heater driven by a gas-fired ammonia-water absorption heat pump. This gas-fired heat pump water heater can achieve EFs of 1.3 or higher, at a consumer cost of $2,000 or less. Led by Stone Mountain Technologies Inc. (SMTI), with support from A.O. Smith, the Gas Technology Institute (GTI), and Georgia Tech, the cross-functional team completed research and development tasks including cycle modeling, breadboard evaluation of two cycles and two heat exchanger classes, heat pump/storage tank integration, compact solution pump development, combustion system specification, and evaluation of packaged prototype GHPWHs. This article argues that ethnobiology is preadapted to be a scholarly umbrella for a number of disciplines that concern human-environment interactions, suggesting that two goals of Ethnobiology 5 are to bridge traditional academic boundaries in order to broaden the community of ethnobiologists, and to capitalize on and communicate the relevance of ethnobiological scholarship for solving problems related to contemporary environmental and cultural crises.

A letter report issued by the Government Accountability Office with an abstract that begins "The Census Bureau (Bureau) issued significant changes to rules governing the records that communities use to challenge the Bureau's population estimates. Previously, the Bureau routinely accepted all challenges, largely without regard to the data sources cited or provided so long as they supported the calculations and covered the appropriate reporting periods. According to Bureau officials, these changes are based on research that shows that estimates based on some methods and records (e.g., births, deaths, and migration) are substantially more accurate than estimates based on others. Among other changes, the Bureau modified procedures so that challenges by subcounty governments to the Bureau's estimates of people living in housing units will no longer affect countylevel population estimates. Moving forward, any such challenge resulting in an increase in the estimate of a subcounty population will be offset by a downward revision to the population estimate of all other communities in the same county. Also, the Bureau plans to routinely review population challenges in light of each community's population growth trend.Corroborating data will be required for challenges inconsistent with the trend."

This report discusses the case of Bond v. United States, and implications in regards to the Necessary and Proper Clause. Carol Anne Bond, upon discovering that her husband had impregnated another woman, repeatedly dusted the woman's mail box, front door knob, and car door handles with a toxic chemical. Mrs. Bond was indicted in federal court and pled guilty to possessing a chemical weapon, but reserved the right to appeal. The United States Court of Appeals for the Third Circuit rejected her constitutional challenge. A concurring member of the panel, however, urged the Supreme Court to clarify the nearly century-old pronouncement in Missouri v. Holland.

Budget Control Act: Potential Impact of Sequestration on Health Reform Spending

This report discusses the Budget Control Act of 2011 (BCA; P.L. 112-25), which established new budget enforcement mechanisms for reducing the federal deficit by at least $2.1 trillion over the 10-year period FY2012-FY2021. The BCA places statutory limits, or caps, on discretionary spending for each of those 10 fiscal years, which will save an estimated $0.9 trillion during that period. In addition, it creates a Joint Select Committee on Deficit Reduction (Joint Committee), which is instructed to develop legislation to reduce the federal deficit by at least another $1.5 trillion through FY2021.
