AUTHENTICATED SENSOR INTERFACE DEVICE FOR JOINT USE SAFEGUARDS APPLICATIONS - CONCEPTS AND CHALLENGES

This paper will discuss the key features of the Authenticated Sensor Interface Device that collectively provide the ability to share data among a number of parties while ensuring the authentication of data and protecting both the operator’s and the IAEA’s interests. The paper will also discuss the development of the prototype, the initial testing with an accountancy scale, and future plans and challenges to implementation into the joint use and remote monitoring applications. As nuclear fuel cycle technology becomes more prevalent throughout the world and the capacity of plants increases, limited resources of the IAEA are being stretched near a breaking point. A strategy is to increase efficiency in safeguards monitoring using “joint use” equipment that will provide the facility operator process data while also providing the IAEA key safeguards data. The data, however, must be authenticated and validated to ensure the data have not been tampered with. The Authenticated Sensor Interface Device provides the capability to share data and can be a valuable component in the IAEA’s ability to collect accountancy data from scales in Uranium conversion and enrichment plants, as well as nuclear fuel fabrication plants. Electrode Induced Removal and Recovery of Uranium (VI) from Acidic Subsurfaces

The overarching objective of this research is to provide an improved understanding of how aqueous geochemical conditions impact the removal of U and Tc from groundwater and how engineering design may be utilized to optimize removal of these radionuclides. Experiments were designed to address the unique conditions in Area 3 of ORNL while also providing broader insight into the geochemical effectors of the removal rates and extent for U and Tc. The specific tasks of this work were to: 1) quantify the impact of common aqueous geochemical and operational conditions on the rate and extent of U removal and recovery from water, 2) investigate the removal of Tc with polarized graphite electrode, and determine the influence of geochemical and operational conditions on Tc removal and recovery, 3) determine whether U and Tc may be treated simultaneous from Area 3 groundwater, and examine the bench-scale performance of electrode-based treatment, and 4) determine the capacity of graphite electrodes for U(VI) removal and develop a mathematical, kinetic model for the removal of U(VI) from aqueous solution. Environmental Health: EPA Has Made Substantial Progress but Could Improve Processes for Considering Children's Health

A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency (EPA) has made substantial progress in addressing more than half of the recommendations GAO made in a January 2010 report concerning the agency's efforts to protect children's health. Specifically, EPA has fully implemented five of the eight recommendations made by GAO. For example, for a recommendation that EPA ensure that its strategic plan expressly articulate children-specific goals, objectives, and targets, in September 2010, EPA issued an agency-wide strategic plan that identifies children's health as a top agency priority with goals, objectives, and targets. In addition, EPA took some steps to address the remaining three recommendations from GAO's January 2010 report but has not fully implemented them, including a recommendation that the agency strengthen the data system that identifies and tracks development of rulemakings and other actions to ensure they comply with the 1995 policy on evaluating health risks to children."
