Department of Homeland Security: DHS's Efforts to Improve Employee Morale and Fill Senior Leadership Vacancies

Testimony issued by the Government Accountability Office with an abstract that begins "In September 2012, GAO reported that Department of Homeland Security (DHS) employees identified having lower average morale than the average for the rest of the federal government, but morale varied across components. Specifically, GAO found that, according to the Office of Personnel Management's 2011 Federal Employee Viewpoint Survey (FEVS), DHS employees had 4.5 percentage points lower job satisfaction and 7.0 percentage point lower engagement--the extent to which employees are immersed in their work and spending extra effort on job performance. Several components with lower morale, such as the Transportation Security Administration, made up a substantial share of FEVS respondents at DHS and accounted for a significant portion of the overall difference between the department and other agencies. In September 2012, GAO recommended that DHS take action to better determine the root cause of low employee morale, and where absent, add benchmarking against similar organizations, among other things. Since September 2012, DHS has taken a number of actions intended to improve employee morale, such as directing component human capital officials to reevaluate their action plans to ensure that metrics of success are clear and measurable. Management Report: Improvements Are Needed to Strengthen the American Battle Monuments Commission's Internal Controls and Accounting Procedures

Correspondence issued by the Government Accountability Office with an abstract that begins "During its audit of the American Battle Monuments CommissionÂ’s (the Commission) fiscal year 2012 financial statements, GAO identified two material weaknesses that resulted in ineffective internal control over financial reporting as of September 30, 2012. Specifically, the material weaknesses concern the CommissionÂ’s financial reporting process and its monitoring process. Because of these control weaknesses, GAO found significant errors in the CommissionÂ’s financial reporting that were not detected by the Commission. The Commission made the necessary adjustments and was able to prepare financial statements that were fairly stated in all material respects by fiscal year-end. However, these material weaknesses increase the risk that a material misstatement of the CommissionÂ’s financial statements will not be prevented, or detected and corrected, on a timely basis. GAO also found that a previously reported significant deficiency concerning foreign payroll processing continued to exist during fiscal year 2012. These material weaknesses and the significant deficiency in internal control warrant the attention of those charged with governance of the Commission."

Oral History Interview with A. J. Durham, October 12, 2013

The National Museum of the Pacific War presents an interview with A J Durham. Durham joined the Navy in February of 1943. He served with Composite Squadron 55 (VC-55). After basic training, Durham worked at the Naval Air Station in Astoria, Oregon and unloaded ammunition ships. He later served with the Ordnance Department, synchronizing 30 caliber machine guns aboard TBMs. Durham transferred to Composite Squadron 4 (VC-4), and completed Torpedo School, and served as a Torpedo man and an Aviation Ordnance Mate aboard a TBF Avenger. In April of 1944, he began serving aboard USS White Plains (CVE-66) and recalls his experiences aboard the carrier during invasions of the Mariana and Palau Islands, and through the Battle of Leyte Gulf. Durham remained aboard during Operation MAGIC CARPET, returning troops back to the US. He continued his service in the Reserves, receiving his discharge in the early 1950s.

Oral History Interview with Arthur Powell, March 12, 2013

The National Museum of the Pacific War presents an oral interview with Arthur Powell. Powell was born in Enid, Oklahoma, on 3 November 1924. Upon graduating from high school he entered the US Army. After completing basic training in Amarillo, Texas, he was selected to enter flight training at Cedar City, Utah. In the middle of his training, the program was cancelled. Boarding USS Mitchell (APA-114) he spent thirty-nine days at sea before arriving at Bombay, India. There he was assigned to the 148th Replacement Battalion where he participated in the processing of troops to and from the China-Burma-India Theater. He returned to the United States in 1946 aboard the merchant ship, Marine Cardinal, and was discharged shortly after his return to the US.

Oral History Interview with Dorwin Lamkin, November 12, 2013

The National Museum of the Pacific War presents an interview with Dorwin Lamkin. Lamkin joined the Navy in 1940. He completed Hospital Corps Training School and served as a corpsman and hospital apprentice aboard the USS Nevada (BB-36), where he was stationed during the attack on Pearl Harbor. The Nevada was torpedoed and bombed during the surprise attack. Lamkin later served aboard the USS President Jackson (APA-18) and the USS San Francisco (CA-38). In early 1945, he was assigned to a Naval Hospital in the Philippines. He was discharged in 1946.

Oral History Interview with Walter Oweiss, November 12, 2013

The National Museum of the Pacific War presents an interview with Walter Oweiss. Oweiss joined the Army in March 1943 and trained in Virginia. His first stop was in the Army Specialized Training Program until he transferred to a flight school. The Army had too many pilot trainees,so oweiss was tranferred to a parachute infantry training and became a paratrooper attached to the 127th Airborne Engineers, 11th Airborne Division. He shipped overseas t oLuzon, Philippine Islands, with them. He also went with the unit to Okinawa. He also shares anecdotes about occupation duty in Japan. After returning to the US, Oweiss was discharged in February 1946.
