This is a report on the MIT High Gradient Accelerator Research program which has included: Operation of the 17 GHz, 25 MeV MIT/Haimson Research Corp. electron accelerator at MIT, the highest frequency, stand-alone accelerator in the world; collaboration with members of the US High Gradient Collaboration, including the design and test of novel structures at SLAC at 11.4 GHz; the design, construction and testing of photonic bandgap structures, including metallic and dielectric structures; the investigation of the wakefields in novel structures; and the training of the next generation of graduate students and postdoctoral associates in accelerator physics.

A letter report issued by the Government Accountability Office with an abstract that begins "The Army has taken a number of steps to begin executing its network strategy and agile process, including establishing a baseline network architecture for Army communications. The Army's agile process involves seven phases and three decision points to allow officials to quickly evaluate emerging networking technologies to determine if they address capability gaps and can be deployed to the field. However, the network strategy is still evolving and the Army has not yet executed one full cycle of the agile process. The Army's strategy addresses some aspects of cost, technology maturity, security, and readiness, but as implementation is still under way, data for assessing progress are not available at this time. Nevertheless, the Army is beginning to spend billions of dollars netting together dozens of disparate systems to form a network that is intended to enhance warfighter effectiveness and survivability. This report provides an overview of the current debate over whether a holder of a patent essential to an industry standard, who has promised to license such patented technology on fair, reasonable, and non-discriminatory (FRAND) terms, may nevertheless obtain an injunction from a federal court or an exclusion order from the International Trade Commission against infringing products that implement the industry standard. The report first summarizes several fundamental principles of patent law, then discusses the relationship between standard-setting organizations and FRAND licensing.

Carbon-14 is among the key radionuclides driving risk at the E-Area Low-Level Waste Disposal Facility on the Savannah River Site (SRS). Much of this calculated risk is believed to be the result of having to make conservative assumptions in risk calculations because of the lack of site-specific data. The original geochemical data package (Kaplan 2006) recommended that performance assessments and composite analyses for the SRS assume that {sup 14}C did not sorbed to sediments or cementitious materials, i.e., that C-14 K{sub d} value (solid:liquid concentration ratio) be set to 0 mL/g (Kaplan 2006). This recommendation was based primarily on the fact that no site-specific experimental work was available and the assumption that the interaction of anionic {sup 14}C as CO{sub 2}{sup 2-}) with similarly charged sediments or cementitious materials would be minimal. When used in reactive transport equations, the 0 mL/g Kd value results in {sup 14}C not interacting with the solid phase and moving quickly through the porous media at the same rate as water. This data package contains the K Basin sludge characterization results obtained by Pacific Northwest National Laboratory during processing and analysis of four sludge core samples collected from Engineered Container SCS-CON-210 in 2010 as requested by CH2M Hill Plateau Remediation Company. Sample processing requirements, analytes of interest, detection limits, and quality control sample requirements are defined in the KBC-33786, Rev. 2. The core processing scope included reconstitution of a sludge core sample distributed among four to six 4-L polypropylene bottles into a single container. The reconstituted core sample was then mixed and subsampled to support a variety of characterization activities. Additional core sludge subsamples were combined to prepare a container composite. The container composite was fractionated by wet sieving through a 2,000 micron mesh and a 500-micron mesh sieve. Each sieve fraction was sampled to support a suite of analyses. The core composite analysis scope included density determination, radioisotope analysis, and metals analysis, including the Waste Isolation Pilot Plant Hazardous Waste Facility Permit metals (with the exception of mercury). A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency (EPA) has not conducted a recent evaluation of demand for Integrated Risk Information System (IRIS) toxicity assessments with input from users inside and outside EPA. Specifically, EPA issued a needs assessment report in 2003, which estimated that 50 new or updated IRIS toxicity assessments were needed each year to meet users' needs. However, GAO did not find sufficient support for the estimate. In addition, IRIS Program officials recognize that the 2003 estimate does not reflect current conditions, but the agency does not plan to perform another evaluation of demand. Without a clear understanding of current demand for IRIS toxicity assessments, EPA cannot adequately measure the program's performance; effectively determine the number of IRIS toxicity assessments required to meet the needs of IRIS users; or know the extent of unmet demand."
