Detection of Disruptions in the High-β Spherical Torus NSTX

This paper describes the prediction of disruptions based on diagnostic data in the high-β spherical torus NSTX [M. Ono, et al., Nuclear Fusion 40 , 557 (2000)]. The disruptive threshold values on many signals are examined. In some cases, raw diagnostic data can be used as a signal for disruption prediction. In others, the deviations of the plasma data from simple models provides the signal used to determine the proximity to disruption. However, no single signal and threshold value can form the basis for disruption prediction in NSTX; thresholds that produce an acceptable false positive rate have too large a missed or late warning rate, while combinations that produce an acceptable rate of missed or late warnings have an unacceptable false positive rate. To solve this problem, a novel means of combining multiple threshold tests has been developed. After being properly tuned, this algorithm can produce a false positive rate of 2.8%, with a late warning rate of 3.7% when applied to a database of ~2000 disruptions collected from three run campaigns. Financial Regulatory Reform: Financial Crisis Losses and Potential Impacts of the Dodd-Frank Act

A letter report issued by the Government Accountability Office with an abstract that begins "The 2007-2009 financial crisis has been associated with large economic losses and increased fiscal challenges. Studies estimating the losses of financial crises based on lost output (value of goods and services not produced) suggest losses associated with the recent crisis could range from a few trillion dollars to over $10 trillion. Also associated with the crisis were large declines in employment, household wealth, and other economic indicators. Some studies suggest the crisis could have long-lasting effects: for example, high unemployment, if persistent, could lead to skill erosion and lower future earnings for those affected. Finally, since the crisis began, federal, state, and local governments have faced greater fiscal challenges, in part because of reduced tax revenues from lower economic activity and increased spending to mitigate the impact of the recession."

Integrated Transmission and Distribution Control

Distributed, generation, demand response, distributed storage, smart appliances, electric vehicles and renewable energy resources are expected to play a key part in the transformation of the American power system. Control, coordination and compensation of these smart grid assets are inherently interlinked. Advanced control strategies to warrant large-scale penetration of distributed smart grid assets do not currently exist. While many of the smart grid technologies proposed involve assets being deployed at the distribution level, most of the significant benefits accrue at the transmission level. The development of advanced smart grid simulation tools, such as GridLAB-D, has led to a dramatic improvement in the models of smart grid assets available for design and evaluation of smart grid technology. However, one of the main challenges to quantifying the benefits of smart grid assets at the transmission level is the lack of tools and framework for integrating transmission and distribution technologies into a single simulation environment. Furthermore, given the size and complexity of the distribution system, it is crucial to be able to represent the behavior of distributed smart grid assets using reduced-order controllable models and to analyze their impacts on the bulk power system in terms of stability and reliability. Mammalian Tissue Response to Low Dose Ionizing Radiation: The Role of Oxidative Metabolism and Intercellular Communication

The objective of the project was to elucidate the mechanisms underlying the biological effects of low dose/low dose rate ionizing radiation in organs/tissues of irradiated mice that differ in their susceptibility to ionizing radiation, and in human cells grown under conditions that mimic the natural in vivo environment. The focus was on the effects of sparsely ionizing cesium-137 gamma rays and the role of oxidative metabolism and intercellular communication in these effects. Four Specific Aims were proposed. The integrated outcome of the experiments performed to investigate these aims has been significant towards developing a scientific basis to more accurately estimate human health risks from exposures to low doses ionizing radiation. By understanding the biochemical and molecular changes induced by low dose radiation, several novel markers associated with mitochondrial functions were identified, which has opened new avenues to investigate metabolic processes that may be affected by such exposure. In particular, a sensitive biomarker that is differentially modulated by low and high dose gamma rays was discovered.

SOLVENT HOLD TANK SAMPLE RESULTS FOR MCU-12-488, MCU-12-489, MCU-12-490, MCU-12-491, MCU-12-492 AND MCU-12-493: QUARTERLY SAMPLE FROM OCTOBER 2012

Savannah River National Laboratory (SRNL) analyzed solvent samples from Modular Caustic-Side Solvent Extraction Unit (MCU) in support of continuing operations. A quarterly analysis of the solvent is required to maintain solvent composition within specifications. Analytical results of the analyses of Solvent Hold Tank (SHT) samples MCU-12-488, MCU-12-489, MCU-12-490, MCU-12-491, MCU-12-492 and MCU-12-493 received 24 October 2012 are reported. The results show that the solvent at MCU does not require an Isopar® L addition, but it will require addition of trioctylamine. SRNL also analyzed the SHT sample for {sup 137}Cs content and determined the measured value is within tolerance but is trending upward compared to the {sup 137}Cs measurement made last year.

Thin, High Lifetime Silicon Wafers with No Sawing; Re-crystallization in a Thin Film Capsule

The project fits within the area of renewable energy called photovoltaics (PV), or the generation of electricity directly from sunlight using semiconductor devices. PV has the greatest potential of any renewable energy technology. The vast majority of photovoltaic modules are made on crystalline silicon wafers and these wafers accounts for the largest fraction of the cost of a photovoltaic module. Thus, a method of making high quality, low cost wafers would be extremely beneficial to the PV industry The industry standard technology creates wafers by casting an ingot and then sawing wafers from the ingot. Sawing rendered half of the highly refined silicon feedstock as un-reclaimable dust. Being a brittle material, the sawing is actually a type of grinding operation which is costly both in terms of capital equipment and in terms of consumables costs. The consumables costs associated with the wire sawing technology are particularly burdensome and include the cost of the wire itself (continuously fed, one time use), the abrasive particles, and, waste disposal. A letter report issued by the Government Accountability Office with an abstract that begins "Management-level representation of minorities and women in the financial services industry and among federal financial agencies and Federal Reserve Banks (Reserve Banks) has not changed substantially from 2007 through 2011. Industry representation of minorities in 2011 was higher in lower-level management positions--about 20 percent--compared to about 11 percent of senior-level manager positions. Industry representation of women at the overall management level remained at about 45 percent. Agency representation of minorities at the senior management level in 2011 ranged from 6 percent to 17 percent and from 0 percent to 44 percent at the Reserve Banks. Women's representation ranged from 31 to 47 percent at the agencies and from 15 to 58 percent at the Reserve Banks. Officials said the main challenge to improving diversity was identifying candidates, noting that minorities and women are often underrepresented in both internal and external candidate pools."

A letter report issued by the Government Accountability Office with an abstract that begins "As pass-through grant funds flow to subrecipients, they are subject to government-wide and program-specific policies, two of which are particularly relevant to disbursement issues for states as they pass funds on to subrecipients. Pass-through grants are typically first awarded to states, local governments, or other entities and then further awarded to subrecipients. The Cash Management Improvement Act governs the exchange of funds between the federal government and the states and is applicable to timeliness in the grant disbursement process. In addition, the Office of Management and Budget's (OMB) Circular No. A-133, Audits of States, Local Governments, and Non-Profit Organizations, provides general guidance on the roles and responsibilities of the federal awarding agencies and primary recipients of government funds regarding audit requirements of grantees. Specific program policies can provide additional requirements for individual grant programs related to disbursement of funds. For example, as with the programs we reviewed, authorizing legislation may contain statutory limits on the amount of funds that states and local governments can withhold from the grant awards for their own administrative expenses. A letter report issued by the Government Accountability Office with an abstract that begins "The designation of senior-level officials to key performance management roles with responsibilities under the Government Performance and Results Act Modernization Act of 2010 (GPRAMA) has helped elevate accountability for performance management within federal agencies and ensure high-level involvement, according to officials GAO interviewed. The 24 Chief Financial Officers (CFO) Act agencies have all assigned officials to the key management roles--chief operating officer, performance improvement officer (PIO), and goal leader--required under GPRAMA, according to the Office of Management and Budget (OMB) and the results of GAO's PIO survey. PIOs GAO surveyed reported that most key officials were greatly involved in central aspects of performance management, such as agency quarterly performance reviews. PIOs GAO surveyed, and priority goal leaders GAO interviewed at the Department of Health and Human Services (HHS) and the National Science Foundation (NSF), reported they were supported in their responsibilities by their deputies and other staff. PIOs generally reported that their staff had competencies identified as relevant by the Office of Personnel Management (OPM), such as reasoning, to a large extent, although PIOs reported that the competencies were not as widespread among their staff as …
