A NMR-Based Carbon-Type Analysis of Diesel Fuel Blends From Various Sources
In collaboration with participants of the Coordinating Research Council (CRC) Advanced Vehicle/Fuels/Lubricants (AVFL) Committee, and project AVFL-19, the characteristics of fuels from advanced and renewable sources were compared to commercial diesel fuels. The main objective of this study was to highlight similarities and differences among the fuel types, i.e. ULSD, renewables, and alternative fuels, and among fuels within the different fuel types. This report summarizes the carbon-type analysis from 1H and 13C{1H} nuclear magnetic resonance spectroscopy (NMR) of 14 diesel fuel samples. The diesel fuel samples come from diverse sources and include four commercial ultra-low sulfur diesel fuels (ULSD), one gas-to-liquid diesel fuel (GTL), six renewable diesel fuels (RD), two shale oil-derived diesel fuels, and one oil sands-derived diesel fuel. Overall, the fuels examined fall into two groups. The two shale oil-derived samples and the oil-sand-derived sample closely resemble the four commercial ultra-low sulfur diesels, with SO1 and SO2 most closely matched with ULSD1, ULSD2, and ULSD4, and OS1 most closely matched with ULSD3. Comparison of Gas Puff Imaging Data in NSTX with the DEGAS 2 Simulation
Gas-Pu -Imaging (GPI) is a two dimensional diagnostic which measures the edge Dα light emission from a neutral Dα gas puff near the outer mid- plane of the National Spherical Torus Experiment (NSTX). DEGAS 2 is a 3-D Monte Carlo code used to model neutral transport and plasma-neutral interactions in fusion plasmas. In this paper, we compare the measured and modeled Dα light emission for speci c NSTX experiments. Both the simulated spatial distribution and radiance of the Dα light emission agree well with the experimental data obtained between Edge Localized Modes (ELMs) in ELMy H-modes.

An Overview of the Tax Provisions in the American Taxpayer Relief Act of 2012
This report provides an overview of the tax provisions (Titles I-IV and Title X of P.L. 112-240) included in the "fiscal cliff deal," including the permanent extension and modification of the 2001 and 2003 tax cuts, often referred to collectively as the "Bush-era tax cuts"; the temporary extension of certain tax provisions originally included as part of the American Recovery and Reinvestment Act (ARRA; P.L. 111-5), often referred to as the "2009 tax cuts"; the permanent extension of the alternative minimum tax (AMT) patch; the temporary extension of a variety of other temporary expiring provisions for individuals, businesses, and energy often referred to as "tax extenders" and the expansion of in-plan conversions of traditional employer-sponsored retirement accounts (like 401(k) plans) to employer-sponsored Roth accounts (like Roth 401(k) plans).

A New Electrostatically-focused UV HPD for Liquid Xenon
Appropriate photodetectors are a major challenge for liquid xenon technology as proposed by the next generation of double beta decay, solar neutrino, and dark matter searches. The primary photon signal is tiny and in the hard ultraviolet, the installation is cryogenic, and the sensors themselves must not introduce background. Hybrid photodiodes (HPDs) provide an easy substitute for a conventional PMT with the added advantages of low radioactivity, better area coverage, and single photoelectron counting. A computer-controlled test setup capable of characterizing optical properties of ultraviolet photodetectors was installed. It was used to compare photomultiplier tubes, silicon photomultipliers, avalanche photodiodes, and a novel-design custom HPD developed by the DEP company under this proposal.

Efficient Inversion of Multi-frequency and Multi-source Electromagnetic Data: Final report
BES grant DE-FG02-06ER15819 supported efforts at Oregon State University (OSU) to develop improved inversion methods for 3D subsurface electromagnetic (EM) imaging. Three interrelated activities have been supported by this grant, and its predecessor (DE-FG02-06ER15818): (1) collaboration with a former student of the PI, Dr. Weerachai Siripunvaraporn (now Professor at Mahidol University in Bangkok, Thailand) on developing and refining inversion methods for 3D Magnetotelluric (MT) data . (2) Development at Oregon State University of a new modular system of computer codes for EM inversion, and initial testing and application of this inversion on several large field data sets. (3) Research on more efficient approaches to multi-transmitter EM inverse problems, to optimize use of expensive data sensitivity calculations needed for gradient based inversion schemes. The last of these activities was the main motivation for this research project, but the first two activities were important enabling steps that produced useful products and results in their own right, including freely avaialable software for 3D inversion of EM geophysical data.

Intelligence Identities Protection Act
This report summarizes the Intelligence Identities Protection Act, P.L. 97-200, enacted by Congress in 1982 to address the unauthorized disclosure of information that exposes covert U.S. intelligence agents. The act also provides exceptions and defenses to prosecution, makes provision for extraterritorial application for offenders who are U.S. citizens or permanent resident aliens, includes reporting requirements to Congress, and sets forth definitions of the terms used in the act.

The Protection of Classified Information: The Legal Framework
This report provides an overview of the relationship between executive and legislative authority over national security information, and summarizes the current laws that form the legal framework protecting classified information, including current executive orders and some agency regulations pertaining to the handling of unauthorized disclosures of classified information by government officers and employees. The report also summarizes criminal laws that pertain specifically to the unauthorized disclosure of classified information, as well as civil and administrative penalties. Finally, the report describes some recent developments in executive branch security policies and relevant legislative activity.

Covert Action: Legislative Background and Possible Policy Questions
Published reports have suggested that in the wake of the 9/11 terrorist attacks, the Pentagon has expanded its counterterrorism intelligence activities as part of what the Bush Administration termed the global war on terror. Some observers have asserted that the Department of Defense (DOD) may have been conducting certain kinds of counterterrorism intelligence activities that would statutorily qualify as "covert actions," and thus require a presidential finding and the notification of the congressional intelligence committees. This report examines the legislative background surrounding covert action and poses several related policy questions.
