Testimony issued by the Government Accountability Office with an abstract that begins "In September 2012, GAO reported that the Department of Homeland Security (DHS) does not know the total amount its components invest in research and development (R&D) and does not have policies and guidance for defining R&D and overseeing R&D resources across the department. According to DHS, its Science & Technology Directorate (S&T), Domestic Nuclear Detection Office (DNDO), and U. S. Coast Guard (Coast Guard) are the only components that conduct R&D, and GAO found that these are the only components that report budget authority, obligations, or outlays for R&D activities to the Office of Management and Budget (OMB) as part of the budget process. However, GAO identified an additional $255 million in R&D obligations made by other DHS components. According to DHS, it is difficult to identify all R&D investments across the department because DHS does not have a department wide policy defining R&D or guidance directing components how to report all R&D spending and activities. As a result, it is difficult for DHS to oversee components' R&D efforts and align them with agency wide R&D goals and priorities. GAO recommended that DHS develop specific policies and guidance …

Correspondence issued by the Government Accountability Office with an abstract that begins "GAO was unable to compare ELL enrollment in charter schools to ELL enrollment in traditional public schools because Education's only available data on school-level ELL enrollment were unreliable and incomplete. Specifically, for over one-third of charter schools, the field for reporting the counts of ELLs enrolled in ELL programs was left blank. These blank fields cannot reliably be interpreted to mean that the charter schools did not have ELLs enrolled. Education officials told us that these school-level ELL data do not have a data steward (that is, an office responsible for overseeing the quality of the data) and that the quality of the data is not examined on a regular basis. A definitional issue may have resulted in states excluding some students from the reported counts, and some charter schools may have failed to submit required data to their states. Education officials said they had not systematically studied charter school nonreporting but acknowledged that states sometimes have difficulty obtaining data from charter schools. Some charter schools with blank ELL counts were also missing data from other important datasets, such as those on school performance, which suggests potential broader …

Testimony issued by the Government Accountability Office with an abstract that begins "The new F-35 acquisition baseline reflects positive restructuring actions taken by the Department of Defense (DOD) since 2010, including more time and funding for development and deferred procurement of more than 400 aircraft to future years. Overall, the program progressed on several fronts during 2012 to further improve the current outlook. The program achieved 7 of 10 key management objectives and made substantial progress on one other. Two objectives on aircraft deliveries and a corrective management plan were not met. The F-35 development test program substantially met expectations with some revisions to flight test plans and made considerable progress addressing key technical risks. Software management practices and some output measures improved, although deliveries to test continued to lag behind plans. Manufacturing and supply processes also improved--indicators such as factory throughput, labor efficiency, and quality measures were positive. While initial F-35 production overran target costs and delivered aircraft late, the latest data shows labor hours decreasing and deliveries accelerating."

Testimony issued by the Government Accountability Office with an abstract that begins "The AMP process, which the judiciary has applied to about 67 percent of its courthouses, represents progress by the judiciary in aligning its capital-planning process with leading capital-planning practices, but the document the judiciary uses to request courthouse construction projects from Congress lacks transparency and key information. For example, the AMP process better aligns with leading practices for identifying real property needs by establishing a comprehensive, nationwide 328-factor analysis of every courthouse, whereas the previous process only assessed courthouses when requested by a local judicial district. However, the AMP process does not fully align with several leading practices due to, for example, its lack of linkage to the judiciary's strategic plan. Two courthouse projects illustrate how the AMP process has changed the way the judiciary evaluates its need for new courthouses. Specifically, two projects listed on a previous 5-year plan (covering fiscal years 2012 through 2016) were re-evaluated under AMP--San Jose, California, and Greenbelt, Maryland. Both had ranked among the top 15 most urgent projects nationwide under the previous capital-planning process, and as such, the judiciary prioritized them for new construction in 2010. Even though significant progress has been made since the enactment of key federal financial management reforms in the 1990s, GAO’s report on the U.S. government’s consolidated financial statements illustrates that much work remains to improve federal financial management. Further improvements are urgently needed."

Testimony issued by the Government Accountability Office with an abstract that begins "FPS faces challenges ensuring that contract guards have been properly trained and certified before being deployed to federal facilities around the country. In its September 2013 report, GAO found that providing active shooter response and screener training is a challenge for FPS. For example, according to officials at five guard companies, their contract guards have not received training on how to respond during incidents involving an active shooter. Without ensuring that all guards receive training on how to respond to incidents at federal facilities involving an active-shooter, FPS has limited assurance that its guards are prepared for this threat. Similarly, an official from one of FPS's contract guard companies stated that 133 (about 38 percent) of its approximately 350 guards have never received screener training. As a result, guards deployed to federal facilities may be using x-ray and magnetometer equipment that they are not qualified to use which raises questions about their ability to screen access control points at federal facilities--one of their primary responsibilities. GAO was unable to determine the extent to which FPS's guards have received active-shooter response and screener training, in part, because FPS lacks …

The National Museum of the Pacific War presents an oral interview with Calvin Beem. Beem volunteered for the Navy in September, 1943 and trained at Farragut, Idaho. After training, Beem was assigned to USS LST-454 as a motor machinist. He was aboard in time for the invasion of Cape Gloucester and for several other invasions along New Guinea. He also recalls landings in the Philippines.

The National Museum of the Pacific War presents an oral interview with Carthon Phillips. Phillips was born in Vera, Texas on 17 April 1920 and grew up during the Depression. Soon after joining the Army Air Corps in 1941, he attended the Aviation School of Medicine in San Antonio. Upon completing the course, he qualified as a flight surgeon assistant assigned to the 7th Bomb Squadron and boarded USS Republic (AP-33) bound for Australia. He tells of being assigned to Cloncurry, Australia and graphically describes a combat mission he flew in a B-17 involving the use of Thermite bombs. Returning to the United States in 1942, he commenced flight training and he tells of the various aircraft he flew. Phillips also relates his experiences as a ground control approach instructor and his involvement in the Berlin Airlift. He retired after twenty-eight years of service.

The National Museum of the Pacific War presents an interview with Daron Reedy. Reedy joined the 36th Infantry Division with the Texas National Guard when they mobilized in November of 1940. He served as an assistant supply sergeant. In 1943, he joined the Army Air Forces, completed flight training and worked as a P-39 and P-40 fighter pilot with the 110th Tactical Reconnaissance Squadron, 71st Observation Group. Reedy deployed to the Pacific Theater in New Guinea, flew 158 strafing missions, survived 4 plane crashes, jungle fever and malaria. He flew combat missions against Japanese installations and airfields, while supporting ground forces on New Guinea and Biak. He returned to the US and received his discharge in late 1945.

The National Museum of the Pacific War presents an oral interview with Don Engleking. Engleking was born in San Antonio in 1923. Upon graduation from high school, he entered the Reserve Officers Training Corps at Texas A&M University in 1941. He was withdrawn from college and placed into Officers Candidate School, receiving his commission in 1942. After graduation he was sent to the Philippines. Upon his arrival on Luzon, he was assigned as company commander of a prisoner of war unit and named the camp commandant without receiving formal instructions regarding the supervision of such facilities. He remembers being surprised that so many of his Japanese inmates could speak English and comments on the intelligence and self-discipline of his charges and notes that all of them were enlisted men. After the camp was disbanded and the Japanese inmates sent to Japan, he returned to the United States and reentered Texas A&M.

The National Museum of the Pacific War presents an oral interview with Joe Elkington. Elkington joined the Navy in April of 1942. He trained in fire control and radar in San Diego. He was assigned to the USS Chicago (CA-29). His job aboard was fire control. Their ship was in the Pacific, at New Caledonia and Guadalcanal. The Chicago sank in 1943 and Elkington gives detail of this event. He also served aboard the USS Helena (CL-50) and traveled to the Solomon Islands. His job aboard was lookout and operating a searchlight. He describes his experiences aboard this ship, and the events of its sinking. Three of the five battles he was in include the Battle of Kula Gulf, the Battle of Leyte Gulf and the Battle of Surigao Strait. He was discharged in December of 1945.

The National Museum of the Pacific War presents an oral interview with Robert Scofield. Scofield joined the Marine Corps in 1943 and received training in South Carolina and North Carolina. Upon completion, he was assigned to the Fifth Marines and sent to Guadalcanal for further training. He was wounded on Okinawa just two or three days after joining a combat outfit. Scofield was shot in the abdomen and the wrist. He was evacuated by medics, who declared that he was dying. He was air-evacuated to a hospital after he assured the flight crew that his wounds were not mortal. Scofield returned home and spent a year recovering.

In the interview Ripp shares experiences and anecdotes of his time as a flight dispatcher, remembering the bankruptcy of Braniff in 1982, life adjustments after Braniff, and overall impact of his career with Braniff.
