Playing Hot and Cold: How Can Russian Heat Policy Find Its Way Toward Energy Efficiency?

The Russian district heating has a large energy-saving potential, and, therefore, need for investments. The scale of needed investments is significant: the government estimates that 70 percent of the district heating infrastructure needs replacement or maintenance, a reflection of decades of under investment. Government budgets will be unable to cover them, and iInvolvingement ofthe private industry will be critical to attracting the necessary investementis necessary. For private parties to invest in district heating facilities across Russia, and not only in pockets of already successful enterprises, regulators have to develop a comprehensive policy that works district heating systems under various conditionscost-reflective tariffs, metering, incentives for efficiency and social support for the neediest (instead of subsidies for all).

EVALUATION AND RECOMMENDATION OF SALTSTONE MIXER AUGER/PADDLES MATERIALS OF CONSTRUCTION FOR IMPROVED WEAR RESISTANCE

Wear and corrosion testing were conducted to evaluate alternate materials of construction for the Saltstone mixer auger and paddles. These components have been degraded by wear from the slurry processed in the mixer. Material test options included PVD coatings (TiN, TiCN, and ZrN), weld overlays (Stellite 12 and Ultimet) and higher hardness steels and carbides (D2 and tungsten carbide). The corrosion testing demonstrated that the slurry is not detrimental to the current materials of construction or the new candidates. The ASTM G75 Miller wear test showed that the high hardness materials and the Stellite 12 weld overlay provide superior wear relative to the Astralloy and CF8M stainless steel, which are the current materials of construction, as well as the PVD coatings and Ultimet. The following recommendations are made for selecting new material options and improving the overall wear resistance of the Saltstone mixer components: A Stellite 12 weld overlay or higher hardness steel (with toughness equivalent to Astralloy) be used to improve the wear resistance of the Saltstone mixer paddles; other manufacturing specifications for the mixer need to be considered in this selection. Minimization of Blast furnace Fuel Rate by Optimizing Burden and Gas Distribution

The goal of the research is to improve the competitive edge of steel mills by using the advanced CFD technology to optimize the gas and burden distributions inside a blast furnace for achieving the best gas utilization. A state-of-the-art 3-D CFD model has been developed for simulating the gas distribution inside a blast furnace at given burden conditions, burden distribution and blast parameters. The comprehensive 3-D CFD model has been validated by plant measurement data from an actual blast furnace. Validation of the sub-models is also achieved. The user friendly software package named Blast Furnace Shaft Simulator (BFSS) has been developed to simulate the blast furnace shaft process. The research has significant benefits to the steel industry with high productivity, low energy consumption, and improved environment.

Individual Reactions of Permanganate and Various Reductants - Student Report to the DOE ERULF Program for Work Conducted May to July 2000

Tank waste on the Hanford Site contains radioactive elements that need to be removed from solution prior to disposal. One effective way to do this is to precipitate the radioactive elements with manganese solids, produced by permanganate oxidation. When added to tank waste, the permanganate reacts quickly producing manganese (IV) dioxide precipitate. Because of the speed of the reaction it is difficult to tell what exactly is happening. Individual reactions using non-radioactive reductants found in the tanks were done to determine reaction kinetics, what permanganate was reduced to, and what oxidation products were formed. In this project sodium formate, sodium nitrite, glycolic acid, glycine, and sodium oxalate were studied using various concentrations of reductant in alkaline sodium hydroxide solutions. It was determined that formate reacted the quickest, followed by glycine and glycolic acid. Oxalate and nitrite did not appear to react with the permanganate solutions. The products of the oxidation reaction were examined. Formate was oxidized to carbonate and water. Glycolic acid was oxidized slower producing oxalate and water. Glycine reactions formed some ammonia in solution, oxalate, and water. The research reported by Amber Gauger in this report was part of a DOE ERULF student intern program at Pacific Northwest …

Moving to either the 2009 or 2012 IECC from the 2006 IECC is cost effective over a 30-year life cycle. On average, Kansas homeowners will save $2,556 over 30 years under the 2009 IECC, with savings still higher at $8,828 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for both the 2009 and 2012 IECC. Laboratory Study of Hall Reconnection in Partially Ionized Plasmas

The effects of partial ionization (ni/nn ≤ 1%) on magnetic reconnection in the Hall regime have been studied systematically in the Magnetic Reconnection Experiment (MRX). It is shown that, when neutrals are added the Hall quadrupole field pattern and thus electron flow is unchanged while the ion outflow speed is reduced due to ion-neutral drag. However, in constrast to theoretical predictions, the ion diffusion layer width does not change appreciably. Therefore, the total ion outflow flux and the normalized reconnection rate are reduced.

We have designed and constructed a system for control of the normalized B in the National Spherical Torus Experiment [M. Ono, et al., Nuclear Fusion 40, 557 (2000)]. A PID operator is applied to the difference between the present value of B N (from realtime equilibrium reconstruction) and a time-dependent request, in order to calculate the required injected power. This injected power request is then turned into modulations of the neutral beams. The details of this algorithm are described, including the techniques used to develop the appropriate control gains. This scientific meeting focused on the legacy of Cathleen S. Morawetz and the impact that her scientific work on transonic flow and the non-linear wave equation has had in recent progress on different aspects of analysis for non-linear wave, kinetic and quantum transport problems associated to mathematical physics. These are areas where the elements of continuum, statistical and stochastic mechanics, and their interplay, have counterparts in the theory of existence, uniqueness and stability of the associated systems of equations and geometric constraints. It was a central event for the applied and computational analysis community focusing on Partial Differential Equations. The goal of the proposal was to honor Cathleen Morawetz, a highly successful woman in mathematics, while encouraging beginning researchers. The conference was successful in show casing the work of successful women, enhancing the visibility of women in the profession and providing role models for those just beginning their careers. The two-day conference included seven 45-minute lectures and one day of six 45-minute lectures, and a poster session for junior participants. The conference program included 19 distinguished speakers, 10 poster presentations, about 70 junior and senior participants and, of course, the participation of Cathleen Synge Morawetz. The purpose of this document is to provide an initial, focused reference to the safety characteristics of and a licensing approach for Fluoride-Salt-Cooled High-Temperature Reactors (FHRs). The document does not contain details of particular reactor designs nor does it attempt to identify or classify either design basis or beyond design basis accidents. Further, this document is an initial attempt by a small set of subject matter experts to document the safety and licensing characteristics of FHRs for a larger audience. The document is intended to help in setting the safety and licensing research, development, and demonstration path forward. Input from a wider audience, further technical developments, and additional study will be required to develop a consensus position on the safety and licensing characteristics of FHRs. This document begins with a brief overview of the attributes of FHRs and then a general description of their anticipated safety performance. Following this, an overview of the US nuclear power plant approval process is provided that includes both test and power reactors, as well as the role of safety standards in the approval process. To advance the state and nation toward clean energy, Hawaii is pursuing an aggressive Renewable Portfolio Standard (RPS), 40% renewable generation and 30% energy efficiency and transportation initiatives by 2030. Additionally, with support from federal, state and industry leadership, the Hawaii Clean Energy Initiative (HCEI) is focused on reducing Hawaii's carbon footprint and global warming impacts. To keep pace with the policy momentum and changing industry technologies, the Hawaiian Electric Companies are proactively pursuing a number of potential system upgrade initiatives to better manage variable resources like wind, solar and demand-side and distributed generation alternatives (i.e. DSM, DG). As variable technologies will continue to play a significant role in powering the future grid, practical strategies for utility integration are needed. Hawaiian utilities are already contending with some of the highest penetrations of renewables in the nation in both large-scale and distributed technologies. With island grids supporting a diverse renewable generation portfolio at penetration levels surpassing 40%, the Hawaiian utilities experiences can offer unique perspective on practical integration strategies. This project provided participant support for the gathering of plant biologists at the International Conferences on Arabidopsis Research (ICAR) in 2011. Arabidopsis thaliana, the reference flowering plant, has been intensely studied over the last 20 years and has proven to be an ideal model for studying nearly all aspects of plant biology. The success of this research field has been greatly facilitated by the openness and collegiality of the community fostered through multiple international forums including the ICAR. Advances in basic and applied plant biology are featured at the meeting, which is the primary gathering point for this strongly integrated international community. The ICAR convenes plant researchers, allows discussion and dissemination of the latest research in plant biology, and facilitates dialog among those that may be separated by geography, career stage, and culture. This project focused on facilitating access by early career scientists that have reduced access to attend major meetings.

Solutia Performance Films, utilizing funding from the U.S. Department of Energy's Buildings Technologies Program, completed research to develop, validate, and commercialize a range of cost-effective, low-emissivity energy-control retrofit window films with significantly improved emissivity over current technology. These films, sold under the EnerLogic® trade name, offer the energy-saving properties of modern low-e windows, with several advantages over replacement windows, such as: lower initial installation cost, a significantly lower product carbon footprint, and an ability to provide a much faster return on investment. EnerLogic® window films also offer significantly greater energy savings than previously available with window films with similar visible light transmissions. EnerLogic® window films offer these energy-saving advantages over other window films due to its ability to offer both summer cooling and winter heating savings. Development of Single Crystal Chemical Vapor Deposition Diamonds for Detector Applications

Diamond was studied as a possible radiation hard technology for use in future high radiation environments. With the commissioning of the LHC expected in 2010, and the LHC upgrades expected in 2015, all LHC experiments are planning for detector upgrades which require radiation hard technologies. Chemical Vapor Deposition (CVD) diamond has now been used extensively in beam conditions monitors as the innermost detectors in the highest radiation areas of BaBar, Belle and CDF and is installed and operational in all LHC experiments. As a result, this material is now being discussed as an alternative sensor material for tracking very close to the interaction region of the super-LHC where the most extreme radiation conditions will exist. Our work addressed the further development of the new material, single-crystal Chemical Vapor Deposition diamond, towards reliable industrial production of large pieces and new geometries needed for detector applications.

Pacific Northwest National Laboratory evaluated juvenile salmonid passage and distribution at Detroit Dam (DET) on the North Santiam River, Oregon for the U.S. Army Corps of Engineers (USACE) to provide data to support decisions on long-term measures to enhance downstream passage at DET and others dams in USACE’s Willamette Valley Project. This study was conducted in response to regulatory requirements necessitated by the listing of Upper Willamette River Spring Chinook salmon (Oncorhynchus tshawytscha) and Upper Willamette River steelhead (O. mykiss) as threatened under the Endangered Species Act. The goal of the study was to provide information of juvenile salmonid passage and distribution at DET from February 2011 through February 2012. The results of the hydroacoustic study provide new and, in some cases, first-ever data on passage estimates, run timing, distributions, and relationships between fish passage and environmental variables at the dam. This information will inform management decisions on the design and development of surface passage and collection devices to help restore Chinook salmon populations in the North Santiam River watershed above DET. ECRH/EBWH SYSTEM FOR NSTX-

The National Spherical Torus Experiment Upgrade (NSTX-U) will operate at an axial toroidal field of up to 1 T, about twice the field available on NSTX. A 28 GHz electron cylotron resonance heating (ECRH) system is currently being planned for NSTX-U. A 1 MW 28 GHz gyrotron will be employed. Intially the system will use short, 10-50 ms, 1 MW pulses for ECRH-assisted discharge start-up. Later the pulse length will be extended to 1-5 s to study electron Bernstein wave heating (EBWH) during the plasma current flat top. A mirror launcher will be used to couple microwave power to the plasma via O-mode to the slow X-mode to EBW (O-X-B) double mode conversion. This paper presents a pre-conceptual design for the ECRH/EBWH system proposed for NSTX-U and includes ray tracing and Fokker-Planck modeling results for 28 GHz ECRH during plasma start-up and EBW heating and current drive during the plasma current flattop of a NSTX-U advanced H-mode plasma scenario.

High-throughput mass separation of nuclear waste may be useful for optimal storage, disposal, or environmental remediation. The most dangerous part of nuclear waste is the fission product, which produces most of the heat and medium-term radiation. Plasmas are well-suited to separating nuclear waste because they can separate many different species in a single step. A number of plasma devices have been designed for such mass separation, but there has been no standardized comparison between these devices. We define a standard metric, the separative power per unit volume, and derive it for three different plasma mass filters: the plasma centrifuge, Ohkawa filter, and the magnetic centrifugal mass filter. __________________________________________________

we developed and demonstrated a software based integrated advanced building control platform called Smart Energy Box (SEB), which can coordinate building subsystem controls, integrate variety of energy optimization algorithms and provide proactive and collaborative energy management and control for building operations using weather and occupancy information. The integrated control system is a low cost solution and also features: Scalable component based architecture allows to build a solution for different building control system configurations with needed components; Open Architecture with a central data repository for data exchange among runtime components; Extendible to accommodate variety of communication protocols. Optimal building control for central loads, distributed loads and onsite energy resource Uses web server as a loosely coupled way to engage both building operators and building occupants in collaboration for energy conservation. The goal of the current project was to help make the US solar industry a world leader in the manufacture of thin film photovoltaics. The overall approach was to leverage ORNL’s unique characterization and processing technologies to gain a better understanding of the fundamental challenges for solar cell processing and apply that knowledge to targeted projects with industry members. ORNL has the capabilities in place and the expertise required to understand how basic material properties including defects, impurities, and grain boundaries affect the solar cell performance. ORNL also has unique processing capabilities to optimize the manufacturing process for fabrication of high efficiency and low cost solar cells. ORNL recently established the Center for Advanced Thin-film Systems (CATS), which contains a suite of optical and electrical characterization equipment specifically focused on solar cell research. Under this project, ORNL made these facilities available to industrial partners who were interested in pursuing collaborative research toward the improvement of their product or manufacturing process. The Advanced High-Temperature Reactor (AHTR) is a design concept for a central station-type [1500 MW(e)] Fluoride salt–cooled High-temperature Reactor (FHR) that is currently undergoing development by Oak Ridge National Laboratory for the US. Department of Energy, Office of Nuclear Energy’s Advanced Reactor Concepts program. FHRs, by definition, feature low-pressure liquid fluoride salt cooling, coated-particle fuel, a high-temperature power cycle, and fully passive decay heat rejection. The overall goal of the AHTR development program is to demonstrate the technical feasibility of FHRs as low-cost, large-size power producers while maintaining full passive safety. The AHTR is approaching a preconceptual level of maturity. An initial integrated layout of its major systems, structures, and components (SSCs), and an initial, high-level sequence of operations necessary for constructing and operating the plant is nearing completion. An overview of the current status of the AHTR concept has been recently published [1], and a report providing a more detailed overview of the AHTR structures and mechanical systems is currently in preparation. This report documents the refueling components and processes envisioned at this early development phase.
