Housing Assistance: Opportunities Exist to Increase Collaboration and Consider Consolidation
A letter report issued by the Government Accountability Office with an abstract that begins "Housing assistance is fragmented across 160 programs and activities. Overlap exists for some products offered, service delivery, and geographic areas served by selected programs—particularly in the Department of Agriculture’s (USDA) Rural Housing Service (RHS) and Department of Housing and Urban Development’s (HUD) Federal Housing Administration (FHA). For instance, RHS, FHA, and the Department of Veterans Affairs (VA) all guarantee mortgage loans for homeowners. According to fiscal year 2009 data (the most recent available), FHA served a larger number of households than RHS in all areas, including a larger number of low- and moderate-income households in rural areas. Although selected HUD, USDA, and Department of the Treasury (Treasury) multifamily programs had overlapping purposes, the products, areas served, and delivery methods differed. For example, HUD, RHS, and Treasury provide financing for development and rehabilitation of multifamily housing for low- and moderate-income households, but RHS-financed properties were more concentrated in rural areas and HUD’s and Treasury’s tax credit properties were more concentrated in urban and suburban areas."

INDEPENDENT VERIFICATION SURVEY REPORT FOR ZONE 1 OF THE EAST TENNESSEE TECHNOLOGY PARK IN OAK RIDGE, TENNESSEE
Oak Ridge Associated Universities (ORAU) conducted in-process inspections and independent verification (IV) surveys in support of DOE's remedial efforts in Zone 1 of East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee. Inspections concluded that the remediation contractor's soil removal and survey objectives were satisfied and the dynamic verification strategy (DVS) was implemented as designed. Independent verification (IV) activities included gamma walkover surveys and soil sample collection/analysis over multiple exposure units (EUs).

2d Affine XY-Spin Model/4d Gauge Theory Duality and Deconfinement
We introduce a duality between two-dimensional XY-spin models with symmetry-breaking perturbations and certain four-dimensional SU(2) and SU(2) = Z{sub 2} gauge theories, compactified on a small spatial circle R{sup 1,2} x S{sup 1}, and considered at temperatures near the deconfinement transition. In a Euclidean set up, the theory is defined on R{sup 2} x T{sup 2}. Similarly, thermal gauge theories of higher rank are dual to new families of 'affine' XY-spin models with perturbations. For rank two, these are related to models used to describe the melting of a 2d crystal with a triangular lattice. The connection is made through a multi-component electric-magnetic Coulomb gas representation for both systems. Perturbations in the spin system map to topological defects in the gauge theory, such as monopole-instantons or magnetic bions, and the vortices in the spin system map to the electrically charged W-bosons in field theory (or vice versa, depending on the duality frame). The duality permits one to use the two-dimensional technology of spin systems to study the thermal deconfinement and discrete chiral transitions in four-dimensional SU(N{sub c}) gauge theories with n{sub f} {ge} 1 adjoint Weyl fermions.

A Fisheye Lens as a Photonic Doppler Velocimetry Probe
These presentation visuals report an instrument that, by use of a fish-eye lens, generates a beat signal using fiber mixing of unshifted light with Doppler-shifted light and measures the beat frequency. Ray trace diagrams are shown to illustrate advantages and disadvantages. The authors find their instrument has a long tracking distance, and large angle coverage. Index matching eases assembly, reduces return loss and flattens the field.

Search for Dark Matter Satellites Using the FERMI-LAT
Numerical simulations based on the {Lambda}CDM model of cosmology predict a large number of as yet unobserved Galactic dark matter satellites. We report the results of a Large Area Telescope (LAT) search for these satellites via the {gamma}-ray emission expected from the annihilation of weakly interacting massive particle (WIMP) dark matter. Some dark matter satellites are expected to have hard {gamma}-ray spectra, finite angular extents, and a lack of counterparts at other wavelengths. We sought to identify LAT sources with these characteristics, focusing on {gamma}-ray spectra consistent with WIMP annihilation through the b{bar b} channel. We found no viable dark matter satellite candidates using one year of data, and we present a framework for interpreting this result in the context of numerical simulations to constrain the velocity-averaged annihilation cross section for a conventional 100 GeV WIMP annihilating through the b{bar b} channel.

Spectroscopy, Thermochemistry, and Reactivity of Lanthanide and Actinide Molecules
The research undertaken under this grant is described in this document. The document describes progress in the construction of an instrument for recording photodissociation action spectra of mass-selected cryo-cooled cations. The instrument is not yet functional, but we anticipate trapping ions and conducting photodissociation experiments before the end of the year. It also describes resonant two-photon ionization spectra that have been recorded for uranium mononitride (UN) in the visible portion of the spectrum. These experiments are still underway at the present time. Although the spectra are a bit difficult to properly fit, due to upper state perturbations, it appears that the molecule has a ground state with {Omega} = 3.5 and a bond length of approximately 1.76 {angstrom}. Finally, results on the thermochemistry and reactivity of Th{sup +} are presented. In these studies the bond energies of the following bonds have been determined: D{sub 0}(Th{sup +}-2O) = 10.2 {+-} 0.2 eV; D0(Th{sup +}-N) = 6.69 {+-} 0.35 eV; D0(Th{sup +}-O) = 8.40 {+-} 0.28 eV; D{sub 0}(OTh{sup +}-O) = 1.8 {+-} 0.4 eV.
