Safety Design Strategy for the Remote Handled Low-Level Waste Disposal Project

In accordance with the requirements of U.S. Department of Energy (DOE) Order 413.3A, “Program and Project Management for the Acquisition of Capital Assets,” safety must be integrated into the design process for new or major modifications to DOE Hazard Category 1, 2, and 3 nuclear facilities. The intended purpose of this requirement involves the handling of hazardous materials, both radiological and chemical, in a way that provides adequate protection to the public, workers, and the environment. Requirements provided in DOE Order 413.3A and DOE Order 420.1B, “Facility Safety,” and the expectations of DOE-STD-1189-2008, “Integration of Safety into the Design Process,” provide for identification of hazards early in the project and use of an integrated team approach to design safety into the facility. This safety design strategy provides the basic safety-in-design principles and concepts that will be used for the Remote-Handled Low-Level Waste Disposal Project.

Site Characterization for CO{sub 2} Storage from Coal-fired Power Facilities in the Black Warrior Basin of Alabama

Coal-fired power plants produce large quantities of carbon dioxide. In order to mitigate the greenhouse gas emissions from these power plants, it is necessary to separate and store the carbon dioxide. Saline formations provide a potential sink for carbon dioxide and delineating the capacity of the various known saline formations is a key part of building a storage inventory. As part of this effort, a project was undertaken to access the storage capacity of saline reservoirs in the Black Warrior Basin of Alabama. This basin has been a productive oil and gas reservoir that is well characterized to the west of the two major coal-fired power plants that are north of Birmingham. The saline zones were thought to extend as far east as the Sequatchie Anticline which is just east of the power plants. There is no oil or gas production in the area surrounding the power plants so little is known about the formations in that area. A geologic characterization well was drilled on the Gorgas Power Plant site, which is the farthest west of two power plants in the area. A Review of Sensor Calibration Monitoring for Calibration Interval Extension in Nuclear Power Plants

Currently in the United States, periodic sensor recalibration is required for all safety-related sensors, typically occurring at every refueling outage, and it has emerged as a critical path item for shortening outage duration in some plants. Online monitoring can be employed to identify those sensors that require calibration, allowing for calibration of only those sensors that need it. International application of calibration monitoring, such as at the Sizewell B plant in United Kingdom, has shown that sensors may operate for eight years, or longer, within calibration tolerances. This issue is expected to also be important as the United States looks to the next generation of reactor designs (such as small modular reactors and advanced concepts), given the anticipated longer refueling cycles, proposed advanced sensors, and digital instrumentation and control systems. The U.S. Nuclear Regulatory Commission (NRC) accepted the general concept of online monitoring for sensor calibration monitoring in 2000, but no U.S. plants have been granted the necessary license amendment to apply it. This report presents a state-of-the-art assessment of online calibration monitoring in the nuclear power industry, including sensors, calibration practice, and online monitoring algorithms. Japan's Possible Entry Into the Trans-Pacific Partnership and Its Implications

This report discusses the effects of the possible entry of Japan to the Trans-Pacific Partnership (TPP) negotiations. The TPP issue presents both risks and opportunities for the United States and Japan. On the one hand, it could reinvigorate an economic relationship that has remained steady but stagnant, by forcing the two countries to address long-standing, difficult issues, and allowing them to raise their relationship to a higher level. On the other hand, failure to do so could indicate that the underlying problems are too fundamental to overcome and could set back the relationship.

Ultrasonic Phased Array Assessment of the Interference Fit and Leak Path of the North Anna Unit 2 Control Rod Drive Mechanism Nozzle 63 with Destructive Validation

The objective of this investigation was to evaluate the efficacy of ultrasonic testing (UT) for primary water leak path assessments of reactor pressure vessel (RPV) upper head penetrations. Operating reactors have experienced leakage when stress corrosion cracking of nickel-based alloy penetrations allowed primary water into the annulus of the interference fit between the penetration and the low-alloy steel RPV head. In this investigation, UT leak path data were acquired for an Alloy 600 control rod drive mechanism nozzle penetration, referred to as Nozzle 63, which was removed from the North Anna Unit 2 reactor when the RPV head was replaced in 2002. In-service inspection prior to the head replacement indicated that Nozzle 63 had a probable leakage path through the interference fit region. Nozzle 63 was examined using a phased-array UT probe with a 5.0-MHz, eight-element annular array. Immersion data were acquired from the nozzle inner diameter surface. The UT data were interpreted by comparing to responses measured on a mockup penetration with known features. Following acquisition of the UT data, Nozzle 63 was destructively examined to determine if the features identified in the UT examination, including leakage paths and crystalline boric acid deposits, could be visually confirmed. LAB-SCALE DEMONSTRATION OF PLUTONIUM PURIFICATION BY ANION EXCHANGE, PLUTONIUM (IV) OXALATE PRECIPITATION, AND CALCINATION TO PLUTONIUM OXIDE TO SUPPORT THE MOX FEED MISSION

H-Canyon and HB-Line are tasked with the production of PuO{sub 2} from a feed of plutonium metal. The PuO{sub 2} will provide feed material for the MOX Fuel Fabrication Facility. After dissolution of the Pu metal in H-Canyon, the solution will be transferred to HB-Line for purification by anion exchange. Subsequent unit operations include Pu(IV) oxalate precipitation, filtration and calcination to form PuO{sub 2}. This report details the results from SRNL anion exchange, precipitation, filtration, calcination, and characterization tests, as requested by HB-Line1 and described in the task plan. This study involved an 80-g batch of Pu and employed test conditions prototypical of HB-Line conditions, wherever feasible. In addition, this study integrated lessons learned from earlier anion exchange and precipitation and calcination studies. H-Area Engineering selected direct strike Pu(IV) oxalate precipitation to produce a more dense PuO{sub 2} product than expected from Pu(III) oxalate precipitation. One benefit of the Pu(IV) approach is that it eliminates the need for reduction by ascorbic acid. The proposed HB-Line precipitation process involves a digestion time of 5 minutes after the time (44 min) required for oxalic acid addition. The Relationships Between ELM Suppression, Pedestal Profiles, and Lithium Wall Coatings in NSTX

Recently in the National Spherical Torus Experiment (NSTX), increasing lithium wall coatings suppressed edge localized modes (ELMs), gradually but not quite monotonically. This work details profile and stability analysis as ELMs disappeared throughout the lithium scan. While the quantity of lithium deposited between discharges did not uniquely determine the presence of ELMs, profile analysis demonstrated that lithium was correlated to wider density and pressure pedestals with peak gradients farther from the separatrix. Moreover, the ELMy and ELM-free discharges were cleanly separated by their density and pedestal widths and peak gradient locations. Ultimately, ELMs were only suppressed when lithium caused the density pedestal to widen and shift inward. These changes in the density gradient were directly reflected in the pressure gradient and calculated bootstrap current. This supports the theory that ELMs in NSTX are caused by peeling and/or ballooning modes, as kink/peeling modes are stabilized when the edge current and pressure gradient shift away from the separatrix. Edge stability analysis using ELITE corroborated this picture, as reconstructed equilibria from ELM-free discharges were generally farther from their kink/peeling stability boundaries than ELMy discharges. Energy Conservation Tests of a Coupled Kinetic-kinetic Plasma-neutral Transport Code

A Monte Carlo neutral transport routine, based on DEGAS2, has been coupled to the guiding center ion-electron-neutral neoclassical PIC code XGC0 to provide a realistic treatment of neutral atoms and molecules in the tokamak edge plasma. The DEGAS2 routine allows detailed atomic physics and plasma-material interaction processes to be incorporated into these simulations. The spatial pro le of the neutral particle source used in the DEGAS2 routine is determined from the uxes of XGC0 ions to the material surfaces. The kinetic-kinetic plasma-neutral transport capability is demonstrated with example pedestal fueling simulations.

Renewal of Collaborative Research: Economically viable Forest Harvesting Practices that Increase Carbon Sequestration

This technical report covers a 3-year cooperative agreement between the University of Maine and the Northeastern Forest Experiment Station that focused on the characterization of forest stands and the assessment of forest carbon storage (see attached for detailed description of the project). The goal of this work was to compare estimates of forest C storage made via remeasurement of FIA-type plots with eddy flux measurements. In addition to relating whole ecosystem estimates of carbon storage to changes in aboveground biomass, we explored methodologies by partitioning growth estimates from periodic inventory measurements into annual estimates. In the final year, we remeasured plots that were subject to a shelterwood harvest over the winter of 2001-02 to assess the production of coarse woody debris by this harvest, to remeasure trees in a long-term stand first established by NASA, to carry out other field activities at Howland, and, to assess the importance of downed and decaying wood as well as standing dead trees to the C inputs to harvested and non harvested plots.

This document represents a proposed outline for conducting a Before and After Study of the DART Green Line, a major extension of DART's light rail transit (LRT) system. Such studies track the costs and impacts of the extension of Red Line service into the North Central Corridor and analyze the accuracy of forecasts made during project planning. As the Green Line initially began as two separate planning corridors, the Northwest Corridor and the Southeast Corridor, this planned study replaced original planned studies of the two corridors.

SEVENTH INTERIM STATUS REPORT: MODEL 9975 PCV O-RING FIXTURE LONG-TERM LEAK PERFORMANCE

A series of experiments to monitor the aging performance of Viton® GLT O-rings used in the Model 9975 package has been ongoing since 2004 at the Savannah River National Laboratory. Seventy tests using mock-ups of 9975 Primary Containment Vessels (PCVs) were assembled and heated to temperatures ranging from 200 to 450 ºF. They were leak-tested initially and have been tested periodically to determine if they meet the criterion of leak-tightness defined in ANSI standard N14.5-97. Fourteen additional tests were initiated in 2008 with GLT-S O-rings heated to temperatures ranging from 200 to 400 ºF. High temperature aging continues for 23 GLT O-ring fixtures at 200 – 270 ºF. Room temperature leak test failures have been experienced in all of the GLT O-ring fixtures aging at 350 ºF and higher temperatures, and in 8 fixtures aging at 300 ºF. The remaining GLT O-ring fixtures aging at 300 ºF have been retired from testing following more than 5 years at temperature without failure. No failures have yet been observed in GLT O-ring fixtures aging at 200 ºF for 54-72 months, which is still bounding to O-ring temperatures during storage in K-Area Complex (KAC). Forests provide wildlife habitat, water and air purification, climate moderation, and timber and nontimber products. Concern about climate change has put forests in the limelight as sinks of atmospheric carbon. The C stored in the global vegetation, mostly in forests, is nearly equivalent to the amount present in atmospheric CO{sub 2}. Both voluntary and government-mandated carbon trading markets are being developed and debated, some of which include C sequestration resulting from forest management as a possible tradeable commodity. However, uncertainties regarding sources of variation in sequestration rates, validation, and leakage remain significant challenges for devising strategies to include forest management in C markets. Hence, the need for scientifically-based information on C sequestration by forest management has never been greater. The consequences of forest management on the US carbon budget are large, because about two-thirds of the {approx}300 million hectare US forest resource is classified as 'commercial forest.' In most C accounting budgets, forest harvesting is usually considered to cause a net release of C from the terrestrial biosphere to the atmosphere. City of Grand Rapids Building Solar Roof Demonstration

Grand Rapids, Michigan is striving to reduce it environmental footprint. The municipal government organization has established environmental sustainability policies with the goal of securing 100% of its energy from renewable sources by 2020. This report describes the process by which the City of Grand Rapids evaluated, selected and installed solar panels on the Water/Environmental Services Building. The solar panels are the first to be placed on a municipal building. Its new power monitoring system provides output data to assess energy efficiency and utilization. It is expected to generate enough clean solar energy to power 25 percent of the building. The benefit to the public includes the economic savings from reduced operational costs for the building; an improved environmentally sustainable area in which to live and work; and increased knowledge about the use of solar energy. It will serve as a model for future energy saving applications.
