2010 Manufacturing Readiness Assessment Update to the 2008 Report for Fuel Cell Stacks and Systems for the Backup Power and Materials Handling Equipment Markets

In 2008, the National Renewable Energy Laboratory (NREL), under contract to the US Department of Energy (DOE), conducted a manufacturing readiness assessment (MRA) of fuel cell systems and fuel cell stacks for back-up power and material handling applications (MHE). To facilitate the MRA, manufacturing readiness levels (MRL) were defined that were based on the Technology Readiness Levels previously established by the US Department of Energy (DOE). NREL assessed the extensive existing hierarchy of MRLs developed by Department of Defense (DoD) and other Federal entities, and developed a MRL scale adapted to the needs of the Fuel Cell Technologies Program (FCTP) and to the status of the fuel cell industry. The MRL ranking of a fuel cell manufacturing facility increases as the manufacturing capability transitions from laboratory prototype development through Low Rate Initial Production to Full Rate Production. DOE can use MRLs to address the economic and institutional risks associated with a ramp-up in polymer electrolyte membrane (PEM) fuel cell production. In 2010, NREL updated this assessment, including additional manufacturers, an assessment of market developments since the original report, and a comparison of MRLs between 2008 and 2010.

3D COMSOL Simulations for Thermal Deflection of HFIR Fuel Plate in the "Cheverton-Kelley" Experiments

Three dimensional simulation capabilities are currently being developed at Oak Ridge National Laboratory using COMSOL Multiphysics, a finite element modeling software, to investigate thermal expansion of High Flux Isotope Reactor (HFIR) s low enriched uranium fuel plates. To validate simulations, 3D models have also been developed for the experimental setup used by Cheverton and Kelley in 1968 to investigate the buckling and thermal deflections of HFIR s highly enriched uranium fuel plates. Results for several simulations are presented in this report, and comparisons with the experimental data are provided when data are available. A close agreement between the simulation results and experimental findings demonstrates that the COMSOL simulations are able to capture the thermal expansion physics accurately and that COMSOL could be deployed as a predictive tool for more advanced computations at realistic HFIR conditions to study temperature-induced fuel plate deflection behavior.

Advanced Measurements of Silicon Carbide Ceramic Matrix Composites

Silicon carbide (SiC) is being considered as a fuel cladding material for accident tolerant fuel under the Light Water Reactor Sustainability (LWRS) Program sponsored by the Nuclear Energy Division of the Department of Energy. Silicon carbide has many potential advantages over traditional zirconium based cladding systems. These include high melting point, low susceptibility to corrosion, and low degradation of mechanical properties under neutron irradiation. In addition, ceramic matrix composites (CMCs) made from SiC have high mechanical toughness enabling these materials to withstand thermal and mechanical shock loading. However, many of the fundamental mechanical and thermal properties of SiC CMCs depend strongly on the fabrication process. As a result, extrapolating current materials science databases for these materials to nuclear applications is not possible. The “Advanced Measurements” work package under the LWRS fuels pathway is tasked with the development of measurement techniques that can characterize fundamental thermal and mechanical properties of SiC CMCs. An emphasis is being placed on development of characterization tools that can used for examination of fresh as well as irradiated samples. Introduction and Background Large amounts of methane in well water is a wide spread problem in North America. Methane gas from decaying biomass and oil and gas deposits escape into water wells typically through cracks or faults in otherwise non-porous rock strata producing saturated water systems. This methane saturated water can pose several problems in the delivery of drinking water. The problems range from pumps vapor locking (cavitating), to pump houses exploding. The City of Marsing requested Idaho National Laboratory (INL) to assist with some water analyses as well as to provide some engineering approaches to methane capture through the INL Technical Assistance Program (TAP). There are several engineering approaches to the removal of methane and natural gas from water sources that include gas stripping followed by compression and/or dehydration; membrane gas separators coupled with dehydration processes, membrane water contactors with dehydration processes.

Analysis of the IFA-432, IFA-597, and IFA-597 MOX Fuel Performance Experiments by FRAPCON-3.4

Validation of advanced nuclear fuel modeling tools requires careful comparison with reliable experimental benchmark data. A comparison to industry-accepted codes, that are well characterized, and regulatory codes is also a useful evaluation tool. In this report, an independent validation of the FRAPCON-3.4 fuel performance code is conducted with respect to three experimental benchmarks, IFA-432, IFA-597, and IFA-597mox. FRAPCON was found to most accurately model the mox rods, to within 2% of the experimental data, depending on the simulation parameters. The IFA-432 and IFA-597 rods were modeled with FRAPCON predicting centerline temperatures different, on average, by 21 percent.

Applying Human Factors Evaluation and Design Guidance to a Nuclear Power Plant Digital Control System

The United States (U.S.) nuclear industry, like similar process control industries, has moved toward upgrading its control rooms. The upgraded control rooms typically feature digital control system (DCS) displays embedded in the panels. These displays gather information from the system and represent that information on a single display surface. In this manner, the DCS combines many previously separate analog indicators and controls into a single digital display, whereby the operators can toggle between multiple windows to monitor and control different aspects of the plant. The design of the DCS depends on the function of the system it monitors, but revolves around presenting the information most germane to an operator at any point in time. DCSs require a carefully designed human system interface. This report centers on redesigning existing DCS displays for an example chemical volume control system (CVCS) at a U.S. nuclear power plant. The crucial nature of the CVCS, which controls coolant levels and boration in the primary system, requires a thorough human factors evaluation of its supporting DCS. Assessment of the Financial and Intellectual Value of a Research Library and its Application at the Idaho National Laboratory

Over the last several decades, libraries across the nation have undergone dramatic budget cuts, despite being an important resource for regional and national economic growth and innovation. Numerous studies have attempted to show that libraries increase the intellectual level of users and contribute to the economic growth of communities through surveys and customer service data. Within this study, we have attempted to develop a more analytical method for assessing library performance, using the Idaho National Laboratory Research Library as a sample subject. We have developed a mathematical model to measure the financial value of a library’s material resources as well as its intellectual value to determine if the library is a positive contributor to the wider organization and community it serves.

CHARACTERIZATION AND EVALUATION OF CAUSTIC WASH TANK AND SOLVENT HOLD TANK SAMPLES FROM MCU FROM AUGUST TO SEPTEMBER 2011

During processing of Salt Batches 3 and 4 in the Modular Caustic-Side Solvent Extraction Unit (MCU), the decontamination efficiency for cesium declined from historical values and from expectations based on laboratory testing. This report documents efforts to analyze samples of solvent and process solutions from MCU in an attempt to understand the cause of the reduced performance and to recommend mitigations. CWT Solutions from MCU from the time period of variable decontamination factor (DF) performance which covers from April 2011 to September 2011 (during processing of Salt Batch 4) were examined for impurities using chromatography and spectroscopy. The results indicate that impurities were found to be of two types: aromatic containing impurities most likely from Modifier degradation and aliphatic type impurities most likely from Isopar{reg_sign} L and tri-n-octylamine (TOA) degradation. Caustic washing the Solvent Hold Tank (SHT) solution with 1M NaOH improved its extraction ability as determined from {sup 22}Na uptake tests. Evidence from this work showed that pH variance in the aqueous solutions within the range of 1M nitric acid to 1.91M NaOH that contacted the solvent samples does not influence the analytical determination of the TOA concentration by GC-MS.

Characterization of Dried and Torrefied Arundo Donax Biomass for Inorganic Species Prior to Combustion

Portland General Electric (PGE) potentially plans to replace the coal with torrefied Arundo donax for their Boardman coal-fired power plant by 2020. Since there is only a limited amount of experience with this high yield energy crop, PGE would like to characterize raw and torrefied Arundo before a test burn and therefore avoid possible ash related operational problems such as slagging, deposit formation and corrosion. This report describes the results from characterization of ground and cross-sectioned samples of Arundo with a high-resolution scanning electron microscopy and energy dispersive spectroscopy, and also includes analytical results from a short water-leaching test for concentrations of Ca, Mg, K, Na, S, and Cl in the non-leached and leached Arundo and leachates. SEM-EDS analysis of torrefied Arundo revealed that condensation of volatile components during torrefaction can result in their undesirable re-deposition on the outside surfaces in the form of amorphous or crystallized clusters with a size from a few µm’s to as large as 100 µm. A short exposure of Arundo to water resulted in an efficient removal of volatile species from the raw and torrefied Arundo, e.g., ~ 98 wt% of total K and Cl, and ~75 wt% of total S were removed from …

COL Application Content Guide for HTGRs: Revision to RG 1.206, Part 1 - Status Report

A combined license (COL) application is required by the Nuclear Regulatory Commission (NRC) for all proposed nuclear plants. The information requirements for a COL application are set forth in 10 CFR 52.79, “Contents of Applications; Technical Information in Final Safety Analysis Report.” An applicant for a modular high temperature gas-cooled reactor (HTGR) must develop and submit for NRC review and approval a COL application which conforms to these requirements. The technical information necessary to allow NRC staff to evaluate a COL application and resolve all safety issues related to a proposed nuclear plant is detailed and comprehensive. To this, Regulatory Guide (RG) 1.206, “Combined License Applications for Nuclear Power Plants” (LWR Edition), was developed to assist light water reactor (LWR) applicants in incorporating and effectively formatting required information for COL application review (Ref. 1). However, the guidance prescribed in RG 1.206 presumes a LWR design proposal consistent with the systems and functions associated with large LWR power plants currently operating under NRC license.

The Energy Independence and Security Act passed into law in December 2007 has mandated the use of 36 billion ethanol equivalent gallons per year of renewable fuel by 2022. A primary pathway to achieve this national goal is to increase the amount of ethanol blended into gasoline. This study is part of a multi-laboratory test program coordinated by DOE to evaluate the effect of higher ethanol blends on vehicle exhaust emissions over the lifetime of the vehicle.

Comparison of Two Independent LIDAR-Based Pitch Control Designs

Two different lidar-based feedforward controllers have previously been designed for the NREL 5 MW wind turbine model under separate studies. Feedforward controller A uses a finite-impulse-response design, with 5 seconds of preview, and three rotating lidar measurements. Feedforward controller B uses a static-gain design, with the preview time defined by the pitch actuator dynamics, a simulation of a real nacelle-based scanning lidar system, and a lowpass filter defined by the lidar configuration. These controllers are now directly compared under the same lidar configuration, in terms of fatigue load reduction, rotor speed regulation, and power capture. The various differences in design choices are discussed and compared. We also compare frequency plots of individual pitch feedforward and collective pitch feedforward load reductions, and we see that individual pitch feedforward is effective mainly at the once-per-revolution and twice-per-revolution frequencies. We also explain how to determine the required preview time by breaking it down into separate parts, and we then compare it to the expected preview time available.

Consistent Adjoint Driven Importance Sampling using Space, Energy and Angle

For challenging radiation transport problems, hybrid methods combine the accuracy of Monte Carlo methods with the global information present in deterministic methods. One of the most successful hybrid methods is CADIS Consistent Adjoint Driven Importance Sampling. This method uses a deterministic adjoint solution to construct a biased source distribution and consistent weight windows to optimize a specific tally in a Monte Carlo calculation. The method has been implemented into transport codes using just the spatial and energy information from the deterministic adjoint and has been used in many applications to compute tallies with much higher figures-of-merit than analog calculations. CADIS also outperforms user-supplied importance values, which usually take long periods of user time to develop. This work extends CADIS to develop weight windows that are a function of the position, energy, and direction of the Monte Carlo particle. Two types of consistent source biasing are presented: one method that biases the source in space and energy while preserving the original directional distribution and one method that biases the source in space, energy, and direction. Seven simple example problems are presented which compare the use of the standard space/energy CADIS with the new space/energy/angle treatments.

Additional information will be obtained by conducting a corrective action investigation before evaluating CAAs and selecting the appropriate corrective action for each CAS. The results of the field investigation will support a defensible evaluation of viable CAAs that will be presented in the Corrective Action Decision Document. The sites will be investigated based on the data quality objectives (DQOs) developed on April 30, 2012, by representatives of the Nevada Division of Environmental Protection and the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office. The DQO process was used to identify and define the type, amount, and quality of data needed to develop and evaluate appropriate corrective actions for CAU 570.
