The massive Tohoku earthquake and tsunami of March 11, 2011, caused extensive damage in northeastern Japan, including damage to the Fukushima Dai-ichi nuclear power installation, which resulted in the release of radiation. Concerns arose about the potential effects of this released radiation on the U.S. marine environment and resources.

The two Virginia-class boats requested for procurement in FY2013 are the final two in a group of eight covered by a multiyear procurement (MYP) arrangement for the period FY2009-FY2013. Issues for Congress include whether or not to approve the MYP arrangement request, whether to restore procurement of a second Virginia-class boat in FY2014, and the Virginia-class procurement rate in general.

A criminal prosecution involving classified information may cause tension between the government's interest in protecting classified information and the criminal defendant's right to a constitutionally valid trial. In some cases, a defendant may threaten to disclose classified information in an effort to gain leverage. Concerns about this practice, referred to as "graymail," led the 96th Congress to enact the Classified Information Procedures Act to provide uniform procedures for prosecutions involving classified information.

Temporary Protected Status: Current Immigration Policy and Issues

When civil unrest, violence, or natural disasters erupt in spots around the world, concerns arise over the safety of foreign nationals residing in the United States who are from these troubled places. Provisions exist in the Immigration and Nationality Act (INA) to offer temporary protected status (TPS) or relief from removal under specified circumstances. A foreign national who is granted TPS receives a registration document and an employment authorization for the duration of TPS. The United States currently provides TPS or deferred enforced departure (DED) to over 300,000 foreign nationals from a total of eight countries: El Salvador, Haiti, Honduras, Nicaragua, Somalia, Sudan, and most recently Southern Sudan and Syria.

The Export-Import Bank of the United States (Ex-Im Bank, EXIM Bank, or the Bank), an independent federal government agency, is the official export credit agency (ECA) of the United States. It helps finance U.S. exports of manufactured goods and services, with the objective of contributing to the employment of U.S. workers, primarily in circumstances when alternative financing is not available. Members of the 112th Congress may examine issues related to the Ex-Im Bank that center on the economic rationale for the Bank; the impact of the Bank on the federal budget and U.S. taxpayers; the Bank's support for specific types of business or industries; the current balance between the Bank's advancement of U.S. commercial interests and other U.S. policy goals; the competitive position of the Bank compared to foreign ECAs; and the Bank's organizational structure.

It also analyzes the exemptions available to religious organizations for the non-discrimination requirements. Finally, it addresses protections based on Title VII's religious exemption that have been included in the proposed Employment Non-Discrimination Act.

The European Union (EU) has long viewed the enlargement process as an extraordinary opportunity to promote political stability and economic prosperity in Europe. U.S. Administrations and many Members of Congress have long backed EU enlargement, believing that it serves U.S. interests by advancing democracy and economic prosperity throughout the European continent. Some U.S. officials are concerned that "enlargement fatigue" as well as the EU's ongoing financial crisis could hinder EU expansion. The status of EU enlargement and its implications for both the EU itself and U.S.-EU relations may be of interest to the second session of the 112th Congress.
