Summary of the Optics, IR, Injection, Operations, Reliability and Instrumentation Working Group

The facilities reported on are all in a fairly mature state of operation, as evidenced by the very detailed studies and correction schemes that all groups are working on. First- and higher-order aberrations are diagnosed and planned to be corrected. Very detailed beam measurements are done to get a global picture of the beam dynamics. More than other facilities the high-luminosity colliders are struggling with experimental background issues, mitigation of which is a permanent challenge. The working group dealt with a very wide rage of practical issues which limit performance of the machines and compared their techniques of operations and their performance. We anticipate this to be a first attempt. In a future workshop in this series, we propose to attempt more fundamental comparisons of each machine, including design parameters. For example, DAPHNE and KEKB employ a finite crossing angle. The minimum value of {beta}*{sub y} attainable at KEKB seems to relate to this scheme. Effectiveness of compensation solenoids and turn-by-turn BPMs etc. should be examined in more detail. In the near future, CESR-C and VEPP-2000 will start their operation. GTRI Remote Monitoring System: Training and Operational Needs Assessment Analysis Report

The mission of the United States Department of Energy (DOE) National Nuclear Security Administrations (NNSA's) Global Threat Reduction Initiative (GTRI) is to identify, secure, recover and facilitate the disposition of vulnerable nuclear and high-risk radioactive materials around the world that pose a threat to the United States and the international community. The GTRI's unique mission to reduce and protect vulnerable nuclear and radiological materials located at civilian sites worldwide directly addresses recommendations of the 9/11 Commission1, and is a vital part of the President's National Security Strategy and the Global Initiative. The GTRI Remote Monitoring System (RMS) is a standalone security system that includes radiation and tamper alarms, and CCTV; which can be transmitted securely over the Internet to multiple on-site and off-site locations. Through our experiences during installation of the system at 162 sites, plus feedback received from Alarm Response Training course participants, site input to project teams and analysis of trouble calls; indications were that current system training was lacking and inconsistent. A survey was undertaken to gather information from RMS users across the nation, to evaluate the current level of training and determine what if any improvements needed to be made. Assessment and Mitigation of Diagnostic-Generated Electromagnetic Interference at the National Ignition Facility

Electromagnetic interference (EMI) is an ever-present challenge at laser facilities such as the National Ignition Facility (NIF). The major source of EMI at such facilities is laser-target interaction that can generate intense electromagnetic fields within, and outside of, the laser target chamber. In addition, the diagnostics themselves can be a source of EMI, even interfering with themselves. In this paper we describe EMI generated by ARIANE and DIXI, present measurements, and discuss effects of the diagnostic-generated EMI on ARIANE's CCD and on a PMT nearby DIXI. Finally we present some of the efforts we have made to mitigate the effects of diagnostic-generated EMI on NIF diagnostics.

Corrugated Pipe as a Beam Dechirper

We have studied the use of a metallic pipe with small corrugations for the purpose of passively dechirping, through its wakefield, a short, intense electron bunch. The corrugated pipe is attractive for this purpose because its wake: (i) has near maximal possible amplitude for a given aperture and (ii) has a relatively large oscillation wave length, even when the aperture is small. We showed how the corrugated structure can satisfy dechirping requirements encountered in the NGLS project at LBNL. We found that a linear chirp of -40 MeV/mm can be induced by an NGLS-like beam, by having it pass through a corrugated, metallic pipe of radius 3 mm, length 8.2 m, and corrugation parameters full depth 450 {mu}m and period 1000 {mu}m. This structure is about 15 times as effective in the role of dechirper as an S-band accelerator structure used passively.

Saturation of the Two-Plasmon Decay Instability in Long-Scale-Length Plasmas Relevant to Direct-Drive Inertial Confinement Fusion

Measurements of the hot-electron generation by the two-plasmon-decay instability are made in plasmas relevant to direct-drive inertial confinement fusion. Density-scale lengths of 400 {micro}m at n{sub cr}/4 in planar CH targets allowed the two-plasmon-decay instability to be driven to saturation for vacuum intensities above ~3.5 x 10{sup 14} W cm{sup -2}. In the saturated regime, ~1% of the laser energy is converted to hot electrons. The hot-electron temperature is measured to increase rapidly from 25 to 90 keV as the laser beam intensity is increased from 2 to 7 x 10{sup 14} W cm{sup -2}. This increase in the hot-electron temperature is compared with predictions from nonlinear Zakharov models.

2012 SINGLE MOLECULE APPROACHES TO BIOLOGY GORDON RESEARCH CONFERENCE (JULY 15-20, 2012 - MOUNT SNOW RESORT, WEST DOVER VT)

Single molecule techniques are rapidly occupying a central role in biological research at all levels. This transition was made possible by the availability and dissemination of robust techniques that use fluorescence and force probes to track the conformation of molecules one at a time, in vitro as well as in live cells. Single-molecule approaches have changed the way many biological problems are studied. These novel techniques provide previously unobtainable data on fundamental biochemical processes that are essential for all forms of life. The ability of single-molecule approaches to avoid ensemble averaging and to capture transient intermediates and heterogeneous behavior renders them particularly powerful in elucidating mechanisms of the molecular systems that underpin the functioning of living cells. Hence, our conference seeks to disseminate the implementation and use of single molecule techniques in the pursuit of new biological knowledge. Army Drawdown and Restructuring: Background and Issues for Congress

On January 26, 2012, senior DOD leadership unveiled a new defense strategy based on a review of potential future security challenges, current defense strategy, and budgetary constraints. This new strategy envisions a smaller, leaner Army that is agile, flexible, rapidly deployable, and technologically advanced. This strategy will rebalance the Army's global posture and presence, emphasizing where potential problems are likely to arise, such as the Asia-Pacific region and the Middle East. Potential issues for Congress include the strategic risk posed by a smaller and restructured Army; the "health" of the Army given the impending downsizing; where the force will be based; the role of the National Guard and Reserves; and should the enrollment at the service academies (West Point) be reduced to pre-9/11 levels. This report will be updated as circumstances warrant.

This report explores current foreign policy issues confronting U.S. efforts to combat human trafficking, the interrelationship among existing polices, and the historical and current role of Congress in such efforts. The 112th Congress has introduced and taken action on several bills related to human trafficking. Given recent challenges in balancing budget priorities, the 112th Congress may choose to consider certain aspects of this issue further, including the effectiveness of international anti-trafficking projects, interagency coordination mechanisms, and the monitoring and enforcement of anti-trafficking regulations, particularly as they relate to the activities of U.S. government contractors and subcontractors operating overseas.
