Grants Management: Action Needed to Improve the Timeliness of Grant Closeouts by Federal Agencies

A letter report issued by the Government Accountability Office with an abstract that begins "At the end of fiscal year 2011, GAO identified more than $794 million in funding remaining in expired grant accounts—accounts that were more than 3 months past the grant end date and had no activity for 9 months or more—in the Payment Management System (PMS). GAO found that undisbursed balances remained in some grant accounts several years past their expiration date: $110.9 million in undisbursed funding remained unspent more than 5 years past the grant end date, including $9.5 million that remained unspent for 10 years or more. GAO also found $126 million in grant accounts in the Automated Standard Application for Payments (ASAP) for which there had been no activity for 2 years or more, including $11 million that remained inactive for 5 years or more. However, data from these two systems are not comparable because, unlike PMS, ASAP accounts can include multiple grant agreements between a federal agency and a grantee, only some of which may be eligible for closeout."

Foreign Account Reporting Requirements: IRS Needs to Further Develop Risk, Compliance, and Cost Plans

A letter report issued by the Government Accountability Office with an abstract that begins "Given the mobility of money and proliferation of foreign financial institutions (FFI), the potential for U.S. taxpayers to evade taxes on funds held in offshore accounts is greater than ever. To improve tax compliance for foreign accounts and entities, and cross-border transactions, Congress passed the Foreign Account Tax Compliance Act (FATCA) as part of the Hiring Incentives to Restore Employment Act of 2010. FATCA requires certain U.S. taxpayers to report to the Internal Revenue Service (IRS) their overseas assets and requires U.S. entities to withhold a portion of certain payments made to FFIs that have not entered into an agreement with IRS to report certain information with respect to the FFI’s U.S. accounts. FATCA is an effort to reduce tax evasion by creating greater transparency and accountability with respect to offshore accounts and entities held by U.S. taxpayers and by providing IRS with tools to further enforce tax laws. IRS believes that implementing these new requirements will increase tax compliance, which will help close the gap between taxes owed and taxes paid. A letter report issued by the Government Accountability Office with an abstract that begins "From fiscal years 2005 through 2011, the Federal Bureau of InvestigationÂ’s (FBI) human capital strategies contributed to reductions in the vacancy rate for all positions in the Counterterrorism Division (CTD) from 26 percent to 6 percent. Most vacancies were caused by transfers to other parts of the FBI. While overall vacancies declined, trends in vacancies varied by position. For example, vacancies for special agents and professional staff generally decreased each year while vacancies for intelligence analysts varied during the same time period."

CHARACTERIZATION OF TANK 16H ANNULUS SAMPLES

The closure of Tank 16H will require removal of material from the annulus of the tank. Samples from Tank 16H annulus were characterized and tested to provide information to evaluate various alternatives for removing the annulus waste. The analysis found all four annulus samples to be composed mainly of Si, Na, and Al and lesser amounts of other elements. The XRD data indicate quartz (SiO{sub 2}) and sodium aluminum nitrate silicate hydrate (Na{sub 8}(Al{sub 6}Si{sub 6}O{sub 24})(NO{sub 3}){sub 2}.4H{sub 2}O) as the predominant crystalline mineral phases in the samples. The XRD data also indicate the presence of crystalline sodium nitrate, sodium nitrite, gibbsite, hydrated sodium bicarbonate, and muscovite. Based on the weight of solids remaining at the end of the test, the water leaching test results indicate approximately 20-35% of the solids dissolved after three contacts with an approximately 3:1 volume of water at 45 C. The chemical analysis of the leachates and the XRD results of the remaining solids indicate sodium salts of nitrate, nitrite, sulfate, and possibly carbonate/bicarbonate make up the majority of the dissolved material. PDC IC WELD FAILURE EVALUATION AND RESOLUTION

During final preparations for start of the PDCF Inner Can (IC) qualification effort, welding was performed on an automated weld system known as the PICN. During the initial weld, using a pedigree canister and plug, a weld defect was observed. The defect resulted in a hole in the sidewall of the canister, and it was observed that the plug sidewall had not been consumed. This was a new type of failure not seen during development and production of legacy Bagless Transfer Cans (FB-Line/Hanford). Therefore, a team was assembled to determine the root cause and to determine if the process could be improved. After several brain storming sessions (MS and T, R and D Engineering, PDC Project), an evaluation matrix was established to direct this effort. The matrix identified numerous activities that could be taken and then prioritized those activities. This effort was limited by both time and resources (the number of canisters and plugs available for testing was limited). A discovery process was initiated to evaluate the Vendor's IC fabrication process relative to legacy processes. There were no significant findings, however, some information regarding forging/anneal processes could not be obtained. Evaluations were conducted to compare mechanical properties of the PDC …

The Luminosity Function of Fermi-detected Flat-Spectrum Radio Quasars (open access)

The Luminosity Function of Fermi-detected Flat-Spectrum Radio Quasars

Fermi has provided the largest sample of {gamma}-ray selected blazars to date. In this work we use a complete sample of FSRQs detected during the first year of operation to determine the luminosity function (LF) and its evolution with cosmic time. The number density of FSRQs grows dramatically up to redshift {approx}0.5-2.0 and declines thereafter. The redshift of the peak in the density is luminosity dependent, with more luminous sources peaking at earlier times; thus the LF of {gamma}-ray FSRQs follows a luminosity-dependent density evolution similarly to that of radio-quiet AGN. Also using data from the Swift Burst Alert Telescope we derive the average spectral energy distribution of FSRQs in the 10 keV-100GeV band and show that there is no correlation of the peak {gamma}-ray luminosity with {gamma}-ray peak frequency. The coupling of the SED and LF allows us to predict that the contribution of FSRQs to the Fermi isotropic {gamma}-ray background is 9.3{sub -1.0}{sup +1.6}% ({+-}3% systematic uncertainty) in the 0.1-100GeV band. Finally we determine the LF of unbeamed FSRQs, finding that FSRQs have an average Lorentz factor of {gamma} = 11.7{sub -2.2}{sup +3.3}, that most are seen within 5{sup o} of the jet axis, and that they represent …

Identifying Biomarkers and Mechanisms of Toxic Metal Stress with Global Proteomics

Hg is a wide-spread contaminant in the environment and is toxic in all of its various forms. Data suggest that RHg+ and Hg2+ are toxic in two ways. At low levels, Hg species appear to disrupt membrane-bound respiration causing a burst of reactive oxygen species (ROS) that further damage the cell. At higher Hg concentrations, RHg+ and Hg2+ may form adducts with cysteine- and selenocysteine-containing proteins in all cellular compartments resulting in their inactivation. Although these mechansims for toxicity are generally accepted, the most sensitive targets associated with these mechanisms are not well understood. In this collaborative project involving three laboratories at three institutions, the overall goal was to develop of a mass spectrometry-based global proteomics methodology that could be used to identify Hg-adducted (and ideally, ROS-damaged) proteins in order to address these types of questions. The two objectives of this overall collaborative project were (1) to identify, quantify, and compare ROS- and Hg-damaged proteins in cells treated with various Hg species and concentrations to test this model for two mechanisms of Hg toxicity, and (2) to define the cellular roles of the ubiquitous bacterial mercury resistance (mer) locus with regards to how the proteins of this pathway interact to …

Holliday Triangle Hunter (HolT Hunter): Efficient Software for Identifying Low Strain DNA Triangular Configurations

Synthetic DNA nanostructures are typically held together primarily by Holliday junctions. One of the most basic types of structures possible to assemble with only DNA and Holliday junctions is the triangle. To date, however, only equilateral triangles have been assembled in this manner - primarily because it is difficult to figure out what configurations of Holliday triangles have low strain. Early attempts at identifying such configurations relied upon calculations that followed the strained helical paths of DNA. Those methods, however, were computationally expensive, and failed to find many of the possible solutions. I have developed a new approach to identifying Holliday triangles that is computationally faster, and finds well over 95% of the possible solutions. The new approach is based on splitting the problem into two parts. The first part involves figuring out all the different ways that three featureless rods of the appropriate length and diameter can weave over and under one another to form a triangle. The second part of the computation entails seeing whether double helical DNA backbones can fit into the shape dictated by the rods in such a manner that the strands can cross over from one domain to the other at the appropriate spots. …

Racial Profiling: Legal and Constitutional Issues

Racial profiling is the practice of targeting individuals for police or security detention based on their race or ethnicity in the belief that certain minority groups are more likely to engage in unlawful behavior. Examples of racial profiling by law enforcement agencies suggest that minorities are disproportionately the subject of security-related practices. The issue has periodically attracted congressional interest and several courts have considered the constitutional ramifications of the practice as an "unreasonable search and seizure" under the Fourth Amendment and, more recently, as a denial of the Fourteenth Amendment's equal protection guarantee. A variety of federal and state statutes provide potential relief to individuals who claim that their rights are violated by race-based law enforcement practices and policies.

The Pension Benefit Guaranty Corporation (PBGC) is a federal government agency established in 1974 by the Employee Retirement Income Security Act (ERISA; P.L. 93-406). It was created to protect the pensions of participants and beneficiaries covered by private sector, defined benefit (DB) plans. The PBGC is chaired by the Secretary of Labor, with the Secretaries of the Treasury and Commerce serving as board members. In the 112th Congress, an amendment offered by Senate Majority Leader Harry Reid to S. 1813, Moving Ahead for Progress in the 21st Century (MAP-21), contains provisions that would address the use of excess defined benefit pension plan assets and the interest rates that defined benefit plans use to value plan liabilities.
