Measuring Performance: The Corporation for National and Community Service Faces Challenges Demonstrating Outcomes

A letter report issued by the Government Accountability Office with an abstract that begins "CNCS officials expect that most grantees from its main programs will adopt at least 1 of the agency’s 16 agency-wide performance measures. Specifically, officials told us that AmeriCorps State and National and VISTA grantees will adopt at least 1 of CNCS’s performance measures by fiscal year 2012, and Senior Corps grantees will adopt at least 1 measure by fiscal year 2013. However, officials also said that they plan to fund some activities that do not fall under the performance measures, particularly activities that meet local needs and/or are innovative. For example, CNCS has funded grantees in the state of Washington to carry out gang violence prevention activities to address this community challenge. This could present challenges for CNCS as it balances accountability, using its performance measures to assess the impact of grantees’ service activities, with flexibility, allowing grantees to take on projects that meet local needs. CNCS may find it difficult to demonstrate the effectiveness of its service activities that fall outside its performance measures. Community Development: Limited Information on the Use and Effectiveness of Tax Expenditures Could Be Mitigated through Congressional Attention

A letter report issued by the Government Accountability Office with an abstract that begins "GAO identified 23 community development tax expenditures available in fiscal year 2010. For example, five ($1.5 billion) targeted economically distressed areas, and nine ($8.7 billion) supported specific activities such as rehabilitating structures for business use. The design of each community development tax expenditure appears to overlap with that of at least one other tax expenditure in terms of the areas or activities funded. Federal tax laws and regulations permit use of multiple tax expenditures or tax expenditures with other federal spending programs, but often with limits. For instance, employers cannot claim more than one employment tax credit for the same wages paid to an individual. Besides IRS, administering many community development tax expenditures involves other federal agencies as well as state and local governments. For example, the National Park Service oversees preservation standards for the 20 percent historic rehabilitation tax credit. Fragmented administration and program overlap can result in administrative burden, such as applications to multiple federal agencies to fund the needs of a distressed area or finance a specific."

Afghanistan Security: Department of Defense Effort to Train Afghan Police Relies on Contractor Personnel to Fill Skill and Resource Gaps

Correspondence issued by the Government Accountability Office with an abstract that begins "U.S. government (USG), non-USG coalition, and DOD contractor personnel perform various roles in the ANP training program. These roles include: (1) serving as advisors and mentors to build ministerial capacity in areas such as financial and human resource management at the Afghan Ministry of Interior; (2) serving as mentors and trainers to develop Afghan commanders’ abilities to operate training sites and provide training to ANP recruits in areas such as criminal investigation, weapons, survival skills, and physical fitness; and (3) serving as embedded mentors to help deployed ANP units develop civilian policing skills. DOD contractor personnel also provide maintenance, logistics, and security support at training sites.As of November 2011, about 778 USG, non-USG coalition, and DOD contractor personnel provided ANP training and mentoring at 23 NATO-managed sites. Approximately 66 percent of these trainers and mentors were non-USG coalition personnel, 21 percent were USG personnel, and the remaining 13 percent were DOD contractor personnel. In addition, about 2,825 DOD contractor personnel provided maintenance, logistics, and security services at 12 NATO-managed training sites."
