A workshop addressing the current state-of-the-art in alkaline membrane fuel cells (AMFCs) was held May 8-9, 2011, at the Crystal Gateway Marriott in Arlington, Virginia. This workshop was the second of its kind, with the first being held December 11-13, 2006, in Phoenix, Arizona. The 2011 workshop and associated workshop report were created to assess the current state of AMFC technology (taking into account recent advances), investigate the performance potential of AMFC systems across all possible power ranges and applications, and identify the key research needs for commercial competitiveness in a variety of areas.

This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (LA 000161 01, Modification B), for the wastewater land application site at the Idaho National Laboratory Site's Advanced Test Reactor Complex Cold Waste Pond from November 1, 2010 through October 31, 2011. The report contains the following information: Facility and system description Permit required effluent monitoring data and loading rates Groundwater monitoring data Status of compliance activities Noncompliance and other issues Discussion of the facility's environmental impacts During the 2011 permit year, approximately 166 million gallons of wastewater were discharged to the Cold Waste Pond. This is well below the maximum annual permit limit of 375 million gallons. As shown by the groundwater sampling data, sulfate and total dissolved solids concentrations are highest near the Cold Waste Pond and decrease rapidly as the distance from the Cold Waste Pond increases. Although concentrations of sulfate and total dissolved solids are elevated near the Cold Waste Pond, both parameters were below the Ground Water Quality Rule Secondary Constituent Standards in the down gradient monitoring wells.

This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (LA-000160-01), for the wastewater reuse site at the Idaho National Laboratory Site's Materials and Fuels Complex Industrial Waste Ditch and Industrial Waste Pond from November 1, 2010 through October 31, 2011. The report contains the following information: (1) Facility and system description; (2) Permit required effluent monitoring data and loading rates; (3) Groundwater monitoring data; (4) Status of special compliance conditions; and (5) Discussion of the facility's environmental impacts. During the 2011 reporting year, an estimated 6.99 million gallons of wastewater were discharged to the Industrial Waste Ditch and Pond which is well below the permit limit of 13 million gallons per year. Using the dissolved iron data, the concentrations of all permit-required analytes in the samples from the down gradient monitoring wells were below the Ground Water Quality Rule Primary and Secondary Constituent Standards.

2011 Groundwater Monitoring and Inspection Report Gnome-Coach Site, New Mexico

Gnome-Coach was the site of a 3-kiloton underground nuclear test in 1961. Surface and subsurface contamination resulted from the underground nuclear testing, post-test drilling, and groundwater tracer test performed at the site. The State of New Mexico is currently proceeding with a conditional certificate of completion for the surface. As for the subsurface, monitoring activities that include hydraulic head monitoring and groundwater sampling of the wells onsite are conducted as part of the annual site inspection. These activities were conducted on January 19, 2011. The site roads, monitoring well heads, and the monument at surface ground zero were observed as being in good condition at the time of the site inspection. An evaluation of the hydraulic head data obtained from the site indicates that water levels in wells USGS-4 and USGS-8 appear to respond to the on/off cycling of the dedicated pump in well USGS-1 and that water levels in wells LRL-7 and DD-1 increased during this annual monitoring period. Analytical results obtained from the sampling indicate that concentrations of tritium, strontium-90, and cesium-137 were consistent with concentrations from historical sampling events.

This report details the major trends in U.S. light-duty vehicle and medium/heavy truck markets as well as the underlying trends that caused them. This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Program (VTP), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. This third edition since this report was started in 2008 offers several marked improvements relative to its predecessors. Most significantly, where earlier editions of this report focused on supplying information through an examination of market drivers, new vehicle trends, and supplier data, this edition uses a different structure. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Active Neutron Interrogation of Non-Radiological Materials with NMIS

The Nuclear Materials Identification System (NMIS) at Oak Ridge National Laboratory (ORNL), although primarily designed for analyzing special nuclear material, is capable of identifying nonradiological materials with a wide range of measurement techniques. This report demonstrates four different measurement methods, complementary to fast-neutron imaging, which can be used for material identification: DT transmission, DT scattering, californium transmission, and active time-tagged gamma spectroscopy. Each of the four techniques was used to evaluate how these methods can be used to identify four materials: aluminum, polyethylene, graphite, and G-10 epoxy. While such measurements have been performed individually in the past, in this project, all four measurements were performed on the same set of materials. The results of these measurements agree well with predicted results. In particular, the results of the active gamma spectroscopy measurements demonstrate the technique's applicability in a future version of NMIS which will incorporate passive and active gamma-ray spectroscopy. This system, designated as a fieldable NMIS (FNMIS), is under development by the US Department of Energy Office of Nuclear Verification.

Analytic approximate radiation effects due to Bremsstrahlung

The purpose of this note is to provide analytic approximate expressions that can provide quick estimates of the various effects of the Bremsstrahlung radiation produced relatively low energy electrons, such as the dumping of the beam into the beam stop at the ERL or field emission in superconducting cavities. The purpose of this work is not to replace a dependable calculation or, better yet, a measurement under real conditions, but to provide a quick but approximate estimate for guidance purposes only. These effects include dose to personnel, ozone generation in the air volume exposed to the radiation, hydrogen generation in the beam dump water cooling system and radiation damage to near-by magnets. These expressions can be used for other purposes, but one should note that the electron beam energy range is limited. In these calculations the good range is from about 0.5 MeV to 10 MeV. To help in the application of this note, calculations are presented as a worked out example for the beam dump of the R&D Energy Recovery Linac.

AN ASSESSMENT OF FLYWHEEL HIGH POWER ENERGY STORAGE TECHNOLOGY FOR HYBRID VEHICLES

An assessment has been conducted for the DOE Vehicle Technologies Program to determine the state of the art of advanced flywheel high power energy storage systems to meet hybrid vehicle needs for high power energy storage and energy/power management. Flywheel systems can be implemented with either an electrical or a mechanical powertrain. The assessment elaborates upon flywheel rotor design issues of stress, materials and aspect ratio. Twelve organizations that produce flywheel systems submitted specifications for flywheel energy storage systems to meet minimum energy and power requirements for both light-duty and heavy-duty hybrid applications of interest to DOE. The most extensive experience operating flywheel high power energy storage systems in heavy-duty and light-duty hybrid vehicles is in Europe. Recent advances in Europe in a number of vehicle racing venues and also in road car advanced evaluations are discussed. As a frame of reference, nominal weight and specific power for non-energy storage components of Toyota hybrid electric vehicles are summarized. The most effective utilization of flywheels is in providing high power while providing just enough energy storage to accomplish the power assist mission effectively. $B_s\to D_s/B\to D$ Semileptonic Form-Factor Ratios and Their Application to BR($B^0_s\to \mu^+\mu^-$)

We calculate form-factor ratios between the semileptonic decays {bar B}{sup 0} {yields} D{sup +} {ell}{sup -}{bar {nu}} and {bar B}{sub s}{sup 0} {yields} D{sub s}{sup +}{ell}{sup -}{bar {nu}} with lattice QCD. These ratios are a key theoretical input in a new strategy to determine the fragmentation fractions of the neutral B decays, which are needed for measurements of BR(B{sub s}{sup 0} {yields} {mu}{sup +}{mu}{sup -}). They use the MILC ensembles of gauge configurations with 2 + 1 flavors of sea quarks at two lattice spacings of approximately 0.12 fm and 0.09 fm. We use the model-independent z parametrization to extrapolate their simulation results at small recoil toward maximum recoil. The results for the form-factor ratios are {line_integral}{sub 0}{sup (s)} (M{sub {pi}}{sup 2})/{line_integral}{sub 0}{sup (d)} (M{sub K}{sup 2}) = 1.046(44){sub stat.}(15){sub syst.} and {line_integral}{sub 0}{sup (s)} (M{sub {pi}}{sup 2})/{line_integral}{sub 0}{sup (d)} (M{sub {pi}}{sup 2}) = 1.054(47){sub stat.}(17){sub syst.}. In contrast to a QCD sum-rule calculation, no significant departure from U-spin (d {leftrightarrow} s) symmetry is observed.

Baseline Fracture Toughness and CGR testing of alloys X-750 and XM-19 (EPRI Phase I)

The Advanced Test Reactor National Scientific User Facility (ATR NSUF) and Electric Power Research Institute (EPRI) formed an agreement to test representative alloys used as reactor structural materials as a pilot program toward establishing guidelines for future ATR NSUF research programs. This report contains results from the portion of this program established as Phase I (of three phases) that entails baseline fracture toughness, stress corrosion cracking (SCC), and tensile testing of selected materials for comparison to similar tests conducted at GE Global Research. The intent of this Phase I research program is to determine baseline properties for the materials of interest prior to irradiation, and to ensure comparability between laboratories using similar testing techniques, prior to applying these techniques to the same materials after having been irradiated at the Advanced Test Reactor (ATR). The materials chosen for this research are the nickel based super alloy X-750, and nitrogen strengthened austenitic stainless steel XM-19. A spare core shroud upper support bracket of alloy X-750 was purchased by EPRI from Southern Co. and a section of XM-19 plate was purchased by EPRI from GE-Hitachi. These materials were sectioned at GE Global Research and provided to INL.

A C. elegans-based foam for rapid on-site detection of residual live virus.

In the response to and recovery from a critical homeland security event involving deliberate or accidental release of biological agents, initial decontamination efforts are necessarily followed by tests for the presence of residual live virus or bacteria. Such 'clearance sampling' should be rapid and accurate, to inform decision makers as they take appropriate action to ensure the safety of the public and of operational personnel. However, the current protocol for clearance sampling is extremely time-intensive and costly, and requires significant amounts of laboratory space and capacity. Detection of residual live virus is particularly problematic and time-consuming, as it requires evaluation of replication potential within a eukaryotic host such as chicken embryos. The intention of this project was to develop a new method for clearance sampling, by leveraging Sandia's expertise in the biological and material sciences in order to create a C. elegans-based foam that could be applied directly to the entire contaminated area for quick and accurate detection of any and all residual live virus by means of a fluorescent signal. A conventional bale feedstock design has been established that represents supply system technologies, costs, and logistics that are achievable today for supplying herbaceous feedstocks as a blendstock with coal for energy production. Efforts are made to identify bottlenecks and optimize the efficiency and capacities of this supply system, within the constraints of existing local feedstock supplies, equipment, and permitting requirements. The feedstock supply system logistics operations encompass all of the activities necessary to move herbaceous biomass feedstock from the production location to the conversion reactor ready for blending and insertion. This supply system includes operations that are currently available such that costs and logistics are reasonable and reliable. The system modeled for this research project includes the uses of field-dried corn stover or switchgrass as a feedstock to annually supply an 800,000 DM ton conversion facility.

This supply system includes operations that are currently available such that costs and logistics are reasonable and reliable. The system modeled for this research project includes the use of the slash stream since it is a more conservative analysis and represents the material actually used in the experimental part of the project.

Center for Programming Models for Scalable Parallel Computing - Towards Enhancing OpenMP for Manycore and Heterogeneous Nodes

OpenMP was not well recognized at the beginning of the project, around year 2003, because of its limited use in DoE production applications and the inmature hardware support for an efficient implementation. Yet in the recent years, it has been graduately adopted both in HPC applications, mostly in the form of MPI+OpenMP hybrid code, and in mid-scale desktop applications for scientific and experimental studies. We have observed this trend and worked deligiently to improve our OpenMP compiler and runtimes, as well as to work with the OpenMP standard organization to make sure OpenMP are evolved in the direction close to DoE missions. In the Center for Programming Models for Scalable Parallel Computing project, the HPCTools team at the University of Houston (UH), directed by Dr. Barbara Chapman, has been working with project partners, external collaborators and hardware vendors to increase the scalability and applicability of OpenMP for multi-core (and future manycore) platforms and for distributed memory systems by exploring different programming models, language extensions, compiler optimizations, as well as runtime library support.

Charge independence, charge symmetry breaking in the S-wave nucleon-nucleon interaction, and renormalization

We study the interplay between charge symmetry breaking and renormalization in the NN system for S-waves. We find a set of universality relations which disentangle explicitly the known long distance dynamics from low energy parameters and extend them to the Coulomb case. We analyze within such an approach the One-Boson-Exchange potential and the theoretical conditions which allow to relate the proton-neutron, proton-proton and neutron-neutron scattering observables without the introduction of extra new parameters and providing good phenomenological success.

Combination of CDF and D0 measurements of the $W$ boson helicity in top quark decays

We report the combination of recent measurements of the helicity of the W boson from top quark decay by the CDF and D0 collaborations, based on data samples corresponding to integrated luminosities of 2.7-5.4 fb{sup -1} of p{bar p} collisions collected during Run II of the Fermilab Tevatron Collider. Combining measurements that simultaneously determine the fractions of W bosons with longitudinal (f{sub 0}) and right-handed (f{sub +}) helicities, we find f{sub 0} = 0.722 {+-} 0.081 [{+-} 0.062 (stat.) {+-} 0.052 (syst.)] and f{sub +} = -0.033 {+-} 0.046 [{+-} 0.034 (stat.) {+-} 0.031 (syst.)]. Combining measurements where one of the helicity fractions is fixed to the value expected in the standard model, we find f{sub 0} = 0.682 {+-} 0.057 [{+-} 0.035 (stat.) {+-} 0.046 (syst.)] and f{sub +} = ?0.015 {+-} 0.035 [{+-} 0.018 (stat.) {+-} 0.030 (syst.)]. The results are consistent with standard model expectations.
