Final Scientific Report - Wind Powering America State Outreach Project

The goal of the Wind Powering America State Outreach Project was to facilitate the adoption of effective state legislation, policy, finance programs, and siting best practices to accelerate public acceptance and development of wind energy. This was accomplished by Clean Energy States Alliance (CESA) through provision of informational tools including reports and webinars as well as the provision of technical assistance to state leaders on wind siting, policy, and finance best practices, identification of strategic federal-state partnership activities for both onshore and offshore wind, and participation in regional wind development collaboratives. The Final Scientific Report - Wind Powering America State Outreach Project provides a summary of the objectives, activities, and outcomes of this project as accomplished by CESA over the period 12/1/2009 - 11/30/2011.

Arlington National Cemetery: Actions Needed to Ensure Lasting, Positive Changes in Contracting and Management

Testimony issued by the Government Accountability Office with an abstract that begins "GAO identified 56 contracts and task orders that were active during fiscal year 2010 and the first three quarters of fiscal year 2011 under which contracting offices obligated roughly $35.2 million on Arlington’s behalf. These contracts supported cemetery operations, construction and facility maintenance, and new efforts to enhance information-technology systems for the automation of burial operations. The Army has taken a number of steps since June 2010 at different levels to provide for more effective management and oversight of contracts, establishing new support relationships, formalizing policies and procedures, and increasing the use of dedicated contracting staff to manage and improve its acquisition processes. However, GAO found that ANCP does not maintain complete data on its contracts, responsibilities for contracting support are not yet fully defined, and dedicated contract staffing arrangements still need to be determined. The success of Arlington’s acquisition outcomes will depend on continued management focus from ANCP and its contracting partners to ensure sustained attention to contract management and institutionalize progress made to date. Final Scientifc Report - Hydrogen Education State Partnership Project

Under the leadership of the Department of Energy Hydrogen and Fuel Cells program, Clean Energy States Alliance (CESA) educated and worked with state leaders to encourage wider deployment of fuel cell and hydrogen technologies. Through outreach to state policymakers, legislative leaders, clean energy funds, energy agencies, and public utility commissions, CESA worked to accomplish the following objectives of this project: 1. Provide information and technical assistance to state policy leaders and state renewable energy programs in the development of effective hydrogen fuel cell programs. 2. Identify and foster hydrogen program best practices. 3. Identify and promote strategic opportunities for states and the Department of Energy (DOE) to advance hydrogen technology deployment through partnerships, collaboration, and targeted activities. Over the three years of this project, CESA, with our partner National Conference of State Legislatures (NCSL), was able to provide credible information on fuel cell policies, finance, and technical assistance to hundreds of state officials and other stakeholders. CESA worked with its membership network to effectively educate state clean energy policymakers, program managers, and decision makers about fuel cell and hydrogen technologies and the efforts by states to advance those technologies. Oral History Interview with Clyde Powell, February 4, 2012

The National Museum of the Pacific War presents an oral interview with Clyde Powell. Powell joined the Navy in 1942 and received basic training in Norfolk and further training at a signal school. Upon completion, he was sent to Attu and Adak, followed by Tarawa. He stayed aboard ship, in communication with the troops ashore. They sent Powell messages describing the action and relaying their needs for ammunition and aid. Powell says the invasion was rougher than portrayed in the media. On the first day, messages revealed confusion regarding whether the Marines or the Navy were in charge. At Okinawa, Powell was always among the first on his ship to sight kamikazes or bombers, given his position on the top deck. After the war, he stayed aboard for the transport of troops to Sasebo. He returned home and was discharged in 1946. Afterward, Powell enjoyed a 50-year career with the railroad.

Correspondence issued by the Government Accountability Office with an abstract that begins "In 2010, 31,880—or 10 percent—of all FECA beneficiaries were long-term, full-time beneficiaries and 10,873 of those—or 34 percent—were at full retirement age, as defined under the Social Security Act. Of the $1.9 billion total in cash benefits paid to FECA beneficiaries, over half (58 percent) went to long-term, full-time beneficiaries. Of that half, long-term, full-time beneficiaries at or above full Social Security retirement age received 21 percent. This analysis covered all FECA beneficiaries, including USPS and non-USPS employees."

The BIOMOL grant was for 'Local System Support for PDB Biological Unit Search and Display' to augment Rasmol's [Bernstein 2000] [Sayle, Milner-White 1995] existing macromolecular display functions with new capabilities by taking advantage of recent increases in local computing power in order to move functionality that is now scattered among various local and remote systems into one local package. Work included new algorithms for molecular surface display, an extended format for Protein Data Bank Entries, work on issues relating to the integration of multiple diffraction images formats.

Oral History Interview with Ray Pinell, February 6, 2012

The National Museum of the Pacific War presents an oral interview with Ray Pinell. Pinell joined the Navy early in 1943 and received basic training in San Diego. He received training on firing and repairing torpedoes. Upon completion he was assigned to various torpedo squadrons in the Pacific. He worked primarily in field repair units but would occasionally fill in as a torpedoman aboard PT boats. In addition to carrying out night patrols, he would soften landings in the Philippines by firing torpedoes close to shore. Pinell was stationed in Borneo when the war ended. He was startled into his foxhole by many ships firing in celebration. Pinell returned home and was discharged in October 1946.
