2006 National Ambient Air Quality Standards (NAAQS) for Fine Particulate Matter (PM2.5): Designating Nonattainment Areas

This report focuses primarily on the NAAQS implementation process for designating geographical nonattainment areas with respect to the tightening of the PM2.5 standards under the 2006 particulates NAAQS, including comparisons with the final designations under the 1997 PM2.5 NAAQS. Also included is a brief overview of states' subsequent obligations for developing and submitting implementation plans (SIPs) for attaining or maintaining compliance with the NAAQS.

Advanced Nuclear Fuel Cycle Effects on the Treatment of Uncertainty in the Long-Term Assessment of Geologic Disposal Systems - Ebs Input

The Used Fuel Disposition (UFD) Campaign within the Department of Energy's Office of Nuclear Energy (DOE-NE) Fuel Cycle Technology (FCT) program has been tasked with investigating the disposal of the nation's spent nuclear fuel (SNF) and high-level nuclear waste (HLW) for a range of potential waste forms and geologic environments. The planning, construction, and operation of a nuclear disposal facility is a long-term process that involves engineered barriers that are tailored to both the geologic environment and the waste forms being emplaced. The UFD Campaign is considering a range of fuel cycles that in turn produce a range of waste forms. The UFD Campaign is also considering a range of geologic media. These ranges could be thought of as adding uncertainty to what the disposal facility design will ultimately be; however, it may be preferable to thinking about the ranges as adding flexibility to design of a disposal facility. For example, as the overall DOE-NE program and industrial actions result in the fuel cycles that will produce waste to be disposed, and the characteristics of those wastes become clear, the disposal program retains flexibility in both the choice of geologic environment and the specific repository design. Bus Rapid Transit: Projects Improve Transit Service and Can Contribute to Economic Development

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. bus rapid transit (BRT) projects we reviewed include features that distinguished BRT from standard bus service and improved riders’ experience. However, few of the projects (5 of 20) used dedicated or semi-dedicated lanes— a feature commonly associated with BRT and included in international systems to reduce travel time and attract riders. Project sponsors and planners explained that decisions on which features to incorporate into BRT projects were influenced by costs, community needs, and the ability to phase in additional features. For example, one project sponsor explained that well-lighted shelters with security cameras and real-time information displays were included to increase passengers’ sense of safety in the evening. Project sponsors told us they plan to incorporate additional features such as off-board fare collection over time."

Cerium Doped LSO/LYSO Crystal Development for future High Energy Physics Experiments

Because of their high stopping power and fast and bright scintillation, cerium doped LSO and LYSO crystals have attracted a broad interest in the physics community pursuing precision electromagnetic calorimeter for future high energy physics experiments. Their excellent radiation hardness against gamma-rays, neutrons and charged hadrons also makes them a preferred material for calorimeters to be operated in a severe radiation environment, such as the HL-LHC. An effort was made at SIPAT to grow 25 X{sub 0} (28 cm) long LYSO crystals for high energy physics applications. In this paper, the optical and scintillation properties and its radiation hardness against gamma-ray irradiations up to 1 Mrad are presented for the first 2.5 X 2.5 X 28 cm LYSO sample. An absorption band was found at the seed end of this sample and three other 20 cm long samples, which was traced back to a bad seed crystal used in the corresponding crystal growth process. Significant progresses in optical and scintillation properties were achieved for large size LYSO crystals after eliminating this absorption band.

Characterization of Disruption Halo Currents in the National Spherical Torus Experiment

This paper describes the general characteristics of disruptions halo currents in the National Spherical Torus Experiment [M. Ono, et al. Nuclear Fusion 40, 557 (2000)]. The commonly observed types of vertical motion and resulting halo current patterns are described, and it is shown that plasma discharges developing between components can facilitate halo current flow. The halo current fractions and toroidal peaking factors at various locations in the device are presented. The maximum product of these two metrics for localized halo current measurements is always significantly less than the worst-case expectations from conventional aspect ratio tokamaks (which are typically written in terms of the total halo current). The halo current fraction and impulse is often largest in cases with the fastest plasma current quenches and highest quench rates. The effective duration of the halo current pulse is comparable to or shorter than the plasma current quench time. The largest halo currents have tended to occur in lower β and lower elongation plasmas. The sign of the poloidal halo current is reversed when the toroidal field direction is reversed.

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2004, DHS’s use of its CBRN risk assessments to inform its CBRN response plans has varied, from directly influencing information in the plans to not being used at all. DHS guidance states that response planning and resource decisions should be informed by risk information. GAO’s analysis showed that DHS used its CBRN risk assessments to directly inform 2 of 12 CBRN response plans GAO identified because planners considered the risk assessments to be more accurate than earlier DHS planning assumptions. For another 7 of the 12 plans, DHS officials said that the assessments indirectly informed the plans by providing background information prior to plan development. However, GAO could not independently verify this because DHS officials could not document how the risk assessments influenced the information contained in the plans. GAO’s analysis found general consistency between the risk assessments and the plans. For the remaining 3 plans, DHS officials did not use the risk assessments to inform the plans; for 2 of the 3 plans DHS officials told GAO they were not aware of the assessments. A Class Of Generalized Kapchinskij-Vladimirskij Solutions And Associated Envelope Equations For High-intensity Charged Particle Beams

A class of generalized Kapchinskij-Vladimirskij solutions of the nonlinear Vlasov-Maxwell equations and the associated envelope equations for high-intensity beams in a periodic lattice is derived. It includes the classical Kapchinskij-Vladimirskij solution as a special case. For a given lattice, the distribution functions and the envelope equations are specified by eight free parameters. The class of solutions derived captures a wider range of dynamical envelope behavior for high-intensity beams, and thus provides a new theoretical tool to investigate the dynamics of high-intensity beams.

Oak Ridge Associated Universities (ORAU), via the Oak Ridge Institute for Science and Education contract, evaluated the Enercon Services, Inc. report on site soils derived concentration guideline levels (DCGLs). The RESRAD code Version 6.5 was used in deterministic mode to consider a range of radionuclides and potential future receptors. A standard sensitivity analysis was also included, along with a probabilistic analysis to select conservative input values for the most sensitive physical parameters.

Critical Infrastructure Protection: An Implementation Strategy Could Advance DHS's Coordination of Resilience Efforts across Ports and Other Infrastructure

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) is developing a resilience policy, but an implementation strategy is a key next step that could help strengthen DHS resilience efforts. DHS defines resilience as the ability to resist, absorb, recover from, or adapt to adversity, and some high-level documents currently promote resilience as a key national goal. Specifically, two key White House documents emphasize resilience on a national level--the 2011 Presidential Policy Directive 8 and the 2012 National Strategy for Global Supply Chain Security. Since 2009, DHS has emphasized the concept of resilience and is currently in the process of developing a resilience policy, the initial steps of which have included creating two internal entities--the Resilience Integration Team and the Office of Resilience Policy (ORP). According to ORP officials, they saw a need to establish a policy that provides component agencies with a single, consistent, departmentwide understanding of resilience that clarifies and consolidates resilience concepts from high-level guiding documents, and helps components understand how their activities address DHS's proposed resilience objectives. DECONTAMINATION OF PLUTONIUM FOR FLUORIDE AND CHLORIDE DURING OXALATE PRECIPITATION, FILTRATION AND CALCINATION PROCESSES

Due to analytical limitations for the determination of fluoride (F) and chloride (Cl) in a previous anion exchange study, an additional study of the decontamination of Pu from F and Cl by oxalate precipitation, filtration and calcination was performed. Anion product solution from the previous impurity study was precipitated as an oxalate, filtered, and calcined to produce an oxide for analysis by pyrohydrolysis for total Cl and F. Analysis of samples from this experiment achieved the purity specification for Cl and F for the proposed AFS-2 process. Decontamination factors (DF's) for the overall process (including anion exchange) achieved a DF of {approx}5000 for F and a DF of {approx}100 for Cl. Similar experiments where both HF and HCl were spiked into the anion product solution to a {approx}5000 {micro}g /g Pu concentration showed a DF of 5 for F and a DF of 35 for Cl across the combined precipitation-filtration-calcination process steps.

A letter report issued by the Government Accountability Office with an abstract that begins "From fiscal year 2007 through fiscal year 2010, DOD activities for the treatment and research of PH and TBI received more than $2.7 billion. In fiscal year 2007, funding for these activities totaled $900 million; in fiscal year 2008, it was $573.8 million; in fiscal year 2009, $395 million; and in fiscal year 2010, $838.6 million. GAO found, however, that the reports DOD provided to Congress on these activities did not include expenditures, as required by law, and that the obligations data they contained were unreliable. Governmentwide policies call for agencies to have effective internal controls to assure accurate reporting of obligations and expenditures. However, the Office of the Assistant Secretary of Defense for Health Affairs has not developed quality control mechanisms to help ensure that data on PH and TBI activities are complete and accurate. Further, although DOD listed patient care among reported costs, it did not specify what those costs included, making it difficult for decisionmakers and Congress to fully understand the costs."

A letter report issued by the Government Accountability Office with an abstract that begins "Department of Defense (DOD) officials considered current beneficiary population data, contingency operations, and most of the expected changes in troop strength when planning for the replacement medical center. However, recently announced posture changes in January 2012 have yet to be assessed for their impact on the facility. DOD estimates that the replacement medical center will provide health care for nearly 250,000 beneficiaries. A majority of those who are expected to receive health care from the center come from within a 55-mile radius of the facility. DOD officials told us that because the replacement medical center was designed for peacetime operations—with the capacity to expand to meet the needs of contingency operations—reductions in ongoing contingency operations in Afghanistan would not have an impact on facility requirements. At the time of this review, DOD officials said they were in the process of assessing proposed changes in posture to better understand their possible impact on the sizing of the replacement medical center."
