A letter report issued by the Government Accountability Office with an abstract that begins "The Nuclear Regulatory Commission (NRC), together with plant operators, has made progress in resolving three fire safety issues raised in GAO's 2008 report by implementing GAO's recommendations or taking other actions. NRC implemented the recommendation on multiple spurious operations (malfunctions caused by fire that could cause safety-related equipment to malfunction) by issuing new guidance or requiring additional modifications at the 36 plants with 57 reactors operating under deterministic regulations. NRC did not implement the recommendations to address the effectiveness of fire wraps or the extended use of interim compensatory measures plants use instead of repairing or replacing damaged safety equipment; however, NRC did take some actions, including (1) evaluating and reporting on corrective actions plants used to mitigate safety concerns associated with fire wraps and (2) developing metrics to gauge the progress of NRC's staff in resolve underlying issues related to the extended use of compensatory measures."

This report offers perspectives for Congress on the Article V Convention, opening with an overview of the provisions in Article V that established the convention procedure. The report further examines its origins at the Constitutional Convention of 1787; the history of the convention alternative, focusing on three major 20th century campaigns to convene a constitutional convention; and the role of the states in the Article V Convention process.

A key challenge for living systems is balancing utilization of multiple elemental nutrients, such as carbon, nitrogen, and oxygen, whose availability is subject to environmental fluctuations. As growth can be limited by the scarcity of any one nutrient, the rate at which each nutrient is assimilated must be sensitive not only to its own availability, but also to that of other nutrients. Remarkably, across diverse nutrient conditions, E. coli grows nearly optimally, balancing effectively the conversion of carbon into energy versus biomass. To investigate the link between the metabolism of different nutrients, we quantified metabolic responses to nutrient perturbations using LC-MS based metabolomics and built differential equation models that bridge multiple nutrient systems. We discovered that the carbonaceous substrate of nitrogen assimilation, α-ketoglutarate, directly inhibits glucose uptake and that the upstream glycolytic metabolite, fructose-1,6-bisphosphate, ultrasensitively regulates anaplerosis to allow rapid adaptation to changing carbon availability. We also showed that NADH controls the metabolic response to changing oxygen levels. Our findings support a general mechanism for nutrient integration: limitation for a nutrient other than carbon leads to build-up of the most closely related product of carbon metabolism, which in turn feedback inhibits further carbon uptake.

CH2M HILL Plateau Remediation Company (CHPRC) and AREVA Federal Services, LLC (AFS) have been working collaboratively to develop and deploy technologies to remove, transport, and interim store remote-handled sludge from the 10S-K West Reactor Fuel Storage Basin on the U.S. Department of Energy (DOE) Hanford Site near Richland, WA, USA. Two disposal paths exist for the different types of sludge found in the K West (KW) Basin. One path is to be managed as Spent Nuclear Fuel (SNF) with eventual disposal at an SNF at a yet to be licensed repository. The second path will be disposed as remote-handled transuranic (RH-TRU) waste at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, NM. This paper describes the systems developed and executed by the Knockout Pot (KOP) Disposition Subproject for processing and interim storage of the sludge managed as SNF, (i.e., KOP material).

Pd is known to absorb hydrogen. Molecules are normally chemisorbed at the surface in a process where the molecule breaks into two hydrogen atoms, and the protons are then absorbed into the bulk. This process consists of electron filling holes in the Pd 4d band near the Fermi energy, which due to the high density of states at the Fermi energy, is an energetically favorable process. Our aim with this project was to determine possible changes in magnetic properties with Pd nm-length-scale thick layers intercalated by magnetic materials. Before the start of this work, the literature indicated that there were several possible scenarios by which this could happen: i) the Pd will be magnetized due to a proximity effect with nearby magnetic layers, resulting in changes in the magnetization due to H2 absorption; ii) some H will be absorbed into the magnetic layers, causing a change in the magnetic exchange interactions; or iii) absorption of H2 will cause an expansion of the lattice, resulting in a magnetoelastic effect which changes the magnetic properties.

On March 29, 1989, chemists Martin Fleischmann and Stanley Pons announced they had discovered an effect whose explanation was required to lie in the realm of nuclear reactions. Their claim, and those subsequent to it of roughly similar nature, became known as ‘cold fusion’. Research continues to this day on this effect, but what has become clear is that whatever it is, it is not a conventional fusion process. Thus the ‘cold fusion’ moniker is somewhat inappropriate and many current researchers in the field prefer the term “Low Energy Nuclear Reactions (LENR)”, although other terms have been coined for it as well. the results developed out of the LENR research do in fact show something is happening to produce signals which might be interpreted as supporting nuclear reactions (which is what encourages and sustains LENR researchers), but which can also be interpreted via a set of unique and interesting conventional processes. The focus of this document is to describe and address recent objections to such processes so that subsequent LENR research can be guided to develop information that will determine whether either set of explanations has merit. Several supplemental technologies for treating and immobilizing Hanford low activity waste (LAW) are being evaluated. One immobilization technology being considered is Fluidized Bed Steam Reforming (FBSR) which offers a low temperature (700-750?C) continuous method by which wastes high in organics, nitrates, sulfates/sulfides, or other aqueous components may be processed into a crystalline ceramic (mineral) waste form. The granular waste form produced by co-processing the waste with kaolin clay has been shown to be as durable as LAW glass. The FBSR granular product will be monolithed into a final waste form. The granular component is composed of insoluble sodium aluminosilicate (NAS) feldspathoid minerals such as sodalite. Production of the FBSR mineral product has been demonstrated both at the industrial, engineering, pilot, and laboratory scales on simulants. Radioactive testing at SRNL commenced in late 2010 to demonstrate the technology on radioactive LAW streams which is the focus of this study.

The National Museum of the Pacific War presents an interview with Leon Lombard. Lombard was born 20 July 1925. He joined the Navy in December of 1941 and was called to active duty on 20 July 1942. He trained and served as an aviation metalsmith. In early 1943, he was assigned to the Assembly and Repair Unit at a Naval Air Station in Norfolk, Virginia. Beginning in mid-1943, Lombard was transferred to USS Chandeleur (AV-10), a seaplane tender, where he served for 20 months, tendering PBMs. They traveled to Pearl Harbor, Eniwetok, Kwajalein, the Marshall Islands and Saipan. In early 1945, he was transferred to USS Onslow (AVP-48). They set up a floating seaplane base at Kerama Retto near Okinawa. He recalls vivid memories of the ongoing battles around him. He later served in the occupation of Japan. Lombard returned to the US and received his discharge in January 1946.
