11th National Conference on Science, Policy, and the Environment: Our Changing Oceans

On January 19-21, 2011, The National Council for Science and the Environment (NCSE) successfully convened its 11th National Conference on Science, Policy and the Environment: Our Changing Oceans in Washington, DC at the Ronald Reagan Building and International Trade Center. Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean. Conference highlights and recommendations are available to the public on NCSE's conference website, www.OurChangingOceans.org.

2012 DEFECTS IN SEMICONDUCTORS GORDON RESEARCH CONFERENCE, AUGUST 12-17, 2012

The meeting shall strive to develop and further the fundamental understanding of defects and their roles in the structural, electronic, optical, and magnetic properties of bulk, thin film, and nanoscale semiconductors and device structures. Point and extended defects will be addressed in a broad range of electronic materials of particular current interest, including wide bandgap semiconductors, metal-oxides, carbon-based semiconductors (e.g., diamond, graphene, etc.), organic semiconductors, photovoltaic/solar cell materials, and others of similar interest. This interest includes novel defect detection/imaging techniques and advanced defect computational methods.

Understanding the fundamental principles governing the structure and dynamics of water - and particularly how water mediates chemical interactions and processes - continues to pose formidable challenges and yield abundant surprises. The focus of this Gordon Research Conference is on identifying key questions, describing emerging understandings, and unveiling surprising discoveries related to water and aqueous solutions. The talks and posters at this meeting will describe studies of water and its interactions with objects such as interfaces, channels, electrons, oils, ions, and proteins; probed using optical, electrical, and particle experiments, and described using classical, quantum, and multi-scale theories.

2020 Census: Additional Steps Are Needed to Build on Early Planning

A letter report issued by the Government Accountability Office with an abstract that begins "The Census BureauÂ’s (Bureau) early planning and preparation efforts for the 2020 Census are consistent with most leading practices in each of the three management areas GAO reviewed. For example, with respect to its effort to transform its decennial organization, top Bureau leadership has been driving the transformation, and the agency has focused on a key set of principles as it begins to roll-out the strategy to staff. Furthermore, the Bureau has created a timeline to build momentum and show progress. At the same time, however, the amount of change-related activity the Bureau is considering as part of its reorganization of its decennial directorate may not be aligned with the resources the Bureau has allocated to plan, coordinate, and carry it out, and, as a result, the planned transformation efforts may not be sustainable or successful."

L.A. Courthouse: Initial Project Justification Is Outdated and Flawed

Testimony issued by the Government Accountability Office with an abstract that begins "Because of delays and cost increases, the General Services Administration (GSA) canceled the authorized 41-courtroom Los Angeles (L.A.), California, courthouse project in 2006. Since then, GSA and the judiciary have been slow to agree upon how to proceed with the project, for which about $366 million in appropriated funds remains available. In 2012, with the judiciary’s support, GSA issued a request for proposal for contractors to design and build a 24-courtoom, 32-chamber courthouse, which would be used in conjunction with 25 existing courtrooms in the Roybal Courthouse. However, this new plan will not address one of the principal justifications for the original project—that the L.A. Court be centralized at one site. Instead, it would increase the distance between the Roybal Courthouse and the planned second court location and the distance to the federal detention center from which prisoners must be transported."

While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.
