OPERATIONAL AND COMPOSITIONAL FACTORS THAT AFFECT THE PERFORMANCE PROPERTIES OF ARP/MCU SALTSTONE GROUT
The Saltstone Production Facility (SPF) receives low level waste (LLW) salt solution from Tank 50H for treatment and disposal. Tank 50H receives transfers from the Effluent Treatment Project (ETP), the H-Canyon General Purpose Evaporator, and the Actinide Removal Process/Modular Caustic Side Solvent Extraction Unit (ARP/MCU) Decontaminated Salt Solution Hold Tank (DSS-HT). At the SPF, the LLW is mixed with premix (a cementitious mixture of portland cement (PC), blast furnace slag (BFS) and Class F fly ash (FA)) in a Readco mixer to produce fresh (uncured) saltstone that is transferred to the Saltstone Disposal Facility (SDF) vaults. The saltstone formulation (mix design) must produce a grout waste form that meets both placement and performance properties. In previous simulated saltstone studies, multiple compositional factors were identified that drive the performance properties of saltstone made from the projected ARP/MCU salt solution. This composition was selected as salt solution simulant since ARP/MCU is the primary influent into Tank 50H. The primary performance property investigated was hydraulic conductivity since it is a variable input property to the saltstone Performance Assessment (PA) transport model. Efficiency Enhancement in a Tapered Free Electron Laser by Varying the Electron Beam Radius
Energy extraction efficiency of a free electron laser (FEL) can be increased when the undulator is tapered after the FEL saturation. By use of ray equation approximation to combine the one-dimensional FEL theory and optical guiding approach, an explicit physical model is built to provide insight to the mechanism of the electron-radiation coherent interaction with variable undulator parameters as well as electron beam radius. The contribution of variation in electron beam radius and related transverse effects are studied based on the presented model and numerical simulation. Taking a recent studied terawatt, 120 m long tapered FEL as an example, we demonstrate that a reasonably varied, instead of a constant, electron beam radius along the undulator helps to improve the optical guiding and thus the radiation output.

Addressing Control of Hazardous Energy (COHE) Requirements in a Laser Safety Program
OSHA regulation 29CFR1910.147 specifies control of hazardous energy requirements for 'the servicing and maintenance of machines and equipment in which the unexpected energization or start up of the machines or equipment, or release of stored energy could cause injury to employees.' Class 3B and Class 4 laser beams must be considered hazardous energy sources because of the potential for serious eye injury; careful consideration is therefore needed to safely de-energize these lasers. This paper discusses and evaluates control of hazardous energy principles in this OSHA regulation, in ANSI Z136.1 ''Safe Use of Lasers,'' and in ANSI Z244.1 ''Control of Hazardous Energy, Lockout/Tagout and Alternative Methods.'' Recommendations are made for updating and improving CoHE (control of hazardous energy) requirements in these standards for their applicability to safe laser operations.

Application of Spatially Resolved High Resolution Crystal Spectrometry to ICF Plasmas
High resolution (λ/Δ#3;λ ~ 10 000) 1D imaging x-ray spectroscopy using a spherically bent crystal and a 2D hybrid pixel array detector is used world wide for Doppler measurements of ion-temperature and plasma flow-velocity profiles in magnetic confinement fusion plasmas. Meter sized plasmas are diagnosed with cm spatial resolution and 10 ms time resolution. This concept can also be used as a diagnostic of small sources, such as inertial confinement fusion plasmas and targets on x-ray light source beam lines, with spatial resolution of micrometers, as demonstrated by laboratory experiments using a 250-μm 55 Fe source, and by ray-tracing calculations. Throughput calculations agree with measurements, and predict detector counts in the range 10-8 -10-6 times source x-rays, depending on crystal reflectivity and spectrometer geometry. Results of the lab demonstrations, application of the technique to the National Ignition Facility (NIF), and predictions of performance on NIF will be presented.

X-Ray Diffraction on NIF
The National Ignition Facility (NIF) is currently a 192 beam, 1.6 MJ laser. NIF Ramp-Compression Experiments have already made the relevant exo-planet pressure range from 1 to 50 Mbar accessible. We Proposed to Study Carbon Phases by X-Ray Diffraction on NIF. Just a few years ago, ultra-high pressure phase diagrams for materials were very 'simple'. New experiments and theories point out surprising and decidedly complex behavior at the highest pressures considered. High pressures phases of aluminum are also predicted to be complex. Recent metadynamics survey of carbon proposed a dynamic pathway among multiple phases. We need to develop diagnostics and techniques to explore this new regime of highly compressed matter science. X-Ray Diffraction - Understand the phase diagram/EOS/strength/texture of materials to 10's of Mbar. Strategy and physics goals: (1) Powder diffraction; (2) Begin with diamond; (3) Continue with metals etc.; (4) Explore phase diagrams; (5) Develop liquid diffraction; and (6) Reduce background/improve resolution.

Conceptual Design of a High Precision Dual Directional Beam Position Monitoring System for Beam Crosstalk Cancellation and Improved Output Pulse Shapes
The Relativistic Heavy Ions Collider (RHIC) would benefit from improved beam position measurements near the interaction points that see both beams, especially as the tolerances become tighter when reducing the beam sizes to obtain increased luminosity. Two limitations of the present beam position monitors (BPMs) would be mitigated if the proposed approach is successful. The small but unavoidable cross-talk between signals from bunches traveling in opposite directions when using conventional BPMs will be reduced by adopting directional BPMs. Further improvements will be achieved by cancelling residual cross-talk using pairs of such BPMs. Appropriately delayed addition and integration of the signals will also provide pulses with relatively flat maxima that will be easier to digitize by relaxing the presently very stringent timing requirements.

CRADA Final Report for NFE-08-01826: Development and application of processing and processcontrol for nano-composite materials for lithium ion batteries
Oak Ridge National Laboratory and A123 Systems, Inc. collaborated on this project to develop a better understanding, quality control procedures, and safety testing for A123 System’s nanocomposite separator (NCS) technology which is a cell based patented technology and separator. NCS demonstrated excellent performance. x3450 prismatic cells were shown to survive >8000 cycles (1C/2C rate) at room temperature with greater than 80% capacity retention with only NCS present as an alternative to conventional polyolefin. However, for a successful commercialization, the coating conditions required to provide consistent and reliable product had not been optimized and QC techniques for being able to remove defective material before incorporation into a cell had not been developed. The work outlined in this report addresses these latter two points. First, experiments were conducted to understand temperature profiles during the different drying stages of the NCS coating when applied to both anode and cathode. One of the more interesting discoveries of this study was the observation of the large temperature decrease experienced by the wet coating between the end of the infrared (IR) drying stage and the beginning of the exposure to the convection drying oven. Phase Fluctuations and the Absence of Topological Defects in Photo-excited Charge Ordered Nickelate
The dynamics of an order parameter's amplitude and phase determines the collective behaviour of novel states emerging in complex materials. Time- and momentum-resolved pump-probe spectroscopy, by virtue of measuring material properties at atomic and electronic time scales out of equilibrium, can decouple entangled degrees of freedom by visualizing their corresponding dynamics in the time domain. Here we combine time-resolved femotosecond optical and resonant X-ray diffraction measurements on charge ordered La{sub 1.75}Sr{sub 0.25}NiO{sub 4} to reveal unforeseen photoinduced phase fluctuations of the charge order parameter. Such fluctuations preserve long-range order without creating topological defects, distinct from thermal phase fluctuations near the critical temperature in equilibrium. Importantly, relaxation of the phase fluctuations is found to be an order of magnitude slower than that of the order parameter's amplitude fluctuations, and thus limits charge order recovery. This new aspect of phase fluctuations provides a more holistic view of the phase's importance in ordering phenomena of quantum matter.

There is growing need for rapid, accurate, and inexpensive methods to measure, and verify soil organic carbon (SOC) change for national greenhouse gas accounting and the development of a soil carbon trading market. Laboratory based soil characterization typically requires significant soil processing, which is time and resource intensive. This severely limits application for large-region soil characterization. Thus, development of rapid and accurate methods for characterizing soils are needed to map soil properties for precision agriculture applications, improve regional and global soil carbon (C) stock and flux estimates and efficiently map sub-surface metal contamination, among others. The greatest gains for efficient soil characterization will come from collecting soil data in situ, thus minimizing soil sample transportation, processing, and lab-based measurement costs. Visible and near-infrared diffuse reflectance spectroscopy (VisNIR) and laser-induced breakdown spectroscopy (LIBS) are two complementary, yet fundamentally different spectroscopic techniques that have the potential to meet this need. These sensors have the potential to be mounted on a soil penetrometer and deployed for rapid soil profile characterization at field and landscape scales. Details of sensor interaction, efficient data management, and appropriate statistical analysis techniques for model calibrations are first needed.
