The Domestic Terrorist Threat: Background and Issues for Congress

In the last decade, domestic terrorists-people who commit crimes within the homeland and draw inspiration from U.S.-based extremist ideologies and movements-have killed American citizens and damaged property across the country. Not all of these criminals have been prosecuted under terrorism statutes. This report discusses domestic terrorism's significance to policymakers per five topics: level of activity, use of nontraditional tactics, exploitation of the internet, decentralized nature of the threat, and prison radicalization. The report also discusses three areas that Congress may consider the federal role of combating such activities: the issue of definitions, adequacy of domestic terrorism intelligence collection efforts, and the value of community outreach driven efforts to quell terrorism related radicalization in the United States.

Many forecasters identify petroleum refined from Canadian oil sands as one possible solution. This report discusses conclusions revealed from a survey of available literature on the matter, particularly in regards to Greenhouse Gas and Well-to-Tank emissions.

The Global Fund to Fight AIDS, Tuberculosis, and Malaria: Issues for Congress and U.S. Contributions from FY2001 to FY2013

The Global Fund to Fight AIDS, Tuberculosis, and Malaria (Global Fund, or the Fund) was established in 2002 as a public-private partnership that could provide significant financial support for global responses to HIV/AIDS, tuberculosis (TB), and malaria. In November 2011, the Global Fund Board announced that due to inadequate resources from donors, it would cancel its 11th round of funding, but would maintain support for existing activities to avoid disruptions in ongoing services. Global health advocates urge Congress to meet the President's FY2013 request for the Fund in order to support the sustainability of its activities and to encourage continued contributions from other donors. Although Congress has traditionally been a strong supporter of the Fund, several issues may affect congressional views about the Fund in the future, which are discussed in this report.

Resolutions of Inquiry: An Analysis of Their Use in the House, 1947-2011

A resolution of inquiry is a simple resolution making a direct request or demand of the President or the head of an executive department to furnish the House with specific factual information in the Administration's possession. Under the rules and precedents of the U.S. House of Representatives, such resolutions, if properly drafted, are given a privileged parliamentary status. This means that, under certain circumstances, a resolution of inquiry can be brought up on the House floor even if the committee to which it was referred has not reported it and the majority party leadership has not scheduled it for consideration. This report discusses the background, purpose, and efficiency of these inquiries.

Confessions of a Horseshoer offers a close and personal look at the mind-set of a professional horseshoer (farrier) who also happens to be a college professor. The book, an ironic and playful view of the many unusual animals (and people) Ron Tatum has encountered over thirty-seven years, is nicely balanced between straightforward presentation, self-effacing humor, and lightly seasoned wisdom. It captures the day-to-day life of a somewhat cantankerous old guy, who has attitude and strong opinions. Throughout the book, Tatum ponders the causes that led him into the apparently opposing worlds of horseshoeing, with its mud, pain, and danger, and the bookish life of a college professor. He tells the reader that it is his hope that writing the book will help him understand this apparent paradox between the physical and the mental. Tatum provides a detailed description of the horseshoeing process, its history, and why horses need shoes in the first place. The reader will learn about the dangers of shoeing horses in “Injuries I Have Known,” in which Tatum describes one particular self-inflicted injury that he claims no other horseshoer has ever, or will ever, experience. “Eight Week Syndrome” demonstrates the close, often therapeutic, relationship between the horseshoer …

Ground Pounder: a Marine's Journey Through South Vietnam, 1968-1969

In early February of 1968, at the beginning of the Tet Offensive, Private First Class Gregory V. Short arrived in Vietnam as an eighteen-year-old U.S. Marine. Amid all of the confusion and destruction, he began his tour of duty as an 81mm mortarman with the 2nd Battalion, 1st Marine Regiment, which was stationed at Con Thien near the DMZ. While living in horrendous conditions reminiscent of the trenches in World War I, his unit was cut off and constantly being bombarded by the North Vietnamese heavy artillery, rockets, and mortars. Soon thereafter Short left his mortar crew and became an 81mm’s Forward Observer for Hotel Company. Working with the U.S. Army’s 1st Air Cavalry Division and other units, he helped relieve the siege at Khe Sanh by reopening Route 9. Short participated in several different operations close to the Laotian border, where contact with the enemy was often heavy and always chaotic. On May 19, Ho Chi Minh’s birthday, the NVA attempted to overrun the combat base in the early morning hours. Tragically, during a two-month period, one of the companies (Foxtrot Company) within his battalion would sustain more than 70 percent casualties. By September Short was transferred to the …

Testimony issued by the Government Accountability Office with an abstract that begins "Unemployment rates for workers of all ages have risen dramatically since the start of the recent recession in December 2007, and workers age 55 and over have faced particularly long periods of unemployment. The seasonally unadjusted unemployment rate for older workers increased from 3.1 percent in December 2007 to a high of 7.6 percent in February 2010, before it decreased to 6.0 percent in April 2012. As in prior recessions, smaller percentages of workers age 55 and over became unemployed in comparison with younger workers. Some researchers attribute older workersÂ’ lower unemployment rates to the fact that older workers tend to have longer job tenure, and are consequently less likely to be laid off than younger workers."

HUD Has Identified Performance Measures for Its Block Grant Programs, but Information on Impact Is Limited

Correspondence issued by the Government Accountability Office with an abstract that begins "Information on the overall effectiveness (or impact) of the CDBG and HOME programs is limited. According to HUD officials, the agency has faced challenges in evaluating the impact of CDBG and HOME because, among other things, such an evaluation would have to compare neighborhoods that received program assistance with those that did not. Our previous work has also identified the difficulties of evaluating the impact of block grant programs that do not represent a uniform package of activities or desired outcomes across the country, as well as the common problem of attributing differences in communities’ outcomes to the effect of a program in the absence of controls for other explanations. As a result, few comprehensive studies on the impact of the CDBG and HOME programs exist, but studies that focused on specific activities have generally found that each of the programs has made positive contributions. We identified two studies that attempted to examine the overall impact of the CDBG program on communities, but both studies encountered evaluation challenges due to the program’s design. A letter report issued by the Government Accountability Office with an abstract that begins "Many State Partnership Program stakeholders, including State Partnership Program Coordinators, Bilateral Affairs Officers, and combatant command officials, cited benefits to the program, but the program lacks a comprehensive oversight framework that includes clear program goals, objectives, and metrics to measure progress against those goals, which limits the Department of DefenseÂ’s (DOD) and CongressÂ’ ability to assess whether the program is an effective and efficient use of resources. The benefits described by all stakeholders focused on the programÂ’s contributions to meeting their specific missions, such as building security relationships, providing experience to guardsmen, and supporting combatant commandsÂ’ missions. Goals, objectives, and metrics to measure progress are necessary for management oversight, and National Guard Bureau officials told GAO that they recognize the need to update the programÂ’s goals and develop metrics and have initiated efforts in these areas. Officials expect completion of these efforts in summer 2012. Until program goals and metrics are implemented, DOD cannot fully assess or adequately oversee the program."

A letter report issued by the Government Accountability Office with an abstract that begins "Since GAO’s 2007 review, the Army has taken steps to improve its use of reset in targeting equipment shortages. In 2007, GAO noted that the Army’s reset implementation strategy did not specifically target shortages of equipment on hand among units preparing for deployment to Iraq and Afghanistan in order to mitigate operational risk. GAO recommended that the Army act to ensure that its reset priorities address equipment shortages in the near term to ensure that the needs of deploying units could be met. The Department of Defense (DOD) did not concur, and stated that there was no need to reassess its approaches to equipment reset. However, in 2008, the Army issued its Depot Maintenance Enterprise Strategic Plan, noted that filling materiel shortages within warfighting units is a key challenge facing the depot maintenance enterprise, and called for changes in programs and policies to address materiel shortages within warfighting units. Combating Terrorism: State Should Enhance Its Performance Measures for Assessing Efforts in Pakistan to Counter Improvised Explosive Devices

A letter report issued by the Government Accountability Office with an abstract that begins "Multiple U.S. agencies and international partners are engaged in efforts to assist Pakistan in countering improvised explosive devices (IEDs) but face a variety of ongoing challenges. The agencies providing counter-IED assistance to Pakistan are primarily the Departments of State (State), Defense (DOD), Homeland Security (DHS), and Justice (DOJ). The following table identifies the types of assistance these U.S. agencies have provided and the corresponding objectives of PakistanÂ’s National Counter-IED Strategy. According to U.S. officials, U.S. agencies have encountered ongoing challenges to their efforts to assist Pakistan, such as delays in obtaining visas and in the delivery of equipment. U.S. officials have also identified broader challenges to PakistanÂ’s ability to counter IEDs, including the extreme difficulty of interdicting smugglers along its porous border with Afghanistan. In addition, though Pakistan developed a National Counter-IED Strategy in June 2011, it has yet to finalize an implementation plan for carrying out the strategy."

Veterans' Pension Benefits: Improvements Needed to Ensure Only Qualified Veterans and Survivors Receive Benefits

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs’ (VA) pension program design and management do not adequately ensure that only veterans with financial need receive pension benefits. While the pension program is means tested, there is no prohibition on transferring assets prior to applying for benefits. Other means-tested programs, such as Medicaid, conduct a look-back review to determine if an individual has transferred assets at less than fair market value, and if so, may deny benefits for a period of time, known as the penalty period. This control helps ensure that only those in financial need receive benefits. In contrast, VA pension claimants can transfer assets for less than fair market value immediately prior to applying and be approved for benefits. For example, GAO identified a case where a claimant transferred over a million dollars less than 3 months prior to applying and was granted benefits. Also, VA’s process for assessing initial eligibility is inadequate in several key respects. The application form does not ask for some sources of income and assets such as private retirement income, annuities, and trusts. As a result, VA lacks complete information on a …

Recent T980 Crystal Collimation Studies at the Tevatron Exploiting a Pixel Detector System and a Multi-Strip Crystal Array

With the shutdown of the Tevatron, the T-980 crystal collimation experiment at Fermilab has been successfully completed. Results of dedicated beam studies in May 2011 are described in this paper. For these studies, two multi-strip crystals were installed in the vertical goniometer and an O-shaped crystal installed in a horizontal goniometer. A two-plane CMS pixel detector was also installed in order to enhance the experiment with the capability to image the profile of crystal channeled or multiple volume reflected beam. The experiment successfully imaged channeled beam from a crystal for 980-GeV protons for the first time. This new enhanced hardware yielded impressive results. The performance and characterization of the crystals studied have been very reproducible over time and consistent with simulations.
