Flexible Funding Continues to Play a Role in Supporting State and Local Transportation Priorities

Correspondence issued by the Government Accountability Office with an abstract that begins "From 2007 to 2011, FHWA apportioned about $53 billion in flexible funding to states, which is about 29 percent of total federal-aid highway funding apportioned to the states during that time. States transferred about $5 billion, or 10 percent of their apportioned flexible funding, to FTA for transit projects. Four states--California, New Jersey, New York, and Virginia--accounted for the majority of flexible funding transferred to FTA for transit projects. The portion of flexible funding transferred and the impact of the transferred funding on the total transit funding available in the states varied considerably. For example, while four states transferred more than 25 percent of their apportioned flexible funding to FTA for transit projects from 2007 to 2011, 16 states transferred less than 2 percent of their apportioned flexible funding over this period. In addition, transferred flexible funding accounted for over 50 percent of the available federal transit funding in Vermont compared to New York, where flexible funding accounted for about 5 percent of the total federal transit funding available to the state. Oral History Interview with Alphior Silverio, November 15, 2012

The National Museum of the Pacific War presents an oral interview with Alphior Silverio. Silverio went into the Army in 1942 and trained at Camp Atterbury. He was assigned to the 308th Combat Engineer Battalion attached to the 83rd Infantry Division and went overseas in April, 1944. In August, Silverio went to France with the 83rd. He recalls building bridges across France until he was wounded in early December and evacuated to England. By then he had earned a battlefield commission. He was able to rejoin his unit after recovery and was finally discharged in February 1946.

Small Business Research Programs: Agencies Are Implementing New Fraud, Waste, and Abuse Requirements

Correspondence issued by the Government Accountability Office with an abstract that begins "SBA issued revised policy directives for the SBIR and STTR programs in August 2012 that included new requirements designed to help agencies identify and prevent potential fraud, waste, and abuse in the SBIR and STTR programs--changes that SBA developed in consultation with agencies that participate in the programs and a working group of inspectors general. Among other changes, the revised SBIR and STTR policy directives each include a new section on preventing fraud, waste, and abuse in the programs. They also include 10 minimum requirements related to fraud, waste, and abuse that the 11 participating agencies must meet, such as providing information on how to report fraud, waste, and abuse on their program websites and in solicitations. The revised policy directives include elements of our fraud-prevention framework. Based on our prior work, an effective fraud-prevention framework should include up-front preventive controls, detection and monitoring, and investigations and prosecutions. The 10 requirements in the revised directives include elements of the framework, but the effectiveness of the requirements in helping agencies identify and prevent potential fraud, waste, and abuse will depend on how participating agencies implement the requirements. State Department: Diplomatic Security Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "Diplomatic Security's mission and the resources needed to carry it out have grown substantially since 1998. Following the 1998 embassy bombings in Africa, Diplomatic Security determined that many U.S. diplomatic facilities did not meet its security standards and were vulnerable to terrorist attack. Diplomatic Security added many of the physical security measures currently in place at most U.S. missions worldwide, such as additional barriers, alarms, public address systems, and enhanced access procedures. From 1998 to 2009, there were 39 attacks aimed at U.S. Embassies, Consulates, or Chief of Mission personnel (not including regular attacks against the U.S. Embassy in Baghdad since 2004). The nature of some of these attacks led Diplomatic Security to further adapt its security measures. Moreover, the attacks of September 11, 2001, underscored the importance of upgrading Diplomatic Security's domestic security programs and enhancing its investigative capacity. Furthermore, following the onset of U.S. operations in Iraq in 2003, Diplomatic Security has had to provide security in the Iraq and other hostile environments such as Afghanistan and Pakistan."

Oral History Interview with William Roche, October 15, 2012

The National Museum of the Pacific War presents an interview with William Roche. Roche was born on 24 November 1924. He enlisted in the Army Air Forces Aviation Cadet Program in June 1943. He completed basic training, armament and gunnery school, and was deployed to England in November 1944 as a B-17 waist gunner with the 452nd Bomb Group. During this combat tour, he was shot down twice, crash landing in France once and behind Russian lines in Poland following a February 1945 mission to Berlin. He spent several months interned with the Soviet Army in Poland until the war ended. Roche returned to the US and served a distinguished 32-year career in the military including assignments in intelligence, as a faculty member at the US Air Force Academy and Air Attaché postings in the Soviet Union, Czechoslovakia and Yugoslavia.

Oral History Interview with Irvin Long, August 15, 2012

The National Museum of the Pacific War presents an interview with Irvin Long. Long joined the Navy in August of 1943. In early 1944 he served aboard the USS Tabberer (DE-418) as a signalman, using flashing lights, semaphore flags, and Morse Code. In September of 1944 they traveled to Pearl Harbor to practice shooting and work with sonar. They left Pearl Harbor and joined Admiral Halsey’s Third Fleet in October of 1944, conducting anti-submarine sweeps of the Philippine Sea. He describes his experience through a typhoon in December of 1944. They later traveled to Iwo Jima, shooting down enemy aircraft during the bombing of Iwo. From there they traveled around Okinawa and Japan, doing submarine patrols. After August 1945 they were assigned to escort big supply ships into the Korea Bay in the Yellow Sea. He was discharged in January of 1946.

Appendix I1-2 to Wind HUI Initiative 1: Field Campaign Report

This report is an appendix to the Hawaii WindHUI efforts to dev elop and operationalize short-term wind forecasting and wind ramp event forecasting capabilities. The report summarizes the WindNET field campaign deployment experiences and challenges. As part of the WindNET project on the Big Island of Hawaii, AWS Truepower (AWST) conducted a field campaign to assess the viability of deploying a network of monitoring systems to aid in local wind energy forecasting. The data provided at these monitoring locations, which were strategically placed around the Big Island of Hawaii based upon results from the Oahu Wind Integration and Transmission Study (OWITS) observational targeting study (Figure 1), provided predictive indicators for improving wind forecasts and developing responsive strategies for managing real-time, wind-related system events. The goal of the field campaign was to make measurements from a network of remote monitoring devices to improve 1- to 3-hour look ahead forecasts for wind facilities.

This report is an appendix to the Hawaii WindHUI efforts to develop and operationalize short-term wind forecasting and wind ramp event forecasting capabilities. The report summarizes the WindNET Phase 1 efforts on the Big Island of Hawaii and includes descriptions of modeling methodologies, use of field validation data, results and recommendations. The objective of the WindNET project was to investigate the improvement that could be obtained in short-term wind power forecasting for wind generation facilities operating on the island grids operated by Hawaiian Electric Companies through the use of atmospheric sensors deployed at targeted locations. WindNET is envisioned as a multiphase project that will address the short-term wind forecasting issues of all of the wind generation facilities on the all of the Hawaiian Electric Companies' island grid systems. The first phase of the WindNET effort (referred to as WindNET-1) was focused on the wind generation facilities on the Big Island of Hawaii. With complex terrain and marine environment, emphasis was on improving the 0 to 6 hour forecasts of wind power ramps and periods of wind variability, with a particular interest in the intra-hour (0-1 hour) look-ahead period.
