2020 Census: Initial Research Milestones Generally Met but Plans Needed to Mitigate Highest Risks
A letter report issued by the Government Accountability Office with an abstract that begins "According to U.S. Census Bureau (Bureau) officials, to inform timely design decisions, research on new methods to improve the cost effectiveness of the 2020 Census must be accomplished early enough in the decade to confirm their likely impact on both cost and quality. Three key efforts--(1) the use of the Internet as a response option, (2) a potential move towards targeted address canvassing, and (3) the possible use of administrative records to replace data collected during census field operations--present the Bureau with potential opportunities to reduce costs while maintaining quality. The Bureau's 2020 Research and Testing Program has 14 fiscal year 2012 projects focused on informing design decisions related to the three key efforts. Bureau officials are also aware that the changes they are testing come with many risks, and for each project the Bureau has identified a number of risks and prioritized them from high to low. However, the Bureau has not developed mitigation or contingency plans for these project risks. 9978 AND 9975 TYPE B PACKAGING INTERNAL DATA COLLECTION FEASIBILITY TESTING
The objective of this report is to document the findings from a series of proof-of-concept tests performed by Savannah River National Laboratory (SRNL) R and D Engineering, for the DOE Packaging Certification Program to determine if a viable radio link could be established from within the stainless steel confines of several drum-style DOE certified Type B radioactive materials packagings. Two in-hand, off-the-shelf radio systems were tested. The first system was a Wi-Fi Librestream Onsight{trademark} camera with a Fortress ES820 Access Point and the second was the On-Ramp Wireless Ultra-Link Processing{trademark} (ULP) radio system. These radio systems were tested within the Model 9975 and 9978 Type B packagings at the SRNL. This report documents the test methods and results. A path forward will also be recommended.

Abortion Services and Military Medical Facilities

Afghanistan Development: Agencies Could Benefit from a Shared and More Comprehensive Database on U.S. Efforts
A letter report issued by the Government Accountability Office with an abstract that begins "The four main U.S. agency Afghan development programs and accounts have similar goals and activities and hence overlap to some degree. In fiscal year 2011, the Economic Support Fund (ESF) and other smaller accounts administered by the U.S. Agency for International Development (USAID), and the Commander's Emergency Response Program (CERP), administered by the Department of Defense (DOD), funded similar activities related to agriculture; democracy and governance; education and health; energy and electricity; economic growth; and transportation. Both funded activities in 33 of Afghanistan's 34 provinces and in 249 of Afghanistan's 399 districts. The Task Force for Business and Stability Operations (TFBSO), administered by DOD, and the Afghanistan Infrastructure Fund (AIF), administered by DOD and the Department of State (State), also funded efforts in some of the same categories of assistance as ESF and CERP in fiscal year 2011. According to agency officials, these overlapping development efforts can be beneficial, provided that agencies leverage their respective expertise and coordinate efforts."

Air Force and Interior Can Benefit from Additional Guidance When Deciding Whether to Lease or Purchase Equipment
Correspondence issued by the Government Accountability Office with an abstract that begins "Contracting officials from Air Force and Interior generally did not perform lease versus purchase analyses for selected contracts. Based on contract file reviews and discussions with contracting officials, we found that analyses were not performed and that contracting officials had not considered the alternative acquisition method for 24 of the 32 selected contracts. For the 8 contracts with lease versus purchase analyses, 5 were documented in the contract files and 3 were performed but were not documented, according to contracting officials. In most cases, contract files did not contain basic information to make lease or purchase decisions, such as the length of time the equipment would be used. Even files containing documentation of analyses generally did not address the full range of criteria specified in the FAR. For example, the analyses typically lacked a discussion of the financial and operating advantages of alternate approaches that would help contracting officials determine the appropriate acquisition method. ANALYSIS OF VAPORS FROM METHYLENE CHLORIDE EXTRACTS OF NUCLEAR GRADE HEPA FILTER FIBERGLASS SAMPLES
While several organic compounds were detected in the vapor samples used in the reenactment of the preparation of mounts from the extracts of nuclear grade high-efficiency particulate air filter fiberglass samples, the most significant species present in the samples were methylene chloride, phenol, phenol-d6, and 2-fluorophenol. These species were all known to be present in the extracts, but were expected to have evaporated during the preparation of the mounts, as the mounts appeared to be dry before any vapor was collected. These species were present at the following percentages of their respective occupational exposure limits: methylene chloride, 2%; phenol, 0.4%; and phenol-d6, 0.6%. However, there is no established limit for 2-fluorophenol. Several other compounds were detected at low levels for which, as in the case of 2-fluorophenol, there are no established permissible exposure limits. These compounds include 2-chlorophenol; N-nitroso-1-propanamine; 2-fluoro-1,1{prime}-biphenyl; 1,2-dihydroacenaphthylene; 2,5-cyclohexadiene-1,4-dione,2,6-bis(1,1-dimethylethyl); trimethyl oxirane; n-propylpropanamine; 2-(Propylamino)ethanol; 4-methoxy-1-butene; 6-methyl-5-hepten-2-one; and 3,4-dimethylpyridine. Some of these were among those added as surrogates or spike standards as part ofthe Advanced Technologies and Laboratories International, Inc. preparation ofthe extract of the HEPA filter media and are indicated as such in the data tables in Section 2, Results; other compounds found were not previously known to …

Annotated Bibliography for the MATADOR Project
The MATADOR project is focused on developing methods to infer the operational mode of facilities that have the potential to be used in weapons development programs. Our central hypothesis is that by persistent, non-intrusive monitoring of such facilities, differences between various use scenarios can be reliably discovered. The impact of success in this area is that new tools and techniques for monitoring and treaty verification would make it easier to reliably discover and document weapons development activities. This document captures the literature that will serve as a basis to approach this task. The relevant literature is divided into topical areas that relate to the various aspects of expected MATADOR project development. We have found that very little work that is directly applicable for our purposes has been published, which has motivated the development of novel methods under the project. Therefore, the manuscripts referenced in this document were selected based on their potential use as foundational blocks for the methods we anticipate developing, or so that we can understand the limitations of existing methods.

Arms Control and Nonproliferation: A Catalog of Treaties and Agreements
This report provides an overview of many of the key arms control and nonproliferation agreements and endeavors of the past 40 years. It is divided into three sections. The first describes arms control efforts between the United States and the states of the former Soviet Union, covering both formal, bilateral treaties, and the cooperative threat reduction process. The second section describes multilateral nuclear nonproliferation efforts, covering both formal treaties and less formal accommodations that have been initiated in recent years. The final section reviews treaties and agreements that address chemical, biological, and conventional weapons.
