The National Museum of the Pacific War presents an oral interview with Roy William Rouch. Born in 1924, he joined the Marine Corps in July, 1942. He describes boot camp in San Diego, California. He was assigned to the 2nd Marine Division. He describes the conditions on board ship en route to Camp Pakarariki, New Zealand. The Division was transported to Guadalcanal in January 1943. He talks about the deplorable living conditions on Guadalcanal and the Battle of the Tenaru River. He describes landing as part of the second wave on Tarawa and how the fighting was up close and personal. He explains how the BAR squads were used and reorganized following Guadalcanal and Tarawa. He also shares a story of the LCTs and LSTs being sunk off of Hawaii during night maneuvers before leaving for Saipan. He then describes the street fighting and banzai charges the 2nd Marine Division endured on Saipan during the Battles of Garapan and Charan Kanoa. He shares an anecdote of being injured on Tinian and his family being informed when in fact it was another Rouch who was injured during the battle. A new rapid method for the determination of {sup 228}Ra in natural water samples has been developed at the SRNL/EBL (Savannah River National Lab/ Environmental Bioassay Laboratory) that can be used for emergency response or routine samples. While gamma spectrometry can be employed with sufficient detection limits to determine {sup 228}Ra in solid samples (via {sup 228}Ac) , radiochemical methods that employ gas flow proportional counting techniques typically provide lower MDA (Minimal Detectable Activity) levels for the determination of {sup 228}Ra in water samples. Most radiochemical methods for {sup 228}Ra collect and purify {sup 228}Ra and allow for {sup 228}Ac daughter ingrowth for ~36 hours. In this new SRNL/EBL approach, {sup 228}Ac is collected and purified from the water sample without waiting to eliminate this delay. The sample preparation requires only about 4 hours so that {sup 228}Ra assay results on water samples can be achieved in < 6 hours. The method uses a rapid calcium carbonate precipitation enhanced with a small amount of phosphate added to enhance chemical yields (typically >90%), followed by rapid cation exchange removal of calcium. A letter report issued by the Government Accountability Office with an abstract that begins "As with conventional oil and gas development, requirements from eight federal environmental and public health laws apply to unconventional oil and gas development. For example, the Clean Water Act (CWA) regulates discharges of pollutants into surface waters. Among other things, CWA requires oil and gas well site operators to obtain permits for discharges of produced water—which includes fluids used for hydraulic fracturing, as well as water that occurs naturally in oil- or gas-bearing formations—to surface waters. In addition, the Resource Conservation and Recovery Act (RCRA) governs the management and disposal of hazardous wastes, among other things. However, key exemptions or limitations in regulatory coverage affect the applicability of six of these environmental and public health laws. For example, CWA also generally regulates stormwater discharges by requiring that facilities associated with industrial and construction activities get permits, but the law and its regulations largely exempt oil and gas well sites. In addition, oil and gas exploration and production wastes are exempt from RCRA hazardous waste requirements based on a regulatory determination made by the Environmental Protection Agency (EPA) in 1988.
