Oral History Interview with Ida Paxton, December 22, 2012

The National Museum of the Pacific War presents an oral interview with Ida Paxton. Paxton was raised in the Dust Bowl and educated in a one-room schoolhouse. When the war began, her mother sought permission of the ration board to acquire new shoes for the growing children in her family. Paxton left school in the ninth grade and worked at a drugstore soda fountain. At 17 she became engaged to a young soldier who was home on leave. She went with him to Oakland, where he was stationed, and got a job at the Emeryville Ordnance Depot. There she drove all sorts of Army vehicles, from DUKWs to half-tracks, taking them to their ports of embarkation. Soon after marrying, her husband deployed to the Pacific, corresponding in code so that Paxton could follow his wartime experiences. She also drove military vehicles in war bond rallies, V-J Day parades, and the celebration of General Wainwright's homecoming. Immediately after the surrender, her unit worked for 30 days straight, often until midnight, preparing vehicles for the occupation forces. Afterwards, she transported longshoremen from place to place, until her husband returned in November 1945.

Correspondence issued by the Government Accountability Office with an abstract that begins "A total of 22 of the 39 former high-ranking officials (admiral-level and SES officials) who separated from the Coast Guard from 2006 through 2010 were compensated at some point from 2006 through 2011 by contractors that received obligations from the Coast Guard in calendar year 2011. We found that 12 of these former officials were compensated in calendar year 2011 by major Coast Guard contractors--those contractors receiving more than $10 million in obligations during that calendar year. The responsibilities of these officials vary, but 9 of these 12 officials were assigned by major contractors to positions involving the development of new business."

Oral History Interview with Bill Barrow, December 20, 2012

The National Museum of the Pacific War presents an interview with Bill Barrow. Barrow joined the Navy in April of 1944. And, beginning in June, Barrow served aboard the USS Claxton (DD-571). Barrow was assigned to a 40-millimeter gun and served as a deckhand. They went to the Solomon Islands, escorting other ships and the old USS Mississippi (BB-41). He discusses life aboard the Claxton, and his initiation experiences crossing the equator. They participated in the Battle of Peleliu and the Battle of Leyte Gulf in 1944. Barrow was discharged in February of 1945.

Oral History Interview with William Lindsey, December 20, 2012

The National Museum of the Pacific War presents an interview with William Lindsey. Lindsey provides background on his family’s history. He completed a Civilian Pilot Training program in Monticello, Arkansas. He began flying school in February of 1941, training in San Angelo, Barksdale and Great Falls, Montana. The US Army Air Corps accepted him in the 41G Class. He became a Ferry Pilot, working with Jimmy Doolittle’s organization in Pendleton, Oregon, practicing take-offs in B-25s to bomb Japan. He ferried planes in 1942 out of Long Beach, and then Great Falls. He participated in the China Burma India Theater in 1945 and flying The Hump. He traveled several times to Japan. Lindsey provides much detail on flying various types of aircraft and life overseas. He was discharged in December of 1945 and remained in the inactive reserves until 1959.

Follow-up on the Haiti Earned Import Allowance Program

Correspondence issued by the Government Accountability Office with an abstract that begins "Exports of Haitian apparel to the United States under EIAP have increased substantially since we last reported in 2011. Although only three account holders are actively earning credits and two have begun to use them, in the 12-month period ending November 19, 2012, the number of credits OTEXA issued increased to about 42 million SMEs from approximately 8 million SMEs during the same period 1 year earlier. Similarly, over this period, the number of credits redeemed, or used by account holders increased to about 25 million SMEs from approximately million SMEs in 2011. In addition, exports of Haitian apparel to the United States under EIAP have grown faster than non-EIAP exports. Last year, we reported that about $350,000 in Haitian apparel had been exported to the United States under EIAP from January through August of 2011--about 0.07 percent of all Haitian apparel exported to the United States during that period. In contrast, from January through August of 2012, nearly $18 million in Haitian apparel was exported under EIAP--about 4 percent of Haitian apparel exported to the United States during this period. Electronic Health Records: Number and Characteristics of Providers Awarded Medicaid Incentive Payments for 2011

Correspondence issued by the Government Accountability Office with an abstract that begins "In summary, 1,964 hospitals and 45,962 professionals were awarded a total of approximately $2.7 billion in Medicaid EHR incentive payments for 2011. These 1,964 hospitals, which represented 39 percent of the 5,013 eligible hospitals, were awarded a total of $1.7 billion in Medicaid EHR incentive payments for 2011. While the amount of Medicaid EHR incentive payments awarded to each hospital ranged from $7,528 to $7.2 million, the median payment amount was $613,512. Participation rates, as well as total payments, were higher for hospitals in the Medicaid EHR program when compared to the Medicare EHR program, though the median payment amount in the Medicaid EHR program was less than half as large. About 50 percent of hospitals accounted for about 80 percent of the total amount of Medicaid incentive payments awarded to hospitals. International Food Assistance: U.S. Nonemergency Food Aid Programs Have Similar Objectives but Some Planning Helps Limit Overlap

Correspondence issued by the Government Accountability Office with an abstract that begins "USAID and USDA share broad objectives for nonemergency food aid programs; however, the agencies have established some planning processes to limit overlap in these programs. For example, both USAID and USDA have objectives that address financial services, infrastructure, agricultural productivity, agribusiness development, and child and maternal nutrition needs in food insecure countries. Some of these shared objectives are the result of authorizing legislation, through which Congress outlines nonemergency food aid objectives, while others are included in presidential initiatives and agency strategies. We also found that USAID and USDA nonemergency food aid programs shared common geographic focus areas in which they implemented similar activities. For example, in fiscal year 2011, both USAID and USDA had nonemergency food aid programs in Guatemala and Uganda and both programs were providing agricultural training. Furthermore, implementing partners in Guatemala and Uganda administering programs for both agencies told us that USAID and USDA have parallel administrative structures in the field and distinct requirements for performance management. Medicaid: Enrollment and Expenditures for Qualified Individual and Transitional Medical Assistance Programs

Correspondence issued by the Government Accountability Office with an abstract that begins "The QI program enrolled about 426,000 individuals nationwide in 2009--the most recent year for which comprehensive enrollment data were available--with expenditures of about $431 million. While QI enrollment increased 30 percent from fiscal year 2006 to fiscal year 2009, program expenditures increased at a slightly faster rate, rising 39 percent during this time. On average, one quarter of individuals potentially eligible for the QI program were enrolled during fiscal years 2006 through 2009. However, the percentage of eligible individuals enrolled in the program climbed from 21 percent in fiscal year 2006 to 29 percent in fiscal year 2009. CMS does not have comprehensive national data on TMA enrollment and expenditures; the 41 states that had enrollment data reported that over 3.5 million individuals were enrolled in TMA in 2011, the most recent year for which complete enrollment data were reported by the highest number of states. Fewer states were able to report TMA expenditure data; however, 32 states reported TMA total expenditures of about $3.9 billion in 2011."

Oral History Interview with Lamartine James, December 11, 2012

The National Museum of the Pacific War presents an oral interview with Lamartine James. James enlisted in the Army in October of 1944. He went to Camp Wheeler in Georgia for infantry basic training. He went to Camp Stoneman in California where he was shipped out on the USS General John Pope (AP-110). They went to Manila, Philippines in March of 1945, and he describes his combat experiences there. James was assigned to the 161st Infantry Regiment, 25th Infantry Division. He was in K Company in the 3rd Battalion. He provides detail on transporting Japanese prisoners. From there he went to the occupation in Koromo, Japan, and his job was to dismantle old Japanese Navy planes. Additionally, he transported Koreans from Japan back to Korea. He was discharged in October of 1945.
