Testimony issued by the Government Accountability Office with an abstract that begins "Our work on the outcomes of the CBP round 1 rebid found that the number of bidding suppliers and the number of contracts awarded in the CBP round 1 rebid were very similar to the CBP round 1 and about a third of the 1,011 suppliers that bid in the rebid were awarded at least one CBP contract. CMS made improvements to the bidding process for the CBP round 1 rebid—such as providing additional information about disqualification reasons—and significantly fewer bids were disqualified than in round 1. However, many suppliers still had difficulty meeting bid requirements. Of the bids that were disqualified during the initial bid review, 73 percent were disqualified because suppliers failed to provide the required financial documentation or did not meet CMS’s minimum financial standard threshold for suppliers. The number of bids disqualified for missing financial documentation in the CBP round 1 rebid would have been higher if many suppliers had not benefited from a MIPPA provision that required that CMS provide suppliers the opportunity to be notified of and to submit missing required financial documentation—a process not available during CBP round 1. Testimony issued by the Government Accountability Office with an abstract that begins "GAO’s past work has found that the Department of Homeland Security (DHS) and the Transportation Security Administration (TSA) have faced challenges in developing and meeting program requirements when acquiring screening technologies. GAO’s past work has demonstrated that program performance cannot be accurately assessed without valid baseline requirements established at the program start. In June 2010, GAO reported that more than half of the 15 DHS programs GAO reviewed awarded contracts to initiate acquisition activities without component or department approval of documents essential to planning acquisitions, setting operational requirements, or establishing acquisition program baselines. At the program level, in January 2012, GAO reported that TSA did not fully follow DHS acquisition policies when acquiring advanced imaging technology (AIT)—commonly referred to as a full body scanner that identifies objects or anomalies on the outside of the body—which resulted in DHS approving full AIT deployment without full knowledge of TSA’s revised specifications. HEATS Project: MIT is developing a thermal energy storage device that captures energy from the sun; this energy can be stored and released at a later time when it is needed most. Within the device, the absorption of sunlight causes the solar thermal fuel’s photoactive molecules to change shape, which allows energy to be stored within their chemical bonds. A trigger is applied to release the stored energy as heat, where it can be converted into electricity or used directly as heat. The molecules would then revert to their original shape, and can be recharged using sunlight to begin the process anew. MIT’s technology would be 100% renewable, rechargeable like a battery, and emissions-free. Devices using these solar thermal fuels—called Hybrisol—can also be used without a grid infrastructure for applications such as de-icing, heating, cooking, and water purification.

Individual raw datastreams from instrumentation at the Atmospheric Radiation Measurement (ARM) Climate Research Facility fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent approximately daily to the ARM Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of processed data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual datastream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998.

This is an appendix to the MetaArchive Final Report. The purpose of this document is to explain the PREMIS Event microservice as prototyped for the MetaArchive Cooperative, primarily from a developer's standpoint. The document will attempt to explain the purpose of the microservice, the underlying principles on which it operates, and a practical example of its usage. The MetaArchive has installed all of the components needed to deploy this microservice and looks forward to opportunities to experiment with practical implementations in future development projects.

The National Museum of the Pacific War presents an oral interview with Howard Blackman. Blackman was born in Pulaski County, Indiana 8 December 1922. Born into a family of seven boys and two girls he tells of the living conditions during the depression. He quit school in the ninth grade to get a job. In 1943 he was drafted into the Army and went to Camp Lee, Virginia for six weeks of basic training, including some mechanical training. Upon completing basic he was sent to Chenango, Pennsylvania for additional training. Two weeks later be boarded the Queen Mary bound for England. Upon arrival, he was assigned to the 4th Port Battalion. He describes the duties and tells of further training in the use of rifles, mines and grenades. He landed on Omaha Beach 8 June 1944 and describes activities in which he was involved. At the time of the Battle of the Bulge the 4th Port Battalion had been disbanded and he was sent to Antwerp caring for wounded and assisting in getting them aboard hospital ships. He was then sent to Ghent, Belgium where he was assigned to the 301st Engineers operating various pieces of heavy equipment. He assisted …

The National Museum of the Pacific War presents an oral interview with Robert B. Mero. Born in 1924, he was drafted into the Army in New York in June 1943 at the age of eighteen. He went to basic training in Mineral Wells, Texas and from there to Army Specialized Training at the University of Missouri where he studied basic engineering. He shares an anecdote of meeting General Kramer while studying French at Camp Rucker, Alabama. He would meet the General again in the European Theatre at a later time. In 1944 he was transferred to Lyme Regis in the south of England. He shares a story of his brothers who were also stationed in England at the time. His division, the 66th, was then assigned to France where it would go on to assist in the Battle of the Bulge. He describes how his regiment was in a static position along the right side of the line and of his role in capturing a German soldier during night maneuvers. This would be his only combat. He was assigned to an occupation force in Germany then Austria following the war. He was a draftsman for Genreal Clark. He was discharged …

The National Museum of the Pacific War presents an oral interview with Charles Engh. Engh entered the Navy’s V-1 program before beginning V-12 in July 1943. He graduated from midshipmen’s school in 1945 and was sent to Subic Bay in June on lighterage duty as a yeoman. In July he was sent to Okinawa with a flotilla of LCTs that drifted out of formation each night and would spend the following day reorganizing. He was beached by a typhoon at Okinawa for 10 days until a channel was dredged and a tug and bulldozer helped with maneuvering. In October he was sent to China, where he delivered bombs to the Nationalists. After turning his LCT over to the Chinese, Engh returned home in June 1946.

This appendix document is a report on the status of a two-phase transfer test being carried out between the MetaArchive Cooperative and Chronopolis. These tests aim to demonstrate a proof-of-concept that the MetaArchive network may use Chronopolis's data grid preservation service as an exit strategy in the event that either MetaArchive or LOCKSS becomes unsustainable in the future.

This is an appendix to the MetaArchive Final Report. This appendix document describes tools. These tools are designed to facilitate the transfer of data contained within a number of LOCKSS archival units and packaged into bags. The bags are then transferred to the iRODS grid. The user has the option of creating and sending filled bags, or holey bags. The primary tools are written in Python, and make use of the iRODS command line utilities for data transfer.
