2011 GASEOUS IONS GORDON RESEARCH CONFERENCE

The Gaseous Ions: Structures, Energetics and Reactions Gordon Research Conference will focus on ions and their interactions with molecules, surfaces, electrons, and light. The conference will cover theory and experiments, and systems ranging from molecular to biological to clusters to materials. The meeting goal continues to be bringing together scientists interested in fundamentals, with those applying fundamental phenomena to a wide range of practical problems. Each of the ten conference sessions will focus on a topic within this spectrum, and there will also be poster sessions for contributed papers, with sufficient space and time to allow all participants to present their latest results. To encourage active participation by young investigators, about ten of the poster abstracts will be selected for 15 minute 'hot topic' talks during the conference sessions. Hot topic selection will be done about a month before the meeting. Funds should be available to offset the participation cost for young investigators.

2011 Plant Lipids: Structure, Metabolism, & Function Gordon Research Conference

This is the second Gordon Research Conference on 'Plant Lipids: Structure, Metabolism & Function'. It covers current topics in lipid structure, metabolism and function in eukaryotic photosynthetic organisms including seed plants, algae, mosses and ferns. Work in photosynthetic bacteria is considered as well as it serves the understanding of specific aspects of lipid metabolism in plants. Breakthroughs are discussed in research on plant lipids as diverse as glycerolipids, sphingolipids, lipids of the cell surface, isoprenoids, fatty acids and their derivatives. The program covers nine concepts at the forefront of research under which afore mentioned plant lipid classes are discussed. The goal is to integrate areas such as lipid signaling, basic lipid metabolism, membrane function, lipid analysis, and lipid engineering to achieve a high level of stimulating interaction among diverse researchers with interests in plant lipids. One Emphasis is on the dynamics and regulation of lipid metabolism during plant cell development and in response to environmental factors.

An Advanced Integrated Diffusion/Transport Method for the Design, Analysis and Optimization of the Very-High-Temperature Reactors

The main objective of this research is to develop an integrated diffusion/transport (IDT) method to substantially improve the accuracy of nodal diffusion methods for the design and analysis of Very High Temperature Reactors (VHTR). Because of the presence of control rods in the reflector regions in the Pebble Bed Reactor (PBR-VHTR), traditional nodal diffusion methods do not accurately model these regions, within which diffusion theory breaks down in the vicinity of high neutron absorption and steep flux gradients. The IDT method uses a local transport solver based on a new incident flux response expansion method in the controlled nodes. Diffusion theory is used in the rest of the core. This approach improves the accuracy of the core solution by generating transport solutions of controlled nodes while maintaining computational efficiency by using diffusion solutions in nodes where such a treatment is sufficient. The transport method is initially developed and coupled to the reformulated 3-D nodal diffusion model in the CYNOD code for PBR core design and fuel cycle analysis. This method is also extended to the prismatic VHTR. The new method accurately captures transport effects in highly heterogeneous regions with steep flux gradients. Alternative Sodium Recovery Technology—High Hydroxide Leaching: FY10 Status Report

Boehmite leaching tests were carried out at NaOH concentrations of 10 M and 12 M, temperatures of 85°C and 60°C, and a range of initial aluminate concentrations. These data, and data obtained during earlier 100°C tests using 1 M and 5 M NaOH, were used to establish the dependence of the boehmite dissolution rate on hydroxide concentration, temperature, and initial aluminate concentration. A semi-empirical kinetic model for boehmite leaching was fitted to the data and used to calculate the NaOH additions required for leaching at different hydroxide concentrations. The optimal NaOH concentration for boehmite leaching at 85°C was estimated, based on minimizing the amount of Na that had to be added in NaOH to produce a given boehmite conversion.

Amplitude Analysis of B0 to K^ pi^-pi^0 and Evidence of Direct CP Violation in B to K^* pi decays

We analyze the decay B{sup 0} {yields} K{sup +} {pi}{sup -} {pi}{sup 0} with a sample of 454 million B{bar B} events collected by the BABAR detector at the PEP-II asymmetric-energy B factory at SLAC, and extract the complex amplitudes of seven interfering resonances over the Dalitz plot. These results are combined with amplitudes measured in B{sup 0} {yields} K{sup 0}{sub s}{pi}{sup +}{pi}{sup -} decays to construct isospin amplitudes from B{sup 0} {yields} K{sup *}{pi} and B{sup 0} {yields} {rho}K decays. We measure the phase of the isospin amplitude {Phi}{sub 3/2}, useful in constraining the CKM unitarity triangle angle {gamma} and evaluate a CP rate asymmetry sum rule sensitive to the presence of new physics operators. We measure direct CP violation in B{sup 0} {yields} K{sup *+}{pi}{sup -} decays at the level of 3 {sigma} when measurements from both B{sup 0} {yields} K{sup +}{pi}{sup -}{pi}{sup 0} and B{sup 0} {yields} K{sup 0}{sub s}{pi}{sup +}{pi}{sup -} decays are combined.

The Anomalous Currents In The Front Foils of the JET Lost Alpha Diagnostic KA-2

We have examined the observed currents in the front foils of the JET Faraday cup lost alpha particle diagnostic KA-2. In particular, we have sought to understand the currents during Ohmic plasmas for which the ion flux at the detectors was initially assumed to be negligible. We have considered two sources of this current: plasma ions #2; both deuterium and impurity#3; in the vicinity of the detector #2; including charge exchange neutrals#3; and photoemission from scattered UV radiation. Based upon modeling and empirical observation, the latter source appears most likely and, moreover, seems to be applicable to the currents in the front foil during ELMy H-mode plasmas. A very thin gold or nickel foil attached to the present detector aperture is proposed as a solution to this problem, and realistic calculations of expected fluxes of lost energetic neutral beam ions during TF ripple experiments are presented as justification of this proposed solution.

A letter report issued by the Government Accountability Office with an abstract that begins "In recent years, nearly half of all annual apprehensions of illegal aliens along the entire Southwest border with Mexico have occurred along the Arizona border. Keeping illegal flows of people and drugs under control remains a top priority for the Department of Homeland Security's (DHS) U.S. Customs and Border Protection (CBP). In 2005, the Secure Border Initiative Network (SBInet) was conceived as a surveillance technology to create a "virtual fence" along the border. After spending nearly $1 billion, DHS deployed SBInet systems along 53 miles of Arizona's border that represent the highest risk for illegal entry. In January 2011, in response to concerns regarding SBInet's performance, cost, and schedule, DHS cancelled future procurements. CBP developed the Arizona Border Surveillance Technology Plan (Plan) for the remainder of the Arizona border. Funding for this Plan for fiscal year 2012 is $242 million. GAO was requested to assess the extent to which CBP (1) has the information needed to support and implement the Plan and (2) estimated life-cycle costs for future investments in accordance with best practices. Since the publication of 'Critical Foundations: Protecting America's Infrastructure,' there has been a keen understanding of the complexity, interdependencies, and shared responsibility required to protect the nation's most critical assets that are essential to our way of life. The original 5 sectors defined in 1997 have grown to 18 Critical Infrastructures and Key Resources (CIKR), which are discussed in the 2009 National Infrastructure Protection Plan (NIPP) and its supporting sector-specific plans. The NIPP provides the structure for a national program dedicated to enhanced protection and resiliency of the nation's infrastructure. Lawrence Livermore National Laboratory (LLNL) provides in-depth, multi-disciplinary assessments of threat, vulnerability, and consequence across all 18 sectors at scales ranging from specific facilities to infrastructures spanning multi-state regions, such as the Oil and Natural Gas (ONG) sector. Like many of the CIKR sectors, the ONG sector is comprised of production, processing, distribution, and storage of highly valuable and potentially dangerous commodities. Furthermore, there are significant interdependencies with other sectors, including transportation, communication, finance, and government. Understanding the potentially devastating consequences and collateral damage resulting from a terrorist attack or natural event is an important element of LLNL's infrastructure security programs. Asymmetric Ferromagnet-Superconductor-Ferromagnet Switch

In layered ferromagnet-superconductor-ferromagnet F{sub 1} /S/F{sub 2} structures, the critical temperature T{sub c} of the superconductors depends on the magnetic orientation of the ferromagnetic layers F{sub 1} and F{sub 2} relative to each other. So far, the experimentally observed magnitude of change in T{sub c} for structures utilizing weak ferromagnets has been 2 orders of magnitude smaller than is expected from calculations. We theoretically show that such a discrepancy can result from the asymmetry of F/S boundaries, and we test this possibility by performing experiments on structures where F{sub 1} and F{sub 2} are independently varied. Our experimental results indicate that asymmetric boundaries are not the source of the discrepancy. If boundary asymmetry is causing the suppressed magnitude of T{sub c} changes, it may only be possible to detect in structures with thinner ferromagnetic layers.

Atmospheric Pressure Plasma CVD of Amorphous Hydrogenated Silicon Carbonitride (a-SiCN:H) Films Using Triethylsilane and Nitrogen

Amorphous hydrogenated silicon carbonitride (a-SiCN:H) thin films are synthesized by atmospheric pressure plasma enhanced chemical vapor (AP-PECVD) deposition using the Surfx Atomflow{trademark} 250D APPJ source with triethylsilane (HSiEt{sub 3}, TES) and nitrogen as the precursor and the reactive gases, respectively. The effect of the substrate temperature (T{sub s}) on the growth characteristics and the properties of a-SiCN:H films was evaluated. The properties of the films were investigated via scanning electron microscopy (SEM), atomic force microscopy (AFM) for surface morphological analyses, Fourier transform infrared spectroscopy (FTIR), and X-ray photoelectron spectroscopy (XPS) for chemical and compositional analyses; spectroscopic ellipsometry for optical properties and thickness determination and nanoindentation to determine the mechanical properties of the a-SiCN:H films. Films deposited at low T{sub s} depict organic like features, while the films deposited at high T{sub s} depict ceramic like features. FTIR and XPS studies reveal that an increases in T{sub s} helps in the elimination of organic moieties and incorporation of nitrogen in the film. Correspondence issued by the Government Accountability Office with an abstract that begins "As Congress requested, this letter discusses the Transportation Security Administration's (TSA) efforts to address our January 2009 recommendation to TSA to improve its methodology for comparing the cost and performance of screening services at commercial airports using private-sector screeners under the Screening Partnership Program (SPP airports) and at airports using federal screeners (non-SPP airports). Our January 2009 report identified some design strengths in TSA's analysis comparing the cost and performance of screening services at SPP and non-SPP airports, such as recognizing that cost savings would be limited by the mandated structure of the program, but also identified 10 limitations in TSA's methodology that could affect the accuracy and reliability of the cost and performance comparisons, and its usefulness in informing future management decisions. We recommended that if TSA plans to rely on its comparison of cost and performance of SPP and non-SPP airports for future decision making, the agency should update its analysis to address the limitations we identified. TSA generally concurred with our findings and recommendation."
