A letter report issued by the Government Accountability Office with an abstract that begins "Agencies can improve their efficiency through the use of shared services, which are often financed through intragovernmental revolving funds (IRF). GAO was asked to (1) identify key operating principles the Commerce Departmental and Census Bureau Working Capital Funds (WCF), which are one type of IRF, should follow to ensure appropriate tracking and use of federal funds and (2) evaluate how departmental and Census policies and procedures for managing these WCFs reflect these principles. GAO identified four key operating principles based on a review of governmentwide guidance on business principles, internal controls, managerial cost accounting, and performance management. GAO also discussed the reasonableness of the principles with staff of the two WCFs and the Office of Management and Budget; these staff generally found the principles to be reasonable. GAO reviewed WCF authorizing legislation and statutory authorities, analyzed agency policies and data, and interviewed agency officials."

SSRL, a division of the Stanford Linear Accelerator Center, is a national user facility which provides synchrotron radiation, a name given to x-rays or light produced by electrons circulating in a storage ring at nearly the speed of light. The synchrotron radiation is produced by the 3.3 GeV storage ring, SPEAR. SPEAR is a fully dedicated synchrotron radiation facility which has been operating for user experiments 6 to 7 months per year. 1994, the third year of operation of SSRL as a fully dedicated, low-emittance, independent user facility was superb. The facility ran extremely well, delivering 89% of the scheduled user beam to 25 experimental stations during 6.5 months of user running. Over 600 users came from 167 institutions to participate in 343 experiments. Users from private industry were involved in 31% of these experiments. The SPEAR accelerator ran very well with no major component failures and an unscheduled down time of only 2.9%. In addition to this increased reliability, there was a significant improvement in the stability of the beam. Using Synchrotron-Radiation-based Photoelectron Spectroscopy and X-ray Absorption Spectroscopy, the theoretical results within recent progress reports supplied under Contract B590089 have been evaluated. Three appendices are included: A is from Progress Report I; B is from Progress Report II; and C is from an earlier calculation by M. Ryzhkov. The comparisons between the LLNL experimental data and the Russian calculations are quite favorable. The Cluster calculations may represent a new and useful avenue to address unresolved questions within the field of actinide electron structure, particularly that of Pu.

Theoretical studies of high-gain harmonic generation (HGHG) and echo-enabled harmonic generation (EEHG) often start from a simplified model in which the beam is assumed infinitely long and longitudinally uniform and the laser induced energy modulation is perfectly sinusoidal and of infinite duration. In such a model the resulting seed has a spectrum consisting of a collection of delta-functions (of zero width) located at the harmonics of the laser frequency. Being a useful tool for study of the seed bunching amplitudes, such a model cannot be used for realistic analysis the spectral properties of the seed. In this paper we take into account the finite duration of the laser pulse as well as some possible laser phase errors to study their effect on the spectrum of the seed.

We present a new framework for feature-based statistical analysis of large-scale scientific data and demonstrate its effectiveness by analyzing features from Direct Numerical Simulations (DNS) of turbulent combustion. Turbulent flows are ubiquitous and account for transport and mixing processes in combustion, astrophysics, fusion, and climate modeling among other disciplines. They are also characterized by coherent structure or organized motion, i.e. nonlocal entities whose geometrical features can directly impact molecular mixing and reactive processes. While traditional multi-point statistics provide correlative information, they lack nonlocal structural information, and hence, fail to provide mechanistic causality information between organized fluid motion and mixing and reactive processes. Hence, it is of great interest to capture and track flow features and their statistics together with their correlation with relevant scalar quantities, e.g. temperature or species concentrations. In our approach we encode the set of all possible flow features by pre-computing merge trees augmented with attributes, such as statistical moments of various scalar fields, e.g. temperature, as well as length-scales computed via spectral analysis. The computation is performed in an efficient streaming manner in a pre-processing step and results in a collection of meta-data that is orders of magnitude smaller than the original simulation data. The CERN Axion Solar Telescope (CAST) is a ground based experiment located in Geneva (Switzerland) searching for axions coming from the Sun. Axions, hypothetical particles that not only could solve the strong CP problem but also be one of the favored candidates for dark matter, can be produced in the core of the Sun via the Primakoff effect. They can be reconverted into X-ray photons on Earth in the presence of strong electromagnetic fields. In order to look for axions, CAST points a decommissioned LHC prototype dipole magnet with different X-ray detectors installed in both ends of the magnet towards the Sun. The analysis of the data acquired during the first phase of the experiment yielded the most restrictive experimental upper limit on the axion-to-photon coupling constant for axion masses up to about 0.02 eV/c{sup 2}. During the second phase, CAST extends its mass sensitivity by tuning the electron density present in the magnetic field region. Injecting precise amounts of helium gas has enabled CAST to look for axion masses up to 1.2 eV/c{sup 2}. Emerging standards such as OpenADR enable Demand Response (DR) Resources to interact directly with Utilities and Independent System Operators to allow their facility automation equipment to respond to a variety of DR signals ranging from day ahead to real time ancillary services. In addition, there are Aggregators in today’s markets who are capable of bringing together collections of aggregated DR assets and selling them to the grid as a single resource. However, in most cases these aggregated resources are not automated and when they are, they typically use proprietary technologies. There is a need for a framework for dealing with aggregated resources that supports the following requirements: • Allows demand-side resources to participate in multiple DR markets ranging from wholesale ancillary services to retail tariffs without being completely committed to a single entity like an Aggregator; • Allow aggregated groups of demand-side resources to be formed in an ad hoc fashion to address specific grid-side issues and support the optimization of the collective response of an aggregated group along a number of different dimensions. This is important in order to taylor the aggregated performance envelope to the needs to of the grid; • Allow aggregated groups to be formed in …

The National Museum of the Pacific War presents an oral interview with Vaughn Attaway. Attaway was married and living on the farm when he was drafted into the Army in October, 1944. After training, Attaway was shipped to Luzon and attached to the 161st Infantry Battlaion, 25th Infantry Division. Attaway describes varoius patrols he conducted in the hills on Luzon. When the war ended, Attaway's unit began training for the invasion of Japan. When the war ended, Attaway was assigned occupation duty in Japan. Attaway shares a few anecdotes about occupation duty. Attaway returned to the US and was discharged in August, 1946.

The National Museum of the Pacific War presents an oral interview with Dr. Walter N. Burnette. Burnette mentions being involved in the mafia and gaining permission to leave that life. From there, he went to West Point in 1940. His graduation was accelerated due to the war. He graduated in 1943 and was commissioned in the Army Air Forces. General Hap Armold pinned his wings on him. He was originally slated to fly B-25s or B-17s, but was too small to fly medium or heavy bombers so he transitioned to flying A-20s instead. After completing training, Burnette and six other A-20s were ordered to Casa Blanca. Burnette describes the trip to North Africa. Burnette was assigned to the 47th Bomb Goup, 12th Air Force and found his unit in Italy. He mentions seeing the Tuskegee Airmen. Burnette carried an Army infantry captain in the nose of his aircraft on a bombing mission and was then invited to visit the infantry on the front lines, which he did. He went on a dawn patrol and got close to the German lines. Burnette also describes attacking Monte Cassino. When Burnette finished 50 missions he was assigned to the 5th Air Force to …
