IT Dashboard: Accuracy Has Improved, and Additional Efforts Are Under Way to Better Inform Decision Making

A letter report issued by the Government Accountability Office with an abstract that begins "Each year the federal government spends billions of dollars on information technology (IT) investments. Given the importance of program oversight, the Office of Management and Budget (OMB) established a public website, referred to as the IT Dashboard, that provides detailed information on about 800 federal IT investments, including assessments of actual performance against cost and schedule targets (referred to as ratings). According to OMB, these data are intended to provide both a near-real-time and historical perspective of performance. In the third of a series of Dashboard reviews, GAO was asked to examine the accuracy of the Dashboard's cost and schedule performance ratings. To do so, GAO compared the performance of eight major investments undergoing development from four agencies with large IT budgets (the Departments of Commerce, the Interior, and State, as well as the General Services Administration) against the corresponding ratings on the Dashboard, and interviewed OMB and agency officials."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the use of test facilities as a means of leveraging public, private, and academic resources to deliver technologies for the Next Generation Air Transportation System (NextGen). NextGen will affect nearly every aspect of air transportation and will transform the way in which the air transportation system operates today. It is a complex undertaking that requires new technologies--including new integrated ground and aircraft systems--as well as new procedures, processes, and supporting infrastructure. The result will be an air transportation system that relies on satellite-based surveillance and navigation, data communications, and improved collaborative decision making. Transforming the nation's air transportation system affects and involves the activities and missions of several federal agencies, though the Federal Aviation Administration (FAA) is the lead implementer. In addition, NextGen was designed and planned to be developed in collaboration with aviation stakeholders--airlines and other airspace users, air traffic controllers, and avionics, aircraft, and automation systems manufacturers--in order to facilitate coordinated research activities, transfer technologies from FAA and partner agencies to the private sector, and take advantage of research and technology developed by the private sector that could meet NextGen needs, as appropriate. …

Federal Housing Administration: Improvements Needed in Risk Assessment and Human Capital Management

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Housing and Urban Development's (HUD) Federal Housing Administration (FHA) has helped millions purchase homes by insuring private lenders against losses from defaults on FHA-insured single-family mortgages. In recent years, FHA has experienced a dramatic increase in its market role due, in part, to the contraction of other mortgage market segments. The increased reliance on FHA mortgage insurance highlights the need for FHA to ensure that it has the proper controls in place to minimize financial risks while meeting the housing needs of borrowers. In addition to providing data on FHA's single-family workload, GAO was asked to evaluate (1) FHA's risk assessment strategy, including the extent to which it is consistent with HUD and GAO internal control standards, and (2) steps FHA has taken to manage the risks in its single-family programs. To address these objectives, GAO analyzed data from fiscal years 2006-2010 on single-family business volume and workload, reviewed FHA documents on risk assessment and changes made to manage risks (such as those to human capital), and interviewed FHA officials."

Of FFT-based convolutions and correlations, with application to solving Poisson's equation in an open rectangular pipe

A new method is presented for solving Poisson's equation inside an open-ended rectangular pipe. The method uses Fast Fourier Transforms (FFTs)to perform mixed convolutions and correlations of the charge density with the Green function. Descriptions are provided for algorithms based on theordinary Green function and for an integrated Green function (IGF). Due to its similarity to the widely used Hockney algorithm for solving Poisson'sequation in free space, this capability can be easily implemented in many existing particle-in-cell beam dynamics codes.

DEMONSTRATION OF THE GLYCOLIC-FORMIC FLOWSHEET IN THE SRNL SHIELDED CELLS USING ACTUAL WASTE

Glycolic acid was effective at dissolving many metals, including iron, during processing with simulants. Criticality constraints take credit for the insolubility of iron during processing to prevent criticality of fissile materials. Testing with actual waste was needed to determine the extent of iron and fissile isotope dissolution during Chemical Process Cell (CPC) processing. The Alternate Reductant Project was initiated by the Savannah River Remediation (SRR) Company to explore options for the replacement of the nitric-formic flowsheet used for the CPC at the Defense Waste Processing Facility (DWPF). The goals of the Alternate Reductant Project are to reduce CPC cycle time, increase mass throughput of the facility, and reduce operational hazards. In order to achieve these goals, several different reductants were considered during initial evaluations conducted by Savannah River National Laboratory (SRNL). After review of the reductants by SRR, SRNL, and Energy Solutions (ES) Vitreous State Laboratory (VSL), two flowsheets were further developed in parallel. The two flowsheet options included a nitric-formic-glycolic flowsheet, and a nitric-formic-sugar flowsheet. As of July 2011, SRNL and ES/VSL have completed the initial flowsheet development work for the nitric-formic-glycolic flowsheet and nitric-formic-sugar flowsheet, respectively. Conclusions of this presentation are: (1) Open SpeedShop's (OSS) is convenient to use for large, parallel, scientific simulation codes; (2) Large codes benefit from uninstrumented execution; (3) Many experiments can be run in a short time - might need multiple shots e.g. usertime for caller-callee, hwcsamp for HW counters; (4) Decent idea of code's performance is easily obtained; (5) Statistical sampling calls for decent number of samples; and (6) HWC data is very useful for micro-analysis but can be tricky to analyze.

IMPACT OF THE SMALL COLUMN ION EXCHANGE PROCESS ON THE DEFENSE WASTE PROCESSING FACILITY - 12112

The Savannah River Site (SRS) is investigating the deployment of a parallel technology to the Salt Waste Processing Facility (SWPF, presently under construction) to accelerate high activity salt waste processing. The proposed technology combines large waste tank strikes of monosodium titanate (MST) to sorb strontium and actinides with two ion exchange columns packed with crystalline silicotitanate (CST) resin to sorb cesium. The new process was designated Small Column Ion Exchange (SCIX), since the ion exchange columns were sized to fit within a waste storage tank riser. Loaded resins are to be combined with high activity sludge waste and fed to the Defense Waste Processing Facility (DWPF) for incorporation into the current glass waste form. Decontaminated salt solution produced by SCIX will be fed to the SRS Saltstone Facility for on-site immobilization as a grout waste form. Determining the potential impact of SCIX resins on DWPF processing was the basis for this study. Accelerated salt waste treatment is projected to produce a significant savings in the overall life cycle cost of waste treatment at SRS.

We report on our recent measurements of the Cabibbo-Kobayashi-Maskawa CP-violating phase {gamma} and of related CP-asymmetries and branching fraction ratios. The measurements have been performed on samples of up to 465 million B{bar B} pairs collected by the BABAR detector at the SLAC PEP-II asymmetric-energy B factory in the years 1999-2007.

Evaluation of Beam Loss and Energy Depositions for a Possible Phase II Design for LHC Collimation

The LHC beams are designed to have high stability and to be stored for many hours. The nominal beam intensity lifetime is expected to be of the order of 20h. The Phase II collimation system has to be able to handle particle losses in stable physics conditions at 7 TeV in order to avoid beam aborts and to allow correction of parameters and restoration to nominal conditions. Monte Carlo simulations are needed in order to evaluate the behavior of metallic high-Z collimators during operation scenarios using a realistic distribution of losses, which is a mix of the three limiting halo cases. Moreover, the consequences in the IR7 insertion of the worst (case) abnormal beam loss are evaluated. The case refers to a spontaneous trigger of the horizontal extraction kicker at top energy, when Phase II collimators are used. These studies are an important input for engineering design of the collimation Phase II system and for the evaluation of their effect on adjacent components. The goal is to build collimators that can survive the expected conditions during LHC stable physics runs, in order to avoid quenches of the SC magnets and to protect other LHC equipments.

Geometric Phase Of The Faraday Rotation Of Electromagnetic Waves In Magnetized Plasma

The geometric phase of circularly polarized electromagnetic waves in nonuniform magnetized plasmas is studied theoretically. The variation of the propagation direction of circularly polarized waves results in a geometric phase, which also contributes to the Faraday rotation, in addition to the standard dynamical phase. The origin and properties of the geometric phase is investigated. The in uence of the geometric phase to plasma diagnostics using Faraday rotation is also discussed as an application of the theory.

Development of the Anl Plant Dynamics Code and Control Strategies for the Supercritical Carbon Dioxide Brayton Cycle and Code Validation With Data From the Sandia Small-Scale Supercritical Carbon Dioxide Brayton Cycle Test Loop.a

Significant progress has been made in the ongoing development of the Argonne National Laboratory (ANL) Plant Dynamics Code (PDC), the ongoing investigation and development of control strategies, and the analysis of system transient behavior for supercritical carbon dioxide (S-CO{sub 2}) Brayton cycles. Several code modifications have been introduced during FY2011 to extend the range of applicability of the PDC and to improve its calculational stability and speed. A new and innovative approach was developed to couple the Plant Dynamics Code for S-CO{sub 2} cycle calculations with SAS4A/SASSYS-1 Liquid Metal Reactor Code System calculations for the transient system level behavior on the reactor side of a Sodium-Cooled Fast Reactor (SFR) or Lead-Cooled Fast Reactor (LFR). The new code system allows use of the full capabilities of both codes such that whole-plant transients can now be simulated without additional user interaction. Several other code modifications, including the introduction of compressor surge control, a new approach for determining the solution time step for efficient computational speed, an updated treatment of S-CO{sub 2} cycle flow mergers and splits, a modified enthalpy equation to improve the treatment of negative flow, and a revised solution of the reactor heat exchanger (RHX) equations coupling the S-CO{sub 2} …

GLASSES CONTAINING IRON (II III) OXIDES FOR IMMOBILIZATION OF RADIOACTIVE TECHNETIUM

Technetium-99 (Tc-99) has posed serious environmental threats as US Department of Energy's high-level waste. This work reports the vitrification of Re, as surrogate for Tc-99, by iron-borosilicate and iron-phosphate glasses, respectively. Iron-phosphate glasses can dissolve Re as high as {approx} 1.2 wt. %, which can become candidate waste forms for Tc-99 disposal, while borosilicate glasses can retain less than 0.1 wt. % of Re due to high melting temperature and long melting duration. Vitrification of Re as Tc-99's mimic was investigated using iron-borosilicate and iron-phosphate glasses. The retention of Re in borosilicate glasses was less than 0.1 wt. % and more than 99 wt. % of Re were volatilized due to high melting temperature and long melting duration. Because the retention of Re in iron-phosphate glasses is as high as 1.2 wt. % and the volatilization is reduced down to {approx}50 wt. %, iron-phosphate glasses can be one of the glass waste form candidates for Tc (or Re) disposal. The investigations of chemical durability and leaching test of iron-phosphate glasses containing Re are now underway to test the performance of the waste form.

Summary of the LARP Mini-Workshop on Beam-Beam Compensation 2007

The LARP Mini-Workshop on Beam-Beam Compensation 2007 was held at SLAC, 2-4 July 2007. It was attended by 33 participants from 10 institutions in Asia, Europe, and America. 26 presentations were given, while more than one third of the time was allocated to discussions. The workshop web site is Ref. [1]. The workshop's main focus was on long-range and head-on beam-beam compensation, with a view towards application in the LHC. Other topics included the beam-beam performance of previous, existing and future circular colliders; beam-beam simulations; new operating modes, theory, and unexplained phenomena. This summary is also published as Ref. [2].

Lepton Flavour Violation in Tau Decays at BaBar

Recent results from {tau} physics studies at BABAR are presented with an emphasis on Lepton Flavour Violation measurements. The results from the current generation of B-meson Factories are already beginning to constrain the parameter space of models that go beyond the Standard Model. By the end of their data-taking, the current generation of B-meson factories will have produced nearly 2 billion {tau} pair decays. The physics potential of this legacy has only just begun to be exploited.

Recent Results on Semileptonic Decays at Babar

Some recent BABAR results on semileptonic decays are presented. They focus on the determination of the CKM matrix elements |V{sub ub}| and |V{sub cb}| in inclusive and exclusive b {yields} u{ell}v and b {yields} c{ell}v decays, and on form factors measurement in exclusive c {yields} s{ell}v decays. Semileptonic decays play a crucial role in the determination of the unitarity triangle parameters: decays of the b quark give access to the CKM matrix elements |V{sub ub}| and |V{sub cb}|, while charm decays provide a way to validate lattice QCD computations through form factors measurements. Such calculations provide theoretical inputs that are used, especially, in the b sector. A lot of new results have been obtained by the BABAR collaboration during the last years, thanks to the large b{bar b} and c{bar c} production cross-sections and to the large recorded statistics. Some of these measurements are presented here.

CKM-UT Angles: Mixing And CP Violation at the B Factories

We review the experimental status of the angles of the Unitarity Triangle of the CKM matrix, as measured by the BABAR and Belle experiments. The B Factories have demonstrated since the beginning of this decade that CP violation in the B meson system is consistent with the Standard Model (SM) description in terms of the complex phase in the three-by-three Cabibbo-Kobayashi-Maskawa (CKM) matrix. With one single phase, the SM predicts clear patterns for quark mixing and CP violations, to be satisfied by all processes.

Sensitivity to Error Fields in NSTX High Beta Plasmas

It was found that error field threshold decreases for high β in NSTX, although the density correlation in conventional threshold scaling implies the threshold would increase since higher β plasmas in our study have higher plasma density. This greater sensitivity to error field in higher β plasmas is due to error field amplification by plasmas. When the effect of amplification is included with ideal plasma response calculations, the conventional density correlation can be restored and threshold scaling becomes more consistent with low β plasmas. However, it was also found that the threshold can be significantly changed depending on plasma rotation. When plasma rotation was reduced by non-resonant magnetic braking, the further increase of sensitivity to error field was observed.
