THERMAL ANALYSIS OF WASTE GLASS MELTER FEEDS

Melter feeds for high-level nuclear waste (HLW) typically contain a large number of constituents that evolve gas on heating, Multiple gas-evolving reactions are both successive and simultaneous, and include the release of chemically bonded water, reactions of nitrates with organics, and reactions of molten salts with solid silica. Consequently, when a sample of a HLW feed is subjected to thermogravimetric analysis (TGA), the rate of change of the sample mass reveals multiple overlapping peaks. In this study, a melter feed, formulated for a simulated high-alumina HLW to be vitrified in the Waste Treatment and Immobilization Plant, currently under construction at the Hanford Site in Washington State, USA, was subjected to TGA. In addition, a modified melter feed was prepared as an all-nitrate version of the baseline feed to test the effect of sucrose addition on the gas-evolving reactions. Activation energies for major reactions were determined using the Kissinger method. The ultimate aim of TGA studies is to obtain a kinetic model of the gas-evolving reactions for use in mathematical modeling of the cold cap as an element of the overall model of the waste-glass melter. Thermal Stability Of Formohydroxamic Acid

The thermal stability of formohydroxamic acid (FHA) was evaluated to address the potential for exothermic decomposition during storage and its use in the uranium extraction process. Accelerating rate calorimetry showed rapid decomposition at a temperature above 65 {degree}C; although, the rate of pressure rise was greater than two orders of magnitude less than the lower bound for materials which have no explosive properties with respect to transportation. FHA solutions in water and nitric acid did not reach runaway conditions until 150 {degree}C. Analysis by differential scanning calorimetry showed that FHA melted at 67 {degree}C and thermally decomposed at 90 {degree}C with an enthalpy of -1924 J/g. The energics of the FHA thermal decomposition are comparable to those measured for aqueous solutions of hydroxylamine nitrate. Solid FHA should be stored in a location where the temperature does not exceed 20-25 {degree}C. As a best practice, the solid material should be stored in a climate-controlled environment such as a refrigerator or freezer. FHA solutions in water are not susceptible to degradation by acid hydrolysis and are the preferred way to handle FHA prior to use.

Time-Resolved Synchrotron X-ray Diffraction on Pulse Laser Heated Iron in Diamond Anvil Cell

The authors present time-resolved synchrotron x-ray diffraction to probe the {var_epsilon}-{delta} phase transition of iron during pulse-laser heating in a diamond anvil cell. The system utilizes a monochromatic synchrotron x-ray beam, a two-dimensional pixel array x-ray detector and a dual beam, double side laser-heating system. Multiple frames of the diffraction images are obtained in real-time every 22 ms over 500 ms of the entire pulse heating period. The results show the structural evolution of iron phases at 17 GPa, resulting in thermal expansion coefficient 1/V({Delta}V/{Delta}T){sub p} = 7.1 * 10{sup -6}/K for {var_epsilon}-Fe and 2.4 * 10{sup -5}/K for {gamma}-Fe, as well as the evidence for metastability of {gamma}-Fe at low temperatures below the {var_epsilon}-{gamma} phase boundary.

Transportation Security Information Sharing: Stakeholders Generally Satisfied but TSA Could Improve Analysis, Awareness, and Accountability

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. transportation system, comprised of aviation, freight rail, highway, maritime, mass transit and passenger rail, and pipelines, moves billions of passengers and millions of tons of goods each year. Disrupted terrorist attacks involving rail and air cargo in 2010 demonstrate the importance of effective information sharing with transportation security stakeholders. The Transportation Security Administration (TSA) is the lead agency responsible for communicating security-related information with all modes. In response to the Implementing Recommendations of the 9/11 Commission Act of 2007, GAO assessed 1) the satisfaction of transportation stakeholders with the quality of TSA's transportation security information products, 2) satisfaction with mechanisms used to disseminate them, and 3) the extent to which TSA's roles and responsibilities are clearly defined. GAO surveyed 335 aviation, rail, and highway stakeholders (with an 82 percent response rate); reviewed agency planning documents; and interviewed industry associations, transportation stakeholders, and Department of Homeland Security officials. TRITIUM IN-BED ACCOUNTABILITY FOR A PASSIVELY COOLED, ELECTRICALLY HEATED HYDRIDE BED

A PAssively Cooled, Electrically heated hydride (PACE) Bed has been deployed into tritium service in the Savannah River Site (SRS) Tritium Facilities. The bed design, absorption and desorption performance, and cold (non-radioactive) in-bed accountability (IBA) results have been reported previously. Six PACE Beds were fitted with instrumentation to perform the steady-state, flowing gas calorimetric inventory method. An IBA inventory calibration curve, flowing gas temperature rise ({Delta}T) versus simulated or actual tritium loading, was generated for each bed. Results for non-radioactive ('cold') tests using the internal electric heaters and tritium calibration results are presented. Changes in vacuum jacket pressure significantly impact measured IBA {Delta}T values. Higher jacket pressures produce lower IBA {Delta}T values which underestimate bed tritium inventories. The exhaust pressure of the IBA gas flow through the bed's U-tube has little influence on measured IBA {Delta}T values, but larger gas flows reduce the time to reach steady-state conditions and produce smaller tritium measurement uncertainties.

U.S. and EU Agricultural Support: Overview and Comparison

This report uses data from two public sources to compare agricultural support between the United States and the European Union (EU): (1) estimates of domestic support for agricultural programs based on World Trade Organization (WTO) notifications; and (2) the Organization for Economic Cooperation and Development's (OECD's) country-level policy database. Each of these data sources uses a slightly different metric to evaluate agricultural support. The report includes an overview of farm programs in the U.S. and EU, comparisons of support based on the metrics, and conclusions with policy implications.

The Transport Task Force (TTF) Meeting is a venue for vigorous scientific discourse and discussion on topics in transport and turbulence in fusion plasmas. Its participation is international. The 2010 meeting was highly effective, with 139 registered participants and 131 presentations. This is remarkable for an even year (IAEA year) meeting. The meeting clearly fostered progress in understanding and control of turbulent transport.
