Expanded High-Level Waste Glass Property Data Development: Phase I
Two separate test matrices were developed as part if the EM-21 Glass Matrix Crucible Testing. The first matrix, developed using a single component-at-a-time design method and covering glasses of interest primarily to Hanford, is addressed in this data package. This data package includes methods and results from glass fabrication, chemical analysis of glass compositions, viscosity, electrical conductivity, liquidus temperature, canister centerline cooling, product consistency testing, and the toxicity characteristic leach procedure.

Experiment to Detect Accelerating Modes in a Photonic Bandgap Fiber
An experimental effort is currently underway at the E-163 test beamline at Stanford Linear Accelerator Center to use a hollow-core photonic bandgap (PBG) fiber as a high-gradient laser-based accelerating structure for electron bunches. For the initial stage of this experiment, a 50pC, 60 MeV electron beam will be coupled into the fiber core and the excited modes will be detected using a spectrograph to resolve their frequency signatures in the wakefield radiation generated by the beam. They will describe the experimental plan and recent simulation studies of candidate fibers.

An experimental apparatus for diffraction-limites soft x-ray nanofocusing
Realizing the experimental potential of high-brightness, next generation synchrotron and free-electron laser light sources requires the development of reflecting x-ray optics capable of wavefront preservation and high-resolution nano-focusing. At the Advanced Light Source (ALS) beamline 5.3.1, we are developing broadly applicable, high-accuracy, in situ, at-wavelength wavefront measurement techniques to surpass 100-nrad slope measurement accuracy for diffraction-limited Kirkpatrick-Baez (KB) mirrors. The at-wavelength methodology we are developing relies on a series of wavefront-sensing tests with increasing accuracy and sensitivity, including scanning-slit Hartmann tests, grating-based lateral shearing interferometry, and quantitative knife-edge testing. We describe the original experimental techniques and alignment methodology that have enabled us to optimally set a bendable KB mirror to achieve a focused, FWHM spot size of 150 nm, with 1 nm (1.24 keV) photons at 3.7 mrad numerical aperture. The predictions of wavefront measurement are confirmed by the knife-edge testing.The side-profiled elliptically bent mirror used in these one-dimensional focusing experiments was originally designed for a much different glancing angle and conjugate distances. This work demonstrates that high-accuracy, at-wavelength wavefront-slope feedback can be used to optimize the pitch, roll, and mirror-bending forces in situ, using procedures that are deterministic and repeatable.

Extend EnergyPlus to Support Evaluation, Design, and Operation of Low Energy Buildings
During FY10-11, Pacific Northwest National Laboratory in collaboration with the EnergyPlus development team implemented the following high priority enhancements to support the simulation of high performance buildings: (1) Improve Autosizing of Heating, Ventilation, and Air Conditioning (HVAC) Components; (2) Life-Cycle Costing to Evaluate Energy Efficiency Upgrades; (3) Develop New Model to Capture Transformer Losses; (4) Enhance the Model for Electric Battery Storage; and (5) Develop New Model for Chiller-Tower Optimization. This report summarizes the technical background, new feature development and implementation details, and testing and validation process for these enhancements. The autosizing, life-cycle costing and transformer model enhancements/developments were included in EnergyPlus release Version 6.0, and the electric battery model development will be included in Version 7.0. The model development of chiller-tower optimization will be included in a later version (after Version 7.0).

Federal Reserve System: Opportunities Exist to Strengthen Policies and Processes for Managing Emergency Assistance
A letter report issued by the Government Accountability Office with an abstract that begins "The Dodd-Frank Wall Street Reform and Consumer Protection Act directed GAO to conduct a one-time audit of the emergency loan programs and other assistance authorized by the Board of Governors of the Federal Reserve System (Federal Reserve Board) during the recent financial crisis. This report examines the emergency actions taken by the Federal Reserve Board from December 1, 2007, through July 21, 2010. For each of these actions, where relevant, GAO's objectives included a review of (1) the basis and purpose for its authorization, as well as accounting and financial reporting internal controls; (2) the use, selection, and payment of vendors; (3) management of conflicts of interest; (4) policies in place to secure loan repayment; and (5) the treatment of program participants. To meet these objectives, GAO reviewed program documentation, analyzed program data, and interviewed officials from the Federal Reserve Board and Reserve Banks (Federal Reserve System)."
