Oral History Interview with Gilberto Hernandez, January 21, 2011

The National Museum of the Pacific War presents an oral interview with Gilberto Hernandez. Hernandez was born in Corpus Christi, Texas 13 September 1925. He worked on farms at a very young age with his formal schooling ending after the third grade. After his induction into the US Army in 1943 he was sent to Camp Wolters, Texas for basic training. He was temporarily assigned to the 42nd Infantry Division and then shipped to Camp Brackenridge, Kentucky where he joined the 75th Infantry Division. After receiving advanced training the division boarded a ship for Liverpool, England. The unit was then stationed in La Havre, France until called upon to participate in the Battle of the Bulge. On 17 January 1945, Hernandez was severely wounded. Hernandez was taken to a field hospital and then to a general hospital in Paris. There his leg was partially amputated. He was then sent to Bushnell General Military Hospital in Brigham City, Utah. He comments on the crude construction of the prosthesis of which he was originally fitted. He was discharged July 1945.

Ryan White CARE Act: Estimated Effect of Draft Stop-Loss Provision

Correspondence issued by the Government Accountability Office with an abstract that begins "Congress asked us to estimate the effect on Ryan White Comprehensive AIDS Resources Emergency Act of 1990 (CARE Act) funding to urban areas if a certain stop-loss provision was enacted. The CARE Act, administered by the Department of Health and Human Services' (HHS) Health Resources and Services Administration (HRSA), was enacted to address the needs of jurisdictions, health care providers, and people with human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS). In October 2009, the Ryan White HIV/AIDS Treatment Extension Act of 2009 (RWTEA) reauthorized CARE Act programs for fiscal years 2010 through 2013. The stop-loss provision that you asked us to address was contained in a draft consolidated appropriations bill for fiscal year 2011."

Final Progress Report

The objective of this project was to complete the specifications and drawings for a variable speed kitchen exhaust system and the boiler heating system which when implemented will improve the heating efficiency of the building. The design work was focused in two key areas: kitchen ventilation and heating for the Ernie Turner Center building (ETC). RSA completed design work and issued a set of 100% drawings. RSA also worked with a cost estimator to put together a detailed cost estimate for the project. The design components are summarized.

Oral History Interview with Clyde Dahlin, April 21, 2011

The National Museum of the Pacific War presents an oral interview with Clyde Dahlin. Dahlin was drafted into the Army in 1943. He was sent to the Pacific and joined the 25th Infantry Division as a replacement rifleman. Dahlin discusses the combat conditions that he faced in Northern Luzon. He tells of an incident where he helped evacuate a wounded soldier and hiding in fox holes from enemy fire. Dahlin was removed from the frontlines toward the end of the war because he was only 18. He became an MP and tells of interactions that he witnessed between Filipinos and Japanese POWs. Dahlin then tells of his experiences during the year that he served in occupied Japan.

GAO Human Capital Management: Efforts Taken to Ensure Effective Campus Recruitment

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses GAO's campus recruitment program. As an organization committed to having a high-performing, diverse workforce, GAO places great importance on attracting, hiring, training, and retaining employees with the skills needed to support GAO's mission to serve Congress and the American public. GAO has a multi-disciplinary workforce, with most staff having backgrounds in public policy, public administration, law, business, computer science, accounting, social sciences, or economics. While our current and future hiring will be shaped by today's constrained budget environment, over the past 5 years, on average, GAO has hired about 300 employees each year. The majority of these hires were for analyst and analyst-related positions at the entry level. GAO also has a robust paid student intern program each year. Many of these interns return as entry-level analysts. Having a strong campus recruitment program has played a key role in attracting highly qualified candidates for our permanent and intern positions and building our workforce. Correspondence issued by the Government Accountability Office with an abstract that begins "In November 2010, we issued our report on the results of our audit of the financial statements of the Internal Revenue Service (IRS) as of, and for the fiscal years ending, September 30, 2010, and 2009, and on the effectiveness of its internal control over financial reporting as of September 30, 2010. We also reported our conclusions on IRS's compliance with selected provisions of laws and regulations and on whether IRS's financial management systems substantially comply with the requirements of the Federal Financial Management Improvement Act of 1996. In March 2011, we issued a report on information security issues identified during our fiscal year 2010 audit, along with associated recommendations for corrective actions. The purpose of this report is to present internal control issues identified during our audit of IRS's fiscal year 2010 financial statements for which we do not already have any recommendations outstanding. While two of these issues contributed to a significant deficiency in internal control discussed in our report on the results of our fiscal year 2010 financial statement audit, they all warrant IRS management's attention. Nutrition Assistance: Additional Efficiencies Could Improve Services to Older Adults

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses our recent work on food insecurity among older adults and the nutrition assistance programs available to assist them, including nutrition assistance programs authorized under the Older Americans Act of 1965 (OAA). This work can help inform government policymakers as they address the needs of one of our nation's most vulnerable populations while ensuring the efficiency and effectiveness of federal programs given rapidly building fiscal pressures facing our national government. While the economy is still recovering and in need of careful attention, widespread agreement exists on the need to look not only at the near term but also at steps that begin to change the long-term fiscal path as soon as possible without slowing the recovery. Our recent work can help with this by identifying potential inefficiency and overlap among programs. At the same time, there is recognition that the services provided by the OAA can play an important role in helping older adults remain in their homes and communities. As the Congress takes steps to address the fiscal challenge, it will be important that these steps are balanced with efforts to ensure the health and …

Oral History Interview with James Sayles, June 21, 2011

The National Museum of the Pacific War presents an oral interview with James Sayles. Sayles joined the Navy in March 1944 and received basic training at Camp Farragut. Upon completion, he was shipped to Midway and assigned to the USS Pompon (SS-267), nicknamed “The Peaceful P” because it never found any targets. Sayles enjoyed rest camp on Guam. As punishment for using the officers’ pool, he patrolled Truk for four of the hottest weeks of summer, with no air conditioning and while short on rations. When the war ended, he was immediately shipped home. On the way, he stopped for liberty in Panama City. Once stateside, he joined the Air Force and was commissioned at Loyola University as a junior in the ROTC. Sayles took a compassionate discharge in 1951 to care for his wife after the birth of their third child.

Oral History Interview with Talmage Gilbreath, June 21, 2011

The National Museum of the Pacific War presents an oral interview with Talmage Gilbreath. Gilbreath joined the Army in February of 1942. He was trained as a radio operator in the Signal Corps. Gilbreath was assigned to work in communications aboard merchant marine vessels. He travelled in convoys to Murmansk, England, delivered troops to North Africa and brought back German POWs. Gilbreath was then assigned to a refrigerated ship and tells of delivering food throughout the South Pacific. He stayed in the reserves after the war and eventually became a Master Sargent.

FY 2011 4th Quarter Metric: Estimate of Future Aerosol Direct and Indirect Effects

The global and annual mean aerosol direct and indirect effects, relative to 1850 conditions, estimated from CESM simulations are 0.02 W m-2 and -0.39 W m-2, respectively, for emissions in year 2100 under the IPCC RCP8.5 scenario. The indirect effect is much smaller than that for 2000 emissions because of much smaller SO2 emissions in 2100; the direct effects are small due to compensation between warming by black carbon and cooling by sulfate.

Oral History Interview with Martin Gonzales, November 21, 2011

The National Museum of the Pacific War presents an oral interview with Martin Gonzales. Gonzales worked in an aircraft engine plant until he was drafted into the Army in 1943. He joined the 1st Cavalry Division in Australia and took part in the landings at the Admiralty Islands. Gonzales describes becoming a BAR man after the gunner was critically wounded. His unit was then sent to the Philippines and fought on Leyte and Luzon. Gonzales describes the living conditions and details fighting in Manila. He was in Tokyo Bay when the surrender ceremony took place and participated in the occupation for about a month. Gonzales returned to the US and was discharged soon afterwards. He joined a monastery a few years later and discusses his faith in detail.
