Aviation Security: TSA's Revised Cost Comparison Provides a More Reasonable Basis for Comparing the Costs of Private-Sector and TSA Screeners
Correspondence issued by the Government Accountability Office with an abstract that begins "As Congress requested, this letter discusses the Transportation Security Administration's (TSA) efforts to address our January 2009 recommendation to TSA to improve its methodology for comparing the cost and performance of screening services at commercial airports using private-sector screeners under the Screening Partnership Program (SPP airports) and at airports using federal screeners (non-SPP airports). Our January 2009 report identified some design strengths in TSA's analysis comparing the cost and performance of screening services at SPP and non-SPP airports, such as recognizing that cost savings would be limited by the mandated structure of the program, but also identified 10 limitations in TSA's methodology that could affect the accuracy and reliability of the cost and performance comparisons, and its usefulness in informing future management decisions. We recommended that if TSA plans to rely on its comparison of cost and performance of SPP and non-SPP airports for future decision making, the agency should update its analysis to address the limitations we identified. TSA generally concurred with our findings and recommendation."

Initial Pilot Training: Better Management Controls Are Needed to Improve FAA Oversight
A letter report issued by the Government Accountability Office with an abstract that begins "Regional airlines have experienced the last six fatal commercial airline accidents, and pilot performance has been cited as a potential contributory factor in four of these accidents. As a result, Congress and others have raised questions about, among other issues, the initial pilot education and training required before pilots can be hired by airlines, at which time they receive further training. The initial training is provided by pilot schools overseen by the Federal Aviation Administration (FAA). As requested, this report discusses (1) the various types of U.S. pilot schools, how they compare, and associated issues; (2) key similarities and differences between the U.S. and international approaches to pilot training; and (3) how and to what extent FAA carries out oversight of pilot training and certification. To address these issues, GAO reviewed literature, legislation, regulations, and FAA documents and inspection and enforcement data; interviewed agency and industry officials; and studied the training approach in Europe because of the different training model and visited four European countries."

Peacekeeping/Stabilization and Conflict Transitions: Background and Congressional Action on the Civilian Response/Reserve Corps and other Civilian Stabilization and Reconstruction Capabilities
The 112th Congress may consider several issues regarding the continuing development of the Civilian Stabilization Initiative (CSI), the effort begun by the George W. Bush Administration to develop a three-component "ready response" civilian force. This report focuses especially on the establishment of the Office of the Coordinator for Reconstruction and Stabilization (S/CRS) in the Office of the Secretary of State, and on the Civilian Reserve Corps (CRC). This report provides background on this initiative, its progression from the Bush Administration through the Obama Administration, and items under consideration in the 112th Congress relating to continued funding of S/CRS and the CRC. It also discusses proposals and tracks related legislative action.

National Flood Insurance Program: Background, Challenges, and Financial Status
In 1968, Congress created the National Flood Insurance Program (NFIP) to address the increasing costs of taxpayer-funded disaster relif for flood victims and the increasing amount of damage caused by floods. Troubled Asset Relief Program (TARP): Implementation and Status
The Troubled Asset Relief Program (TARP) was created by the Emergency Economic Stabilization Act1 (EESA) enacted on October 3, 2008, to address the ongoing financial crisis. Veterans Benefits: Federal Employment Assistance

Veterans' Benefits: Pension Benefit Programs
The Department of Veterans Affairs (VA) administers several pension benefit programs for veterans as well as their surviving spouses and dependent children. The most current pension programs available (for those meeting the eligibility criteria on or after January 1, 1979) are the Improved Disability Pension for certain low-income veterans and the Improved Death Pension for certain low-income surviving spouses or children of veterans. There is also a special pension for Medal of Honor recipients. This report describes these programs, including the eligibility criteria and current benefit levels. This report will be updated as needed to reflect legislative activity and changes to benefits or eligibility requirements.

Temporary Extension of Unemployment Benefits: Emergency Unemployment Compensation (EUC08)
In July 2008, a new temporary unemployment benefit, the Emergency Unemployment Compensation (EUC08) program, began. The most recent legislation, P.L. 111-205, extended the authorization of the EUC08 program, but did not change the structure of the program or augment benefits. This temporary unemployment insurance program provides up to 20 additional weeks of unemployment benefits to certain workers who have exhausted their rights to regular unemployment compensation (UC) benefits. This report discusses the various tiers of the EUC08 program, as well as related legislation. This report will be updated to reflect current congressional action or programmatic changes.

Department of Defense Food Procurement: Background and Status
Military food items, also known as subsistence items, are generally procured under the auspices of the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD) which provides worldwide logistics support for the U.S. military services. Under DLA, the Defense Supply Center (DCSP) is the inventory control point for food, clothing, textiles, medicines, medical equipment, general and industrial supplies and services for the military, their eligible dependents, and other non-DOD customers worldwide. Egypt in Transition
This report provides a brief overview of the transition underway and information on U.S. foreign aid to Egypt. U.S. policy toward Egypt has long been framed as an investment in regional stability, built primarily on long-running military cooperation and sustaining the March 1979 Egyptian-Israeli peace treaty. Successive U.S. Administrations have viewed Egypt's government as a moderating influence in the Middle East. Navy Aegis Ballistic Missile Defense (BMD) Program: Background and Issues for Congress
This report provides background information and issues for Congress on the Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, and gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. Issues for Congress concerning the Aegis BMD program include whether to approve, reject, or modify MDA and Navy funding requests for the program, and whether to provide MDA or the Navy with additional direction concerning the program. Yemen: Background and U.S. Relations
With limited natural resources, a crippling illiteracy rate, and high population growth, Yemen faces an array of daunting development challenges that some observers believe make it at risk for becoming a failed state in the next few decades. As the country's population rapidly rises, resources dwindle, and terrorist groups take root in the outlying provinces, the Obama Administration and the 111th Congress are left to grapple with the consequences of Yemeni instability. As President Obama and the 111th Congress reassess U.S. policy toward the Arab world, the opportunity for improved U.S.-Yemeni ties is strong, though recurring tensions over counterterrorism cooperation and lack of U.S. interest in Yemen within the broader foreign policy community persist.
