Defined Benefit Pension Plans: Plans Face Challenges When Investing in Hedge Funds and Private Equity

A statement of record issued by the Government Accountability Office with an abstract that begins "Millions of Americans rely on retirement savings plans for their financial well-being in retirement. Plan sponsors are increasingly investing in assets such as hedge funds (privately administered pooled investment vehicles that typically engage in active trading strategies) and private equity funds (privately managed investment pools that typically make long-term investments in private companies). Given ongoing market challenges, it is important that plan fiduciaries apply best practices, and choose wisely when investing plans assets to ensure that plans are adequately funded to meet future promised benefits. This statement addresses (1) what is known about the extent to which defined benefit plans have invested in hedge funds and private equity, (2) challenges that such plans face in investing in hedge funds and private equity, (3) steps that plan sponsors can take to address these challenges, and (4) the implications of these challenges for plan sponsors and the federal government."

Climate Monitoring: NOAA Can Improve Management of the U.S. Historical Climatology Network

A letter report issued by the Government Accountability Office with an abstract that begins "The National Oceanic and Atmospheric Administration (NOAA) maintains a network of weather-monitoring stations known as the U.S. Historical Climatology Network (USHCN), which monitors the nation's climate and analyzes long-term surface temperature trends. Recent reports have shown that some stations in the USHCN are not sited in accordance with NOAA's standards, which state that temperature instruments should be located away from extensive paved surfaces or obstructions such as buildings and trees. GAO was asked to examine (1) how NOAA chose stations for the USHCN, (2) the extent to which these stations meet siting standards and other requirements, and (3) the extent to which NOAA tracks USHCN stations' adherence to siting standards and other requirements and has established a policy for addressing nonadherence to siting standards. GAO reviewed data and documents, interviewed key NOAA officials, surveyed the 116 NOAA weather forecast offices responsible for managing stations in the USHCN, and visited 8 forecast offices."

Suspension and Debarment: Some Agency Programs Need Greater Attention, and Governmentwide Oversight Could Be Improved

A letter report issued by the Government Accountability Office with an abstract that begins "The federal government spent more than $535 billion on contracted goods and services in fiscal year 2010. One tool for ensuring that agencies are only awarding contracts to responsible sources is the use of suspensions and debarments--actions taken by agencies to exclude firms or individuals from receiving federal contracts or assistance based on various types of misconduct. This report analyzed (1) the nature and extent of governmentwide exclusions reported in the Excluded Parties List System (EPLS) maintained by the General Services Administration; (2) the relationship, if any, between practices at various agencies and the level of suspensions and debarments under federal acquisition regulations; and (3) governmentwide efforts to oversee and coordinate the use of suspensions and debarments across federal agencies. GAO reviewed EPLS data and suspension and debarment programs at 10 federal agencies, including those with relatively more suspensions and debarments and those with few or none to identify differences between the two groups."

Characterization of Mo/Si multilayer growth on stepped topographies

Mo/Si multilayer mirrors with nanoscale bilayer thicknesses have been deposited on stepped substrate topographies, using various deposition angles. The multilayer morphology at the stepedge region was studied by cross section transmission electron microscopy. A transition from a continuous- to columnar layer morphology is observed near the step-edge, as a function of the local angle of incidence of the deposition flux. Taking into account the corresponding kinetics and anisotropy in layer growth, a continuum model has been developed to give a detailed description of the height profiles of the individual continuous layers. Complementary optical characterization of the multilayer system using a microscope operating in the extreme ultraviolet wavelength range, revealed that the influence of the step-edge on the planar multilayer structure is restricted to a region within 300 nm from the step-edge.

COMPUTATIONAL FLUID DYNAMICS MODELING OF SCALED HANFORD DOUBLE SHELL TANK MIXING - CFD MODELING SENSITIVITY STUDY RESULTS

The primary purpose of the tank mixing and sampling demonstration program is to mitigate the technical risks associated with the ability of the Hanford tank farm delivery and celtification systems to measure and deliver a uniformly mixed high-level waste (HLW) feed to the Waste Treatment and Immobilization Plant (WTP) Uniform feed to the WTP is a requirement of 24590-WTP-ICD-MG-01-019, ICD-19 - Interface Control Document for Waste Feed, although the exact definition of uniform is evolving in this context. Computational Fluid Dynamics (CFD) modeling has been used to assist in evaluating scaleup issues, study operational parameters, and predict mixing performance at full-scale.

About 50 million gallons of high-level mixed waste is currently stored in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity waste fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed in an engineered facility on the Hanford site while the IHLW product will likely be directed to a national deep geological disposal facility for high-level nuclear waste. The ILA W and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The objectives of the work reported herein were to assess the corrosion of Inconel 690 and 693 in the FeP glass developed by MS&T and to measure key high temperature properties of the LAW iron phosphate glass. The national organizing committee set the technical program of talks, and provided support and advice in various ways. The conference was well-attended (see Section III). An important feature of this conference was a series of panel discussions (see Section IV) to discuss the field of electronic structure and to set new directions. The technical program was of extraordinarily high quality (see Section V). The host institution, the University of Pennsylvania, provided a supportive environment for this meeting (see Section VI).

Moisture Metrics Project

the goal of this project was to determine the optimum moisture levels for biomass processing for pellets commercially, by correlating data taken from numerous points in the process, and across several different feedstock materials produced and harvested using a variety of different management practices. This was to be done by correlating energy consumption and material through put rates with the moisture content of incoming biomass ( corn & wheat stubble, native grasses, weeds, & grass straws), and the quality of the final pellet product.This project disseminated the data through a public website, and answering questions form universities across Missouri that are engaged in biomass conversion technologies. Student interns from a local university were employed to help collect data, which enabled them to learn firsthand about biomass processing.

Diffusion and Leaching Behavior of Radionuclides in Category 3 Waste Encasement Concrete and Soil Fill Material – Summary Report

One of the methods being considered for safely disposing of Category 3 low-level radioactive wastes is to encase the waste in concrete. Such concrete encasement would contain and isolate the waste packages from the hydrologic environment and would act as an intrusion barrier. The current plan for waste isolation consists of stacking low-level waste packages on a trench floor, surrounding the stacks with reinforced steel, and encasing these packages in concrete. These concrete-encased waste stacks are expected to vary in size with maximum dimensions of 6.4 m long, 2.7 m wide, and 4 m high. The waste stacks are expected to have a surrounding minimum thickness of 15 cm of concrete encasement. These concrete-encased waste packages are expected to withstand environmental exposure (solar radiation, temperature variations, and precipitation) until an interim soil cover or permanent closure cover is installed, and to remain largely intact thereafter. Any failure of concrete encasement may result in water intrusion and consequent mobilization of radionuclides from the waste packages. The mobilized radionuclides may escape from the encased concrete by mass flow and/or diffusion and move into the surrounding subsurface environment. Measuring the Economic Impacts of Federal Investments in Research

Measuring the Economic Impacts of Federal Investments in Research evaluates approaches to measuring the returns on federal research investments. This report identifies new methodologies and metrics that can be developed and used for assessing returns on research across a wide range of fields (biomedical, information technology, energy, agriculture, environment, and other biological and physical sciences, etc.), while using one or more background papers that review current methodologies as a starting point for the discussion. It focuses on tools that are able to exploit available data in the relatively near term rather than on methodologies that may require substantial new data collection. Over the last several years, there has been a growing interest in policy circles in identifying the payoffs from federal agency research investments, especially in terms of economic growth, competitiveness, and jobs. The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President’s commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. SIXTH INTERIM STATUS REPORT: MODEL 9975 PCV O-RING FIXTURE LONG-TERM LEAK PERFORMANCE

A series of experiments to monitor the aging performance of Viton{reg_sign} GLT O-rings used in the Model 9975 package has been ongoing for seven years at the Savannah River National Laboratory. Seventy tests using mock-ups of 9975 Primary Containment Vessels (PCVs) were assembled and heated to temperatures ranging from 200 to 450 F. They were leak-tested initially and have been tested periodically to determine if they meet the criterion of leak-tightness defined in ANSI standard N14.5-97. Fourteen additional tests were initiated in 2008 with GLT-S O-rings heated to temperatures ranging from 200 to 400 F. High temperature aging continues for 33 GLT O-ring fixtures at 200-300 F. Room temperature leak test failures have been experienced in all of the GLT O-ring fixtures aging at 350 F and higher temperatures, and in 7 fixtures aging at 300 F. No failures have yet been observed in GLT O-ring fixtures aging at 200 F for 41-60 months, which is still bounding to O-ring temperatures during storage in K-Area Complex (KAC). Based on expectations that the fixtures aging at 200 F will remain leak-tight for a significant period yet to come, 2 additional fixtures began aging within the past year at an intermediate temperature …
