Postsecondary Education: Student Outcomes Vary at For-Profit, Nonprofit, and Public Schools

A letter report issued by the Government Accountability Office with an abstract that begins "Institutions of higher education, including for-profit, nonprofit, and public schools, receive billions of dollars each year from the Department of Education (Education) to help students pay for school. In the 2009-2010 school year, Education provided $132 billion in grants and loans to students under federal student aid programs, up from $49 billion in the 2001-2002 school year. However, relatively little information is available about the quality of education being provided by these schools. Student characteristics are also important to consider when comparing educational outcomes at schools in different sectors (for-profit, nonprofit, and public). Measuring the quality of educational programs (i.e., how much knowledge or skill students gain) is difficult. Because few direct measures are available, indirect outcome measures, such as graduation and student loan default rates, are often used. Although no single outcome can be used to fully measure something as complex as educational quality, looking at multiple outcome measures (e.g., graduation rates, pass rates on licensing exams, employment outcomes, and student loan default rates) can shed light on the quality of education provided by schools. The JSF is critical for recapitalizing tactical air forces and will require a long-term commitment to very large annual funding outlays. The current estimated investment is $382 billion to develop and procure 2,457 aircraft. This report, prepared in response to a congressional mandate in the National Defense Authorization Act for Fiscal Year 2010, discusses (1) program cost and schedule changes and their implications on affordability; (2) progress made during 2010; (3) design and manufacturing maturity; and (4) test plans and progress. These low-power television stations transmit over a smaller area, and most are less regulated than full-power stations. Low-power television stations use valuable radio frequency spectrum, and the Federal Communications Commission (FCC) noted the stations' digital transition could aid its efforts to clear spectrum for wireless broadband. GAO examined (1) low-power television stations' location and status in transitioning to digital, (2) FCC's steps to transition low-power television stations to digital and whether these stations are facing challenges transitioning to digital, and (3) why low-power television stations were established and the extent to which FCC collects information to determine if low-power television service is meeting FCC's statutory and policy goals. TANF and child welfare programs provide cash assistance and other services that support children living with nonparent caregivers. The U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) oversees TANF and child welfare programs, which are administered by states. GAO was asked to examine the (1) trends and composition of the child-only caseload, (2) characteristics of caregivers and children in nonparent child-only cases, (3) factors influencing the level of benefits and services for children with non-parent caregivers, and (4) coordination efforts between state TANF and child welfare programs. A letter report issued by the Government Accountability Office with an abstract that begins "In August and September 2005, Hurricanes Katrina and Rita devastated large portions of the U.S. Gulf Coast, resulting in nearly 2,000 deaths and severe damage to 305,000 houses and apartments. Thousands of families relocated to communities throughout the United States and enrolled their children in local public or private schools. Some families who remained in the devastated areas enrolled their children in schools other than their home schools because their home schools had been seriously damaged or destroyed. Congress appropriated $880 million for the Temporary Emergency Impact Aid for Displaced Students (Emergency Impact Aid) program to assist local educational agencies (school districts) and private schools with the costs of educating these displaced students. Funds were for costs incurred during the 2005-2006 school year, and could be used for a variety of purposes, including compensating teachers, purchasing curriculum materials, leasing portable classrooms, providing counseling services, and covering reasonable transportation costs. Long tarmac delays have created hardships for some passengers. To enhance passenger protections in the event of flight disruptions, the U.S. Department of Transportation (DOT) recently introduced passenger protection regulations, including a rule that took effect in April 2010 designed to prevent tarmac delays more than 3 hours (the tarmac delay rule), as well as other efforts to improve passenger welfare. As requested, this report addresses (1) whether flight delays and cancellations differ by community size; (2) how DOT's tarmac delay rule has affected passengers and airlines; and (3) how passenger protection requirements in the United States, Canada, and the European Union (EU) affect passengers and airlines. A letter report issued by the Government Accountability Office with an abstract that begins "Over the last decade, Internet-based platforms have emerged that allow individuals to lend money to other individuals in what has become known as person-to-person lending. These online platforms present a new source of credit for borrowers and a potential investment opportunity for those with capital to lend. Both for-profit and nonprofit options exist, allowing for income-generating and philanthropic lending to a variety of people and groups around the world. The Dodd- Frank Wall Street Reform and Consumer Protection Act directed GAO to conduct a study of person-toperson lending. This report addresses (1) how the major person-to-person lending platforms operate and how lenders and borrowers use them; (2) the key benefits and risks to borrowers and lenders and the current system for overseeing these risks; and (3) the advantages and disadvantages of the current and alternative regulatory approaches. Given the importance of program oversight, the Office of Management and Budget (OMB) established a public website, referred to as the IT Dashboard, that provides detailed information on about 800 federal IT investments, including assessments of actual performance against cost and schedule targets (referred to as ratings). According to OMB, these data are intended to provide both a near-real-time and historical perspective of performance. In the third of a series of Dashboard reviews, GAO was asked to examine the accuracy of the Dashboard's cost and schedule performance ratings. Carryover is the reported dollar value of work that has been ordered and funded by customers but not completed at the end of the fiscal year. GAO was asked to determine the extent to which: (1) budget information on depot maintenance carryover approximated actual results from fiscal years 2006 through 2010 and, if not, any needed actions to improve budgeting for carryover; (2) depot maintenance carryover exceeded the allowable amount and any adjustments were made to the allowable amount; and (3) there was growth in carryover at the depots and the reasons for the growth. Correspondence issued by the Government Accountability Office with an abstract that begins "Since 2000, the Navy has undertaken a number of initiatives to achieve greater efficiencies and reduce costs. For example, it reduced the workforce requirements for some of its ships and transitioned away from instructor-led training programs to more computer-based training. In June 2010, we reported the Navy lacked a firm analytical basis for some of the reductions it made to ship crew sizes and therefore could not be assured it had appropriately sized its crews to maintain material readiness and accomplish necessary tasks aboard its ships. We also reported the Navy lacked outcome-based performance measures to evaluate the impact of changes to training on trainees' job performance, knowledge, skills, and abilities once they report to their ships and therefore could not fully determine the effectiveness of the training changes it implemented and whether further adjustments were necessary. We recommended the Navy validate the underlying assumptions and standards it uses to calculate workforce requirements and, as necessary, based on this assessment, reevaluate its cruiser and destroyer workload requirements. We also recommended the Navy develop additional metrics to measure the effectiveness of its training. The Navy concurred with our recommendations. …

A letter report issued by the Government Accountability Office with an abstract that begins "According to the Federal Bureau of Investigation (FBI), an estimated 1.3 million violent crimes occurred nationwide in 2009. The Department of Justice (DOJ) law enforcement components--the Bureau of Alcohol, Tobacco, Firearms and Explosives; Drug Enforcement Administration; FBI, and U.S. Marshals Service--have overlapping jurisdiction over violent crime investigations, specifically when they involve illegal drugs, gang violence, firearms, explosives, arson, and fugitive apprehension. As requested, GAO assessed the extent to which selected agents are clear on their agencies' roles and responsibilities, and how components determine and coordinate roles and responsibilities to avoid unnecessary use of resources. GAO reviewed documents such as department directives and interviewed DOJ component officials in headquarters and nine cities, which were selected based on population and the presence of all DOJ components. GAO also surveyed a randomly selected, nongeneralizable sample of 315 field agents. The results provide valuable information about the range of perspectives of surveyed agents."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the use of test facilities as a means of leveraging public, private, and academic resources to deliver technologies for the Next Generation Air Transportation System (NextGen). NextGen will affect nearly every aspect of air transportation and will transform the way in which the air transportation system operates today. It is a complex undertaking that requires new technologies--including new integrated ground and aircraft systems--as well as new procedures, processes, and supporting infrastructure. The result will be an air transportation system that relies on satellite-based surveillance and navigation, data communications, and improved collaborative decision making. Transforming the nation's air transportation system affects and involves the activities and missions of several federal agencies, though the Federal Aviation Administration (FAA) is the lead implementer. Electronic Tax Return Filing: Improvements Can Be Made before Mandate Becomes Fully Implemented

A letter report issued by the Government Accountability Office with an abstract that begins "The Internal Revenue Service's (IRS) goal is to receive 80 percent of all major types of tax returns electronically by 2012. Legislation passed in November 2009 supports the 80 percent goal for individual income tax returns by requiring tax return preparers who file more than 10 individual returns per year to file them electronically, or e-file. In 2009, IRS electronically processed nearly 95.5 million individual tax returns, or roughly two-thirds of all individual tax returns filed. IRS estimated that it saved $3.10 for each e-filed return that it did not have to process on paper. If the remaining paper returns had been e-filed, IRS could have saved about $148 million in processing costs for 2009 alone. In addition to reducing costs, e-filing provides higher accuracy rates, improved convenience, and faster processing and refunds for taxpayers. Furthermore, IRS officials said that having increased information available electronically could improve the effectiveness of IRS's compliance programs and bring in additional enforcement revenue. CMS helps assure the adequacy of state complaint processes by issuing guidance, monitoring data that state survey agencies enter into CMS's database, and annually assessing performance against specific standards. Concerns have been raised about the timeliness and adequacy of complaint investigations and CMS's oversight. GAO examined (1) complaints received, investigated, and substantiated by state survey agencies; (2) whether those agencies were meeting CMS performance standards and other requirements; and (3) the effectiveness of CMS's oversight. In addition to analyzing CMS data on complaints and performance reviews, GAO examined CMS guidance and conducted interviews with officials from three high- and three low-performing state survey agencies and their CMS regional offices. The National Guard has established 17 CBRNE Enhanced Response Force Packages (CERFP), which are staffed with National Guard part-time personnel, to provide life-saving capabilities in response to a CBRNE event. The teams are intended to coordinate operations with multiple response partners at the local, state, and federal levels--including Department of Defense (DOD) forces. The National Guard Bureau (NGB) is responsible for managing the CERFP program. In recent years, FHA has experienced a dramatic increase in its market role due, in part, to the contraction of other mortgage market segments. The increased reliance on FHA mortgage insurance highlights the need for FHA to ensure that it has the proper controls in place to minimize financial risks while meeting the housing needs of borrowers. In addition to providing data on FHA's single-family workload, GAO was asked to evaluate (1) FHA's risk assessment strategy, including the extent to which it is consistent with HUD and GAO internal control standards, and (2) steps FHA has taken to manage the risks in its single-family programs. Defense Acquisitions: DOD Can Improve Its Management of Configuration Steering Boards

A letter report issued by the Government Accountability Office with an abstract that begins "GAO has previously reported that requirements changes are factors in poor cost and schedule outcomes on Department of Defense (DOD) weapon programs. In 2007, DOD introduced Configuration Steering Boards (CSBs) to review requirement and configuration changes that could adversely affect programs. In 2008, Congress made annual CSB meetings a requirement for all of the military departments' major defense acquisition programs. In response to the Senate report accompanying the bill for the Ike Skelton National Defense Authorization Act for Fiscal Year 2011, GAO assessed (1) the extent to which DOD has complied with the statutory requirements for CSBs, and (2) the extent to which CSBs have been effective in controlling requirements and mitigating cost and schedule risks. To conduct this work, GAO surveyed DOD's major defense acquisition programs, reviewed CSB documentation, and interviewed relevant military service and program officials."

Medicaid Program Integrity: Expanded Federal Role Presents Challenges to and Opportunities for Assisting States

Testimony issued by the Government Accountability Office with an abstract that begins "The Centers for Medicare & Medicaid Services (CMS), the federal agency that oversees Medicaid, estimated that improper payments in the federal-state Medicaid program were $21.9 billion in fiscal year 2011. The Deficit Reduction Act of 2005 established the Medicaid Integrity Program and gave CMS an expanded role in assisting and improving the effectiveness of state activities to ensure proper payments. Making effective use of this expanded role, however, requires that federal resources are targeted appropriately and do not duplicate state activities. GAO was asked to testify on Medicaid program integrity. GAO's statement focuses on how CMS's expanded role in ensuring Medicaid program integrity (1) poses a challenge because of overlapping state and federal activities regarding provider audits and (2) presents opportunities through oversight to enhance state program integrity efforts. To do this work, GAO reviewed CMS reports and documents on Medicaid program integrity as well as its own and others' reports on this topic. A publication issued by the Government Accountability Office with an abstract that begins "In fiscal year 2010, the Department of Defense (DOD) spent billions of dollars to move troops and materiel into Afghanistan, a mountainous, land-locked country with poorly developed infrastructure. The increase of 30,000 U.S. troops in Afghanistan as of August 2010, along with thousands of civilians and contractors supporting U.S. efforts, have required further development of DOD's already-complex distribution network to support and sustain U.S. military presence in Afghanistan. GAO conducted this review to assess distribution issues in Afghanistan, including (1) DOD's oversight of distribution operations; (2) DOD's performance in providing supplies and equipment; and (3) challenges that have affected DOD's ability to provide supplies and equipment. GAO reviewed joint doctrine and DOD policies on distribution, analyzed DOD delivery data, and interviewed DOD officials in the United States and in the U.S. Central Command area of responsibility, including Afghanistan, Pakistan, Kuwait, Qatar, and Bahrain."
