This report collects statistics from a variety of sources on casualties sustained during Operation Enduring Freedom (OEF), which began on October 7, 2001, and is ongoing. OEF actions take place primarily in Afghanistan, but OEF casualties also include American casualties in other countries, listed within this report.

This report summarizes the FY2011 budget request for research & development (R&D) funding, including comparisons to R&D funding requests in the FY2010 budget. Congress will play a central role in defining the nation's R&D priorities, especially with respect to two overarching issues: the extent to which the Federal R&D investment can grow in the context of increased pressure on discretionary spending and how available funding will be prioritized and allocated. This report breaks down in detail the various aspects of the President's FY2011 R&D funding request.

This report discusses constitutional and other legal issues related to the creation and implementation of location-based preferences in federal contracting, as well as summarizes key authorities requiring or allowing federal agencies to "favor" contractors located in specific places. The report does not address federal preferences for domestic products or provisions of federal law that could, depending upon their implementation, effectively prefer local contractors, such as project labor agreements.

Some in Congress have expressed concern about the government's use of private-sector lead system integrators (LSIs) for executing large, complex, defense-related acquisition programs. LSIs are large, prime contractors hired to manage such programs. Supporters of the LSI concept argue that it is needed to execute such complex acquisition efforts, and can promote better technical oversight and innovation. In July 2008, a new temporary unemployment benefit, the Emergency Unemployment Compensation (EUC08) program, began. The most recent legislation, P.L. 111-205, extended the authorization of the EUC08 program, but did not change the structure of the program or augment benefits. This temporary unemployment insurance program provides up to 20 additional weeks of unemployment benefits to certain workers who have exhausted their rights to regular unemployment compensation (UC) benefits. This report discusses the various tiers of the EUC08 program, as well as related legislation. This report will be updated to reflect current congressional action or programmatic changes.

The Department of Veterans Affairs (VA) administers several pension benefit programs for veterans as well as their surviving spouses and dependent children. The most current pension programs available (for those meeting the eligibility criteria on or after January 1, 1979) are the Improved Disability Pension for certain low-income veterans and the Improved Death Pension for certain low-income surviving spouses or children of veterans. There is also a special pension for Medal of Honor recipients. This report describes these programs, including the eligibility criteria and current benefit levels. The Navy's FY2011-FY2015 shipbuilding plan calls for procuring an 11th and final San Antonio (LPD-17) class amphibious ship in FY2012. FY2011 issues for Congress include whether to approve, reject, or modify the Navy's proposed funding profile for procuring the 11th LPD-17, and whether to provide the Navy with any direction concerning the design of the LSD(X) or procurement of LPD-17s beyond the 11th ship. Congress's decisions on these issues will affect, among other things, Navy and Marine Corps funding requirements and capabilities, and the shipbuilding industrial base.

The proposed U.S.-Colombia Trade Promotion Agreement, also called the U.S.-Colombia Free Trade Agreement (CFTA), is a bilateral free trade agreement between the United States and Colombia which, if ratified, would eliminate tariffs and other barriers in goods and services between the two countries. The CFTA negotiations grew out of a regional effort in 2004 to produce a U.S.-Andean free trade agreement (FTA) between the United States and the Andean countries of Colombia, Peru, and Ecuador. In his January 2010 State of the Union address, President Barack Obama called for a new National Export Initiative (NEI) to boost U.S. exports and create jobs. One component of the NEI calls for opening new markets for U.S. exports by resolving outstanding issues with Colombia, Korea, and Panama with the objective of moving forward with the pending FTAs at the appropriate time. There is currently no indication that the 111th Congress will consider implementing legislation for the proposed U.S.-Colombia FTA.

In recent years, major outbreaks of foodborne illnesses, product recalls, and reports about unsafe food imports have caused some to question the adequacy of the U.S. food safety system. The diminishment of Arctic sea ice has led to increased human activities in the Arctic, and has heightened concerns about the region's future. This report provides an overview of the various contract types (e.g., fixed-price, cost-reimbursement) used in federal procurement and the legal requirements and issues pertaining to each. Current congressional and public interest in contract types is, in part, an outgrowth of the reported increase in the use of cost-reimbursement contracts during the George W. Bush Administration1 and the Obama Administration's proposal to reduce by at least 10% the funds obligated in FY2010 by "high risk-contracting authorities," such as cost-reimbursement, time-and-materials, and labor-hour contracts.

This report describes the FY2011 appropriations for the Department of Homeland Security (DHS). The Administration requested a net appropriation of $45.0 billion in budget authority for FY2011. This amounts to a $1.1 billion, or a 2.4% increase from the $43.9 billion enacted for FY2010. Total budget authority requested by the Administration for DHS for FY2011 amounts to $52.6 billion as compared to $51.7 billion enacted for FY2010.

Seclusion and restraint have been used in various situations to deal with violent or noncompliant behavior. Because of congressional interest in the use of seclusion and restraint in schools, including passage of H.R. 4247 and the introduction of S. 2860, 111th Congress, first session, this report focuses on the legal issues concerning the use of these techniques in schools, including their application both to children covered by the Individuals with Disabilities Education Act (IDEA) and to those not covered by IDEA.

Prescription drug abuse is the second-most common form of illicit drug abuse among teenagers in the United States, trailing only marijuana use.
