Climate Change: Observations on Options for Selling Emissions Allowances in a Cap-and-Trade Program

A letter report issued by the Government Accountability Office with an abstract that begins "Congress is considering proposals for market-based programs to limit greenhouse gas emissions. Many proposals involve creating a cap-and-trade program, in which an overall emissions cap is set and entities covered by the program must hold tradable permits--or "allowances"-- to cover their emissions. According to the Congressional Budget Office (CBO), the value of these allowances could total $300 billion annually by 2020. The government could either sell the allowances, give them away for free, or some combination of the two. Some existing cap-and-trade programs have experience selling allowances. For example, member states participating in the European Union's (EU) Emissions Trading Scheme (ETS) have sold up to about 9 percent of their allowances, and the amount of auctioning is expected to increase significantly starting in 2013. In the United States, the 10 northeastern states participating in the Regional Greenhouse Gas Initiative (RGGI) have auctioned about 87 percent of their allowances. This report is part of GAO's response to a request to review climate change policy options. Closures for Course-Grid Simulation of Fluidized Gas-Particle Flows

Gas-particle flows in fluidized beds and riser reactors are inherently unstable, and they manifest fluctuations over a wide range of length and time scales. Two-fluid models for such flows reveal unstable modes whose length scale is as small as ten particle diameters. Yet, because of limited computational resources, gas-particle flows in large fluidized beds are invariably simulated by solving discretized versions of the two-fluid model equations over a coarse spatial grid. Such coarse-grid simulations do not resolve the small-scale spatial structures which are known to affect the macroscale flow structures both qualitatively and quantitatively. Thus there is a need to develop filtered two-fluid models which are suitable for coarse-grid simulations and capturing the effect of the small-scale structures through closures in terms of the filtered variables. The overall objective of the project is to develop validated closures for filtered two-fluid models for gas-particle flows, with the transport gasifier as a primary, motivating example. In this project, highly resolved three-dimensional simulations of a kinetic theory based two-fluid model for gas-particle flows have been performed and the statistical information on structures in the 100-1000 particle diameters length scale has been extracted. CNMI Immigration and Border Control Databases

Correspondence issued by the Government Accountability Office with an abstract that begins "Under the terms of its 1976 Covenant with the United States, the Commonwealth of the Northern Mariana Islands (CNMI) administered its own immigration systems from 1978 to 2009. The 2008 Consolidated Natural Resources Act called for the establishment of a transition program, to phase in U.S. immigration law in the CNMI and to phase out the CNMI's current program for non-U.S. citizen (noncitizen) foreign workers; implementation of the transition program began on November 28, 2009. The act requires, among other things, that the CNMI government provide the Secretary of Homeland Security all Commonwealth immigration records, or other information that the Secretary deems necessary, to assist in the implementation of the transition program. The CNMI government has tracked the immigration status of foreign residents with two databases, the Labor and Immigration Identification and Documentation System and the Labor Information Data System. A third database, the Border Management System, tracks visitor arrivals and departures. We were asked to describe (1) the history and key attributes of the three databases and (2) the status of these databases during the transition to federal control of CNMI immigration. Coagulation chemistries for silica removal from cooling tower water.

The formation of silica scale is a problem for thermoelectric power generating facilities, and this study investigated the potential for removal of silica by means of chemical coagulation from source water before it is subjected to mineral concentration in cooling towers. In Phase I, a screening of many typical as well as novel coagulants was carried out using concentrated cooling tower water, with and without flocculation aids, at concentrations typical for water purification with limited results. In Phase II, it was decided that treatment of source or make up water was more appropriate, and that higher dosing with coagulants delivered promising results. In fact, the less exotic coagulants proved to be more efficacious for reasons not yet fully determined. Some analysis was made of the molecular nature of the precipitated floc, which may aid in process improvements. In Phase III, more detailed study of process conditions for aluminum chloride coagulation was undertaken. Lime-soda water softening and the precipitation of magnesium hydroxide were shown to be too limited in terms of effectiveness, speed, and energy consumption to be considered further for the present application. In an effort to enhance performance the Coast Guard continues to implement its Deepwater program--the acquisition program to replace or upgrade its vessels and aircraft--while also carrying out a reorganization program to update its command structure, among other things. This testimony discusses the Coast Guard's (1) budget request for fiscal year 2011 and key performance indicators for fiscal year 2009; and (2) key management challenges confronting the Coast Guard. This testimony is based on GAO products issued in 2009 and 2010 (including GAO-09-682, GAO-09-810T, and GAO-10-268R); other GAO products issued over the past 11 years--with selected updates in February 2010; and preliminary observations from ongoing GAO work on the Deployable Operations Group. Personnel may use this procedure to collect and handle wipe samples in the field. Various surfaces, including building materials (wood, metal, tile, vinyl, etc.) and equipment, may be sampled based on this procedure. The purpose of such sampling is to determine whether or not the relevant surfaces are contaminated, to determine the extent of their contamination, to evaluate the effectiveness of decontamination procedures, and to determine the amount of contaminant that might present as a contact hazard.

Commercial Lighting Solutions Webtool Peer Review Report, Office Solutions

The Commercial Lighting Solutions (CLS) project directly supports the U.S. Department of Energy’s Commercial Building Energy Alliance efforts to design high performance buildings. CLS creates energy efficient best practice lighting designs for widespread use, and they are made available to users via an interactive webtool that both educates and guides the end user through the application of the Lighting Solutions. This report summarizes the peer review of the CLS webtool for offices. The methodology for the peer review process included data collection (stakeholder input), analysis of the comments, and organization of the input into categories for prioritization of the comments against a set of criteria. Based on this process, recommendations were developed for the release of version 2.0 of the webtool at the Lightfair conference in Las Vegas in May 2010. The report provides a list of the top ten most significant and relevant improvements that will be made within the webtool for version 2.0 as well as appendices containing the comments and short-term priorities in additional detail. Peer review comments that are considered high priority by the reviewers and the CLS team but cannot be completed for Version 2.0 are listed as long-term recommendations.

Comparative Study of f-Element Electronic Structure across a Series of Multimetallic Actinide, Lanthanide-Actinide and Lanthanum-Actinide Complexes Possessing Redox-Active Bridging Ligands

A comparative examination of the electronic interactions across a series of trimetallic actinide and mixed lanthanide-actinide and lanthanum-actinide complexes is presented. Using reduced, radical terpyridyl ligands as conduits in a bridging framework to promote intramolecular metal-metal communication, studies containing structural, electrochemical, and X-ray absorption spectroscopy are presented for (C{sub 5}Me{sub 5}){sub 2}An[-N=C(Bn)(tpy-M{l_brace}C{sub 5}Me4R{r_brace}{sub 2})]{sub 2} (where An = Th{sup IV}, U{sup IV}; Bn = CH{sub 2}C{sub 6}H{sub 5}; M = La{sup III}, Sm{sup III}, Yb{sup III}, U{sup III}; R = H, Me, Et) to reveal effects dependent on the identities of the metal ions and R-groups. The electrochemical results show differences in redox energetics at the peripheral 'M' site between complexes and significant wave splitting of the metal- and ligand-based processes indicating substantial electronic interactions between multiple redox sites across the actinide-containing bridge. Most striking is the appearance of strong electronic coupling for the trimetallic Yb{sup III}-U{sup IV}-Yb{sup III}, Sm{sup III}-U{sup IV}-Sm{sup III}, and La{sup III}-U{sup IV}-La{sup III} complexes, [8]{sup -}, [9b]{sup -} and [10b]{sup -}, respectively, whose calculated comproportionation constant K{sub c} is slightly larger than that reported for the benchmark Creutz-Taube ion. With the increased interest in remote sensing of wind information in recent years, it is important to determine the reliability and accuracy of new wind measurement technologies if they are to replace or supplement conventional tower-based measurements. In this study, we present the results of an analysis characterizing the measurement performance of a state-of-the-art SOund Detection And Ranging (sodar) device when compared to a high-quality tower measurement program. Second Wind Inc. (Somerville, MA, USA) provided NREL with more than six months of data from a measurement program conducted near an operating wind farm in western Texas.

The Complete Multipartite Genome Sequence of Cupriavidus necator JMP134, a Versatile Pollutant Degrader

Cupriavidus necator JMP134 (formerly Ralstonia eutropha JMP134) is a Gram-negative {beta}-proteobacterium able to degrade a variety of chloroaromatic compounds and chemically-related pollutants. It was originally isolated based on its ability to use 2,4 dichlorophenoxyacetic acid (2,4-D) as a sole carbon and energy source [1]. In addition to 2,4-D, this strain can also grow on a variety of aromatic substrates, such as 4-chloro-2-methylphenoxyacetate (MCPA), 3-chlorobenzoic acid (3-CB) [2], 2,4,6-trichlorophenol [3], and 4-fluorobenzoate [4]. The genes necessary for 2,4-D utilization have been identified. They are located in two clusters on plasmid pPJ4: tfd{sub I} and tfd{sub II} [5,6,7,8]. The sequence and analysis of plasmid pJP4 was reported and a congruent model for bacterial adaptation to chloroaromatic pollutants was proposed [9]. According to this model, catabolic gene clusters assemble in a modular manner into broad-host-range plasmid backbones by means of repeated chromosomal capture events. Cupriavidus and related Burkholderia genomes are typically multipartite, composed of two large replicons (chromosomes) accompanied by classical plasmids. Previous work with Burkholderia xenovorans LB400 revealed a differential gene distribution with core functions preferentially encoded by the larger chromosome and secondary functions by the smaller [10]. Comprehensive Characterization of Voids and Microstructure in TATB-based Explosives from 10 nm to 1 cm: Effects of Temperature Cycling and Compressive Creep

This paper outlines the characterization of voids and Microstructure in TATB-based Explosives over several orders of magnitude, from sizes on the order of 10 nm to about 1 cm. This is accomplished using ultra small angle x-ray scattering to investigate voids from a few nm to a few microns, ultra small angle neutron scattering for voids from 100 nm to 10 microns, and x-ray computed microtomography to investigate microstructure from a few microns to a few centimeters. The void distributions of LX-17 are outlined, and the microstructure of LX-17 is presented. Temperature cycling and compressive creep cause drastically different damage to the microstructure. Temperature cycling leads to a volume expansion (ratchet growth) in TATB-based explosives, and x-ray scattering techniques that are sensitive to sizes up to a few microns indicated changes to the void volume distribution that had previously accounted for most, but not all of the change in density. This paper presents the microstructural damage larger than a few microns caused by ratchet growth. Temperature cycling leads to void creation in the binder poor regions associated with the interior portion of formulated prills. Conceptual Safety Design Report for the Remote Handled Low-Level Waste Disposal Facility

A new onsite, remote-handled LLW disposal facility has been identified as the highest ranked alternative for providing continued, uninterrupted remote-handled LLW disposal for remote-handled LLW from the Idaho National Laboratory and for spent nuclear fuel processing activities at the Naval Reactors Facility. Historically, this type of waste has been disposed of at the Radioactive Waste Management Complex. Disposal of remote-handled LLW in concrete disposal vaults at the Radioactive Waste Management Complex will continue until the facility is full or until it must be closed in preparation for final remediation of the Subsurface Disposal Area (approximately at the end of Fiscal Year 2017). This conceptual safety design report supports the design of a proposed onsite remote-handled LLW disposal facility by providing an initial nuclear facility hazard categorization, by identifying potential hazards for processes associated with onsite handling and disposal of remote-handled LLW, by evaluating consequences of postulated accidents, and by discussing the need for safety features that will become part of the facility design.

The objectives of the radiological confirmatory survey were to collect adequate radiological data for use in evaluating the radiological condition of NHD land areas, warehouses, and support buildings. The data generated from the confirmatory survey activities were used to evaluate the results of the Final Status Survey Report (FSSR) submitted by Cabrera Services (Cabrera 2009). Cabrera has stated that all radioactive materials have been removed and that remediation of the open land areas and structure surfaces was complete, and that the NHD meets the criteria for unrestricted use.
