A letter report issued by the Government Accountability Office with an abstract that begins "GAO was asked to review the Food and Drug Administration's (FDA) strategic planning and management. Leading practices in this area include developing strategies to address management challenges and results-oriented performance measures, aligning activities and resources to strategic goals, and enhancing the use of performance information. In this report, GAO examined the extent to which (1) FDA's Strategic Action Plan contains strategies to address its management challenges, and the progress FDA has reported in addressing those challenges; (2) FDA's annual performance measures are results-oriented; (3) FDA has aligned its activities and resources to support its strategic goals; and (4) FDA managers report using performance information in decision making and applying key practices to encourage that use. Humane Methods of Slaughter Act: Actions Are Needed to Strengthen Enforcement

A letter report issued by the Government Accountability Office with an abstract that begins "Concerns about the humane handling and slaughter of livestock have grown; for example, a 2009 video showed employees at a Vermont slaughter plant skinning and decapitating conscious 1-week old veal calves. The Humane Methods of Slaughter Act of 1978, as amended (HMSA) prohibits the inhumane treatment of livestock in connection with slaughter and requires that animals be rendered insensible to pain before being slaughtered. The U.S. Department of Agriculture's (USDA) Food Safety and Inspection Service (FSIS) is responsible for HMSA. GAO was asked to (1) evaluate FSIS's efforts to enforce HMSA, (2) identify the extent to which FSIS tracks recent trends in resources for HMSA enforcement, and (3) evaluate FSIS's efforts to develop a strategy to guide HMSA enforcement. Among other things, GAO received survey responses from inspectors at 235 plants and examined a sample of FSIS noncompliance reports and suspension data for fiscal years 2005 through 2009."

Correspondence issued by the Government Accountability Office with an abstract that begins "When cities, counties, or other nonfederal public entities propose public works projects that could degrade or damage federally regulated waters and wetlands, such as road construction and sewer line construction or maintenance, they must obtain a permit from the U.S. Army Corps of Engineers (Corps) before proceeding. Under authorities delegated to the Corps from Section 404 of the Clean Water Act, the agency is responsible for regulating activities that may impact wetlands, streams, and other waters throughout much of the United States and it decides whether to allow such activities to occur. To obtain the Corps' approval, the nonfederal public entity, like any other property owner, must submit a permit application that contains a description of the proposed project, including its purpose and location, and other information the Corps needs to evaluate how the project will affect wetlands and other federally regulated waters. Once the Corps receives all of the required information from the applicant, the permit review process begins. Essential Boundary Conditions with Straight C1 Finite Elements in Curved Domains

The implementation of essential boundary conditions in C1 finite element analysis requires proper treatment of both the boundary conditions on second-order differentials of the solution and the curvature of the domain boundary. A method for the imposition of essential boundary conditions using straight elements (where the elements are not deformed to approximate a curved domain) is described. It is shown that pre-multiplication of the matrix equation by the local rotation matrix at each boundary node is not the optimal transformation. The uniquely optimal transformation is found, which does not take the form of a similarity transformation due to the non-orthogonality of the transformation to curved coordinates.

In this report the authors describe progress in evaluating the feasibility of a novel concept for producing intense pulses of 14 MeV neutrons using the DT fusion reaction. In this new scheme the heating of the DT is accomplished using fission fragments rather than ion beams as in conventional magnet fusion schemes or lasers in ICF schemes. This has the great advantage that there is no need for any large auxiliary power source. The scheme does require large magnetic fields, but generating these fields, e.g. with superconducting magnets, requires only a modest power source. As a source of fission fragments they propose using a dusty reactor concept introduced some time ago by one of us (RC). The version of the dusty reactor that they propose using for our neutron source would operate as a thermal neutron reactor and use highly enriched uranium in the form of micron sized pellets of UC. Our scheme for using the fission fragments to produce intense pulses of 14 MeV neutrons is based on the fission fragment rocket idea. In this report the authors describe the progress made in FY09 in evaluating the feasibility of a new concept for using the DT fusion reaction to produce intense pulses of 14 MeV neutrons. In this new scheme the heating of the DT is accomplished using fission fragments rather than ion beams as in conventional magnet confinement fusion schemes or lasers in inertial confinement schemes. As a source of fission fragments they propose using a dust reactor concept introduced some time ago by one of us (RC). An attractive feature of this approach is that there is no need for a large auxiliary power source to heat the DT plasma to the point where self-sustaining fusion become possible. Their scheme does require pulsed magnetic fields, but generating these fields requires only a modest power source. The dust reactor that they propose using for their neutron source would use micron-sized UC pellets suspended in a vacuum as the reactor fuel. Surrounding the fuel with a moderator such as heavy water (D{sub 2}O) would allow the reactor to operate as a thermal reactor and require only modest amounts of HEU. Considerations for Contractile Electroactive Materials and Actuators

Ras Labs produces electroactive polymer (EAP) based materials and actuators that bend, swell, ripple and now contract (new development) with low electric input. This is an important attribute because of the ability of contraction to produce life-like motion. The mechanism of contraction is not well understood. Radionuclide-labeled experiments were conducted to follow the movement of electrolytes and water in these EAPs when activated. Extreme temperature experiments were performed on the contractile EAPs with very favorable results. One of the biggest challenges in developing these actuators, however, is the electrode-EAP interface because of the pronounced movement of the EAP. Plasma treatments of metallic electrodes were investigated in order to improve the attachment of the embedded electrodes to the EAP material. Surface analysis, adhesive testing, and mechanical testing were conducted to test metal surfaces and metal-polymer interfaces. The nitrogen plasma treatment of titanium produced a strong metal-polymer interface; however, oxygen plasma treatment of both stainless steel and titanium produced even stronger metal-polymer interfaces. Plasma treatment of the electrodes allows for the embedded electrodes and the EAP material of the actuator to work and move as a unit, with no detachment, by significantly improving the metal-polymer interface.

The objectives of the radiological confirmatory survey were to collect adequate radiological data for use in evaluating the radiological condition of NHD land areas, warehouses, and support buildings. The data generated from the confirmatory survey activities were used to evaluate the results of the Final Status Survey Report (FSSR) submitted by Cabrera Services (Cabrera 2009). Cabrera has stated that all radioactive materials have been removed and that remediation of the open land areas and structure surfaces was complete, and that the NHD meets the criteria for unrestricted use.

An investment in deep-sea (deep-ocean) hybrid power systems may enable certain off-shore oil and gas exploration and production. Advanced deep-ocean drilling and production operations, locally powered, may provide commercial access to oil and gas reserves otherwise inaccessible. Further, subsea generation of electrical power has the potential of featuring a low carbon output resulting in improved environmental conditions. Such technology therefore, enhances the energy security of the United States in a green and environmentally friendly manner. The objective of this study is to evaluate alternatives and recommend equipment to develop into hybrid energy conversion and storage systems for deep ocean operations. Such power systems will be located on the ocean floor and will be used to power offshore oil and gas exploration and production operations. Such power systems will be located on the oceans floor, and will be used to supply oil and gas exploration activities, as well as drilling operations required to harvest petroleum reserves. The Low Dose Radiation Symposium thoughtfully addressed ionizing radiation non-mutational but transmissable alterations in surviving cells. Deregulation of epigenetic processes has been strongly implicated in carcinogenesis, and there is increasing realization that a significant fraction of non-targeted and adaptive mechanisms in response to ionizing radiation are likely to be epigenetic in nature. Much remains to be learned about how chromatin and epigenetic regulators affect responses to low doses of radiation, and how low dose radiation impacts other epigenetic processes. The Epigenetic Mechanisms Symposium focused on on epigenetic mechanisms and their interplay with DNA repair and chromatin changes. Addressing the fact that the most well understood mediators of epigenetic regulation are histone modifications and DNA methylation. Low levels of radiation can lead to changes in the methylation status of certain gene promoters and the expression of DNA methyltransferases, However, epigenetic regulation can also involve changes in higher order chromosome structure.

Conservation Laws for Coupled Hydro-mechanical Processes in Unsaturated Porous Media: Theory and Implementation

We develop conservation laws for coupled hydro-mechanical processes in unsaturated porous media using three-phase continuum mixture theory. From the first law of thermodynamics, we identify energy-conjugate variables for constitutive modeling at macroscopic scale. Energy conjugate expressions identified relate a certain measure of effective stress to the deformation of the solid matrix, the degree of saturation to the matrix suction, the pressure in each constituent phase to the corresponding intrinsic volume change of this phase, and the seepage forces to the corresponding pressure gradients. We then develop strong and weak forms of boundary-value problems relevant for 3D finite element modeling of coupled hydro-mechanical processes in unsaturated porous media. The paper highlights a 3D numerical example illustrating the advances in the solution of large-scale coupled finite element systems, as well as the challenges in developing more predictive tools satisfying the basic conservation laws and the observed constitutive responses for unsaturated porous materials.

The Precision Robotic Assembly Machine was developed to manufacture the small and intricate laser-driven fusion ignition targets that are being used in the world's largest and most energetic laser, the National Ignition Facility (NIF). The National Ignition Campaign (NIC) goal of using the NIF to produce a self-sustaining nuclear fusion burn with energy gain - for the first time ever in a laboratory setting - requires targets that are demanding in materials fabrication, machining, and assembly. We provide an overview of the design and function of the machine, with emphasis on the aspects that revolutionized how NIC targets are manufactured.

Transport Properties for Combustion Modeling

This review examines current approximations and approaches that underlie the evaluation of transport properties for combustion modeling applications. Discussed in the review are: the intermolecular potential and its descriptive molecular parameters; various approaches to evaluating collision integrals; supporting data required for the evaluation of transport properties; commonly used computer programs for predicting transport properties; the quality of experimental measurements and their importance for validating or rejecting approximations to property estimation; the interpretation of corresponding states; combination rules that yield pair molecular potential parameters for unlike species from like species parameters; and mixture approximations. The insensitivity of transport properties to intermolecular forces is noted, especially the non-uniqueness of the supporting potential parameters. Viscosity experiments of pure substances and binary mixtures measured post 1970 are used to evaluate a number of approximations; the intermediate temperature range 1 < T* < 10, where T* is kT/{var_epsilon}, is emphasized since this is where rich data sets are available. When suitable potential parameters are used, errors in transport property predictions for pure substances and binary mixtures are less than 5 %, when they are calculated using the approaches of Kee et al.; Mason, Kestin, and Uribe; Paul and Warnatz; or Ern and Giovangigli. Quantification of thin film crystallographic orientation using X-ray diffraction with an area detector

As thin films become increasingly popular (for solar cells, LEDs, microelectronics, batteries), quantitative morphological information is needed to predict and optimize the film's electronic, optical and mechanical properties. This quantification can be obtained quickly and easily with X-ray diffraction using an area detector and synchrotron radiation in two simple geometries. In this paper, we describe a methodology for constructing complete pole figures for thin films with fiber texture (isotropic in-plane orientation). We demonstrate this technique on semicrystalline polymer films, self-assembled nanoparticle semiconductor films, and randomly-packed metallic nanoparticle films. This method can be immediately implemented to help understand the relationship between film processing and microstructure, enabling the development of better and less expensive electronic and optoelectronic devices.

Fresh Water Generation from Aquifer-Pressured Carbon Storage

Can we use the pressure associated with sequestration to make brine into fresh water? This project is establishing the potential for using brine pressurized by Carbon Capture and Storage (CCS) operations in saline formations as the feedstock for desalination and water treatment technologies including reverse osmosis (RO) and nanofiltration (NF). Possible products are: Drinking water, Cooling water, and Extra aquifer space for CO{sub 2} storage. The conclusions are: (1) Many saline formation waters appear to be amenable to largely conventional RO treatment; (2) Thermodynamic modeling indicates that osmotic pressure is more limiting on water recovery than mineral scaling; (3) The use of thermodynamic modeling with Pitzer's equations (or Extended UNIQUAC) allows accurate estimation of osmotic pressure limits; (4) A general categorization of treatment feasibility is based on TDS has been proposed, in which brines with 10,000-85,000 mg/L are the most attractive targets; (5) Brines in this TDS range appear to be abundant (geographically and with depth) and could be targeted in planning future CCS operations (including site selection and choice of injection formation); and (6) The estimated cost of treating waters in the 10,000-85,000 mg/L TDS range is about half that for conventional seawater desalination, due to the anticipated pressure …
