Nuclear Security: DOE Needs to Address Protective Forces' Personnel System Issues

A letter report issued by the Government Accountability Office with an abstract that begins "The September 11, 2001, terrorist attacks raised concerns about the security of Department of Energy's (DOE) sites with weapons-grade nuclear material, known as Category I Special Nuclear Material (SNM). To better protect these sites against attacks, DOE has sought to transform its protective forces protecting SNM into a Tactical Response Force (TRF) with training and capabilities similar to the U.S. military. DOE also has considered whether the current system of separate contracts for protective forces at each site provides sufficiently uniform, high-quality performance across its sites. Section 3124 of PL 110-181, the fiscal year 2008 National Defense Authorization Act, directed GAO to review protective forces at DOE sites that possess Category I SNM. Among other things, GAO (1) analyzed information on the management and compensation of protective forces, (2) examined the implementation of TRF, and (3) assessed DOE's two options to more uniformly manage DOE protective forces."

A letter report issued by the Government Accountability Office with an abstract that begins "In July and August 2009, the federal government implemented the Consumer Assistance to Recycle and Save (CARS) program, or "Cash for Clunkers," a temporary vehicle retirement program that offered consumers a monetary credit ($3,500 or $4,500) to trade in an older vehicle for a new, more fuel-efficient one. The National Highway Traffic Safety Administration (NHTSA) was responsible for administering the program, and GAO was required to review the program's administration. This report examines (1) what is known to date about the extent to which the CARS program achieved its objectives; (2) what stakeholders' experiences were with the CARS program; and (3) how the CARS program compares to other selected domestic and international vehicle retirement programs. To address these issues, GAO reviewed the CARS legislation and implementing regulations, a required NHTSA report to Congress on the program's efficacy, and CARS program transaction data. However, DOD contract management has been on our high-risk list since 1992, and our recent work continues to identify weaknesses in DOD's management and oversight of services contracts. In particular, we have reported on the need for reliable data on how service acquisition dollars are spent to make informed contract management decisions and achieve positive acquisition outcomes. Congress has enacted legislation in recent years to increase the availability of information on services acquisitions to improve DOD's ability to manage these purchases. Congress passed the Patient Safety and Quality Improvement Act of 2005 (the Patient Safety Act) to encourage health care providers to voluntarily report information on medical errors and other events--patient safety data--for analysis and to facilitate the development of improvements in patient safety using these data. They include the Citizen Corps Program (CCP) and partner programs, e.g., Fire Corps, which provide volunteers to assist first responders. FEMA's Ready Campaign promotes preparedness through mass media. GAO was asked to review federal efforts to promote community preparedness. In fiscal year 2009, students and their families borrowed $90 billion in federal student loans to help pay the cost of postsecondary education. Traditionally, these loans have been available through two programs: the William D. Ford Federal Direct Loan Program (Direct Loan), in which the federal government provides loans directly to students through their schools, and the Federal Family Education Loan Program (FFEL), in which private lenders provide loans guaranteed by the federal government. However, the Health Care and Education Reconciliation Act of 2010 terminated the authority to make new FFEL loans after June 30, 2010, and all federally guaranteed loans are now originated under the Direct Loan Program. While private lenders no longer provide federally guaranteed student loans, they may continue to provide private loans--estimated at nearly $12 billion in 2008-2009--which are not federally subsidized. Coast Guard: Service Has Taken Steps to Address Historic Personnel Problems, but It Is too Soon to Assess the Impact of These Efforts

Correspondence issued by the Government Accountability Office with an abstract that begins "During this decade, the Coast Guard has been challenged with expanded mission responsibilities, and concerns have been raised about whether sufficient personnel exist within the Coast Guard to fulfill these mission responsibilities. The terrorist attacks of September 11th resulted in additional and expanded security-related mission areas, while major natural disasters, such as Hurricane Katrina, provided lessons learned in allocating personnel and other resources across Coast Guard units. However, the impact of expanding Coast Guard missions and the increasing nationwide need for mission-ready Coast Guard units underscored shortcomings in the Coast Guard's ability to effectively allocate resources, such as personnel, ensure readiness levels, and maintain mission competency. GAO, the Offices of Inspector General at first the Department of Transportation and then the Department of Homeland Security, the National Transportation Safety Board, Congress, and the Coast Guard itself have reported on these types of personnel concerns both before and after the 2001 attacks. State Department: Undercover Tests Show Passport Issuance Process Remains Vulnerable to Fraud

Testimony issued by the Government Accountability Office with an abstract that begins "A U.S. passport is one of the most sought after travel documents in the world, allowing its holder entrance into the United States and many other countries. People attempting to obtain a U.S. passport illegally often seek to use the guise of a U.S. citizen to conceal their involvement with more serious crimes, such as terrorism, drug trafficking, money laundering, or murder. In March 2009, GAO reported on weaknesses in State's passport issuance process that could allow a terrorist or criminal to fraudulently acquire a genuine U.S. passport. Specifically, GAO easily obtained four genuine passports from State using counterfeit documents. In April 2009, GAO suggested that State take 5 corrective actions based on these undercover tests and State acknowledged those corrective actions. GAO was asked to perform additional proactive testing of State's passport issuance process to determine if it continues to be vulnerable to fraud. To do this work, GAO applied for seven U.S. passports using counterfeit or fraudulently obtained documents, such as driver's licenses and birth certificates, to simulate scenarios based on identity theft. Highlights of a Forum: Actions That Could Increase Work Participation for Adults with Disabilities

Other written product issued by the Government Accountability Office with an abstract that begins "The Americans with Disabilities Act (ADA)--now in its 20th year--calls for the full participation of individuals with disabilities in society, including the workforce. Yet, many barriers exist that may prevent them from staying connected or returning to employment. For instance, eligibility requirements for receiving public disability benefits or health coverage are not always consistent with helping to keep individuals at work or facilitating their return. Also, employers may not know how to accommodate employees with disabilities or may lack financial incentives to do so. GAO convened a forum on March 16, 2010, to explore policy options and actions that could be taken to help adults with a current or past work history improve their participation in the workforce. Participants included experts and officials representing a variety of views. Prior to the forum, GAO surveyed a larger group of experts to help inform the discussion. Comments expressed during the forum or on the survey do not necessarily represent the views of all participants, the organizations they represent, or GAO."
