Measurement of time-of-arrival or instantaneous longitudinal position is a fundamental beam diagnostic. We present results from a stripline transversal periodic coupler structure which forms the heart of a sub-ps beam timing detector. This filter structure approximates a sinx/x response in the frequency domain which corresponds to a limited pulse length response in the time domain. These techniques have been used extensively in beam feedback systems at 3 GHz center frequencies with operational single-shot resolutions of 200 fs [1]. We present a new design, based on a 11.424 GHz center frequency, which is intended to offer a factor of four improvement in time resolution. Two-dimensional electromagnetic simulation results are shown, and the design optimization approach leading to the final circuit implementation is illustrated. The prototype circuit has been fabricated on 64mil Rogers 4003 and lab frequency domain and time domain data are compared to the 2-D simulation results. Performance of the prototype circuit is shown with applicability to sub-ps beam measurements in LINAC and FEL applications.

The Illness and Injury Surveillance Program monitors illnesses and health conditions that result in an absence of workdays, occupational injuries and illnesses, and disabilities and deaths among current workers.

This report discusses the accelerated vehicle retirement (AVR) programs initiated in 2009 by the United States, Japan, South Korea, and other industrial nations (commonly known in the U.S. as the "cash for clunkers" program). The U.S. program began in June 2009, when President Obama signed the Consumer Assistance to Recycle and Save (CARS) Act. The report discusses how these various AVR programs affected the automobile industries in the U.S., Japan, and South Korea, specifically. Neither Japan nor South Korea imports large numbers of foreign vehicles, a circumstance not much altered by AVR program implementation.

A letter report issued by the Government Accountability Office with an abstract that begins "This is the Spanish language highlights associated with GAO-10-91. Executive Order 13166 (August 11, 2000) directs each federal agency to improve access to federal programs and services for persons with limited English proficiency (LEP). Using guidance issued by DOJ, agencies are generally required to develop recipient guidance and/or an LEP plan outlining steps for ensuring that LEP persons can access federal services and programs. As requested, GAO (1) determined which agencies have completed their recipient guidance and LEP plan, (2) assessed the extent to which the selected agencies have implemented the Executive Order consistent with DOJ's guidance, and (3) examined DOJ's and the three selected agencies' efforts to enhance collaboration. GAO analyzed the Executive Order and agencies' recipient guidance and plans posted on LEP.gov; selected the IRS, FEMA, and SBA for this review because of the amount and significance of their interaction with LEP persons; and reviewed documentation of agencies' collaborative efforts to provide access to federal services. This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

We study the Eguchi-Kawai reduction in the strong-coupling domain of gauge theories via the gravity dual of N=4 super-Yang-Mills on R{sup 3} x S{sup 1}. We show that D-branes geometrize volume independence in the center-symmetric vacuum and give supergravity predictions for the range of validity of reduced large-N models at strong coupling.

This report collects statistics from a variety of sources on casualties sustained during Operation Enduring Freedom (OEF), which began on October 7, 2001. OEF actions took place primarily in Afghanistan; however, OEF casualties also includes American casualties in Pakistan, Uzbekistan, Guantanamo Bay (Cuba), Djibouti, Eritrea, Ethiopia, Jordan, Kenya, Kyrgyzstan, the Philippines, Seychelles, Sudan, Tajikistan, Turkey, and Yemen.

Radiochemical analysis of NIF capsule residues has been identified as a potential diagnostic of NIF capsule performance. In particular, alpha-induced nuclear reactions that occur on tracer elements added to the NIF capsule have been shown through simulation to be a very sensitive diagnostic for mix. The short range of the alpha particles makes them representative of the hot spot where they are created through the fusion of deuterium and tritium. Reactions on elements doped into the innermost part of the capsule ablator would therefore be sensitive to material that had mixed into the hot spot. Radiochemical determinations of activated detector elements may perhaps be the only true measure of mix that occurs in a NIF capsule, particularly in cases when the capsule fails.

Individual raw datastreams from instrumentation at the Atmospheric Radiation Measurement (ARM) Climate Research Facility fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent approximately daily to the ARM Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual datastream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998. The requirements concern the actual hours of operation (ACTUAL); the estimated maximum operation or uptime goal (OPSMAX), which accounts for planned downtime; and the VARIANCE [1-(ACTUAL/OPSMAX)], which accounts for unplanned downtime. Gribov viewed the axial anomaly as a manifestation of the collective motion of Dirac fermions with arbitrarily high momenta in the vacuum. In the presence of an external magnetic field and a chirality imbalance, this collective motion becomes directly observable in the form of the electric current - this is the chiral magnetic effect (CME). I give an elementary introduction into the physics of CME, and discuss the experimental status and recent developments.

This report discusses the current state of Bahrain, which has undergone substantial political reforms since the late 1990s, but which still suffers from tension between the Shiite majority and the Sunni-led government. This report focuses particularly on Bahrain's relationship with Iran and Bahrain's relationship with the United States.

UV antireflection coatings are a challenging coating for high power laser applications as exemplified by the use of uncoated Brewster's windows in laser cavities. In order to understand the current laser resistance of UV AR coatings in the industrial and university sectors, a double blind laser damage competition was performed. The coatings have a maximum reflectance of 0.5% at 355 nm at normal incidence. Damage testing will be performed using the raster scan method with a 7.5 ns pulse length on a single testing facility to facilitate direct comparisons. In addition to the laser resistance results, details of deposition processes and coating materials will also be shared.

Simulations have been performed in Omega3P to study both trapped modes and impedance contributions of a rotatable collimator for the LHC phase II collimation upgrade. Bench-top stretched coil probe impedance methods are also being implemented for measurements on prototype components to directly measure the low frequency impedance contributions. The collimator design also calls for a RF contact interface at both jaw ends with contact resistance much less than a milliohm in order to limit transverse impedance. DC resistance measurements in a custom built test chamber have been performed to test the performance of this interface.

Multijet plus missing energy searches provide universal coverage for theories that have new colored particles that decay into a dark matter candidate and jets. These signals appear at the LHC further out on the missing energy tail than two-to-two scattering indicates. The simplicity of the searches at the LHC contrasts sharply with the Tevatron where more elaborate searches are necessary to separate signal from background. The searches presented in this article effectively distinguish signal from background for any theory where the LSP is a daughter or granddaughter of the pair-produced colored parent particle without ever having to consider missing energies less than 400 GeV.

The Phase II upgrade to the LHC collimation system calls for complementing the 30 high robust Phase I graphite secondary collimators with 30 high Z Phase II collimators. This paper reports on BPM and impedance considerations and measurements of the integrated BPMs in the prototype rotatable collimator to be installed in the Super Proton Synchrotron (SPS) at CERN. The BPMs are necessary to align the jaws with the beam. Without careful design the beam impedance can result in unacceptable heating of the chamber wall or beam instabilities. The impedance measurements involve utilizing both a single displaced wire and two wires excited in opposite phase to disentangle the driving and detuning transverse impedances. Trapped mode resonances and longitudinal impedance are to also be measured and compared with simulations. These measurements, when completed, will demonstrate the device is fully operational and has the impedance characteristics and BPM performance acceptable for installation in the SPS.
