PERFORMANCE ASSESSMENT TO SUPPORT CLOSURE OF SINGLE-SHELL TANK WASTE MANAGEMENT AREA C AT THE HANFORD SITE

Current proposed regulatory agreements (Consent Decree) at the Hanford Site call for closure of the Single-Shell Tank (SST) Waste Management Area (WMA) C in the year 2019. WMA C is part of the SST system in 200 East area ofthe Hanford Site and is one of the first tank farm areas built in mid-1940s. In order to close WMA C, both tank and facility closure activities and corrective actions associated with existing soil and groundwater contamination must be performed. Remedial activities for WMA C and corrective actions for soils and groundwater within that system will be supported by various types of risk assessments and interim performance assessments (PA). The U.S. Department of Energy, Office of River Protection (DOE-ORP) and the State ofWashington Department of Ecology (Ecology) are sponsoring a series of working sessions with regulators and stakeholders to solicit input and to obtain a common understanding concerning the scope, methods, and data to be used in the planned risk assessments and PAs to support closure of WMA C. Argonne National Laboratory (the Contractor) entered into a Cooperative Research and Development Agreement (CRADA) with the following Participants: Vehicle Recycling Partnership, LLC (VRP, which consists of General Motors [GM], Ford, and Chrysler), and the American Chemistry Council - Plastics Division (ACC-PD). The purpose of this CRADA is to provide for the effective recycling of automotive materials. The long-term goals are to (1) enable the optimum recycling of automotive materials, thereby obviating the need for legislative mandates or directives; (2) enable the recovery of automotive materials in a cost-competitive manner while meeting the performance requirements of the applications and markets for the materials; and (3) remove recycling barriers/reasons, real or perceived, to the use of advanced lightweighting materials or systems in future vehicles. The issues, technical requirements, and cost and institutional considerations in achieving that goal are complex and will require a concerted, focused, and systematic analysis, together with a technology development program. RESORCINOL-FORMALDEHYDE ION EXCHANGE RESIN CHEMISTRY FOR HIGH LEVEL WASTE TREATMENT

A principal goal at the Savannah River Site is to safely dispose of the large volume of liquid nuclear waste held in many storage tanks. In-tank ion exchange technology is being considered for cesium removal using a polymer resin made of resorcinol formaldehyde that has been engineered into microspheres. The waste under study is generally lower in potassium and organic components than Hanford waste; therefore, the resin performance was evaluated with actual dissolved salt waste. The ion exchange performance and resin chemistry results are discussed.

THE SENSITIVITY OF CARBON STEELS' SUSCEPTIBILITY TO LOCALIZED CORROSION TO THE PH OF NITRATE BASED NUCLEAR WASTES

The Hanford tank reservation contains approximately 50 million gallons of liquid legacy radioactive waste from cold war weapons production, which is stored in 177 underground storage tanks. The tanks will be in use until waste processing operations are completed. The wastes tend to be high pH (over 10) and nitrate based. Under these alkaline conditions carbon steels tend to be passive and undergo relatively slow uniform corrosion. However, the presence of nitrate and other aggressive species, can lead to pitting and stress corrosion cracking. This work is a continuation of previous work that investigated the propensity of steels to suffer pitting and stress corrosion cracking in various waste simulants. The focus of this work is an investigation of the sensitivity of the steels' pitting and stress corrosion cracking susceptibility tosimulant pH. Previous work demonstrated that wastes that are high in aggressive nitrate and low in inhibitory nitrite are susceptible to localized corrosion. However, the previous work involved wastes with pH 12 or higher. The current work involves wastes with lower pH of 10 or 11. It is expected that at these lower pHs that a higher nitrite-to-nitrate ratio will be necessary to ensure tank integrity. This experimental work involved both …

Broad Funding Opportunity Announcement Project: MSU is developing a new engine for use in hybrid automobiles that could significantly reduce fuel waste and improve engine efficiency. In a traditional internal combustion engine, air and fuel are ignited, creating high-temperature and high-pressure gases which expand rapidly. This expansion of gases forces the engine’s pistons to pump and powers the car. MSU’s engine has no pistons. It uses the combustion of air and fuel to build up pressure within the engine, generating a shockwave that blasts hot gas exhaust into the blades of the engine’s rotors causing them to turn, which generates electricity. MSU’s redesigned engine would be the size of a cooking pot and contain fewer moving parts—reducing the weight of the engine by 30%. It would also enable a vehicle that could use 60% of its fuel for propulsion.

Single cell analysis: the new frontier in 'Omics'

Cellular heterogeneity arising from stochastic expression of genes, proteins, and metabolites is a fundamental principle of cell biology, but single cell analysis has been beyond the capabilities of 'Omics' technologies. This is rapidly changing with the recent examples of single cell genomics, transcriptomics, proteomics, and metabolomics. The rate of change is expected to accelerate owing to emerging technologies that range from micro/nanofluidics to microfabricated interfaces for mass spectrometry to third- and fourth-generation automated DNA sequencers. As described in this review, single cell analysis is the new frontier in Omics, and single cell Omics has the potential to transform systems biology through new discoveries derived from cellular heterogeneity.

In 1985, carbon tetrachloride was discovered in the groundwater at Agra, Kansas, during routine sampling of public water supply wells. Two of Agra's four public water supply wells contained low but detectable levels of carbon tetrachloride; the concentrations in wells PWS-3 and PWS-4 exceeded the maximum contaminant level. These wells were removed from service in 1986, although they remain available for uses other than drinking water. Other public wells, outside the area of contamination, supply drinking water for the city of Agra. In 1987-2005, the Kansas Department of Health and Environment (KDHE) and the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) conducted investigations to delineate the contaminant plume and to identify source areas for the contamination - which results from the past use of grain fumigants containing carbon tetrachloride. Source areas were identified on the former CCC/USDA grain storage facility property and on the Producers Agricultural Marketing Association, Inc., property located to the south (Argonne 2006). The contaminant plume extends to the southeast, toward well PWS-3, from the identified source areas. A letter report issued by the Government Accountability Office with an abstract that begins "Surface mining for coal in Appalachia has generated opposition because rock and dirt from mountaintops is often removed and placed in nearby valleys and streams. The Office of Surface Mining Reclamation and Enforcement (OSM) in the Department of the Interior and states with approved programs regulate these mines under the Surface Mining Control and Reclamation Act (SMCRA). The Army Corps of Engineers (Corps), the Environmental Protection Agency (EPA), and states also regulate different aspects of coal mining, including the filling of valley streams, under the Clean Water Act. Under SMCRA, mine operators must provide financial assurances sufficient to allow mines to be reclaimed. Under the Clean Water Act, the Corps may require financial assurances that the impact of mines on streams can be mitigated. GAO was asked to examine (1) the approaches OSM, the states, and the Corps have taken to obtain financial assurances for surface coal mines with valley fills; (2) federal and state agencies' monitoring of these mines after reclamation and mitigation are complete; and (3) the federal laws agencies may use, and have used, to address latent environmental problems. System Planning With the Hanford Waste Operations Simulator

At the U. S. Department of Energy's Hanford Site in southeastern Washington State, 216 million liters (57 million gallons) of nuclear waste is currently stored in aging underground tanks, threatening the Columbia River. The River Protection Project (RPP), a fully integrated system of waste storage, retrieval, treatment, and disposal facilities, is in varying stages of design, construction, operation, and future planning. These facilities face many overlapping technical, regulatory, and financial hurdles to achieve site cleanup and closure. Program execution is ongoing, but completion is currently expected to take approximately 40 more years. Strategic planning for the treatment of Hanford tank waste is by nature a multi-faceted, complex and iterative process. To help manage the planning, a report referred to as the RPP System Plan is prepared to provide a basis for aligning the program scope with the cost and schedule, from upper-tier contracts to individual facility operating plans. Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business construction subcontractors while performing high hazard work in a safe and productive manner. Previous to the Washington River Protection Solutions, LLC contract, Construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Closures for Course-Grid Simulation of Fluidized Gas-Particle Flows

Gas-particle flows in fluidized beds and riser reactors are inherently unstable, and they manifest fluctuations over a wide range of length and time scales. Two-fluid models for such flows reveal unstable modes whose length scale is as small as ten particle diameters. Yet, because of limited computational resources, gas-particle flows in large fluidized beds are invariably simulated by solving discretized versions of the two-fluid model equations over a coarse spatial grid. Such coarse-grid simulations do not resolve the small-scale spatial structures which are known to affect the macroscale flow structures both qualitatively and quantitatively. Thus there is a need to develop filtered two-fluid models which are suitable for coarse-grid simulations and capturing the effect of the small-scale structures through closures in terms of the filtered variables. The overall objective of the project is to develop validated closures for filtered two-fluid models for gas-particle flows, with the transport gasifier as a primary, motivating example. In this project, highly resolved three-dimensional simulations of a kinetic theory based two-fluid model for gas-particle flows have been performed and the statistical information on structures in the 100-1000 particle diameters length scale has been extracted. Petascale Computing Enabling Technologies Project Final Report

The Petascale Computing Enabling Technologies (PCET) project addressed challenges arising from current trends in computer architecture that will lead to large-scale systems with many more nodes, each of which uses multicore chips. These factors will soon lead to systems that have over one million processors. Also, the use of multicore chips will lead to less memory and less memory bandwidth per core. We need fundamentally new algorithmic approaches to cope with these memory constraints and the huge number of processors. Further, correct, efficient code development is difficult even with the number of processors in current systems; more processors will only make it harder. The goal of PCET was to overcome these challenges by developing the computer science and mathematical underpinnings needed to realize the full potential of our future large-scale systems. Our research results will significantly increase the scientific output obtained from LLNL large-scale computing resources by improving application scientist productivity and system utilization. Our successes include scalable mathematical algorithms that adapt to these emerging architecture trends and through code correctness and performance methodologies that automate critical aspects of application development as well as the foundations for application-level fault tolerance techniques. Chemical Dynamics, Molecular Energetics, and Kinetics at the Synchrotron

Scientists at the Chemical Dynamics Beamline of the Advanced Light Source in Berkeley are continuously reinventing synchrotron investigations of physical chemistry and chemical physics with vacuum ultraviolet light. One of the unique aspects of a synchrotron for chemical physics research is the widely tunable vacuum ultraviolet light that permits threshold ionization of large molecules with minimal fragmentation. This provides novel opportunities to assess molecular energetics and reaction mechanisms, even beyond simple gas phase molecules. In this perspective, significant new directions utilizing the capabilities at the Chemical Dynamics Beamline are presented, along with an outlook for future synchrotron and free electron laser science in chemical dynamics. Among the established and emerging fields of investigations are cluster and biological molecule spectroscopy and structure, combustion flame chemistry mechanisms, radical kinetics and product isomer dynamics, aerosol heterogeneous chemistry, planetary and interstellar chemistry, and secondary neutral ion-beam desorption imaging of biological matter and materials chemistry.

The overarching goal of the project was to improve the transfer of solar and thermal radiation in the most sophisticated computer tools that are currently available for climate studies, namely Global Climate Models (GCMs). This transfer can be conceptually separated into propagation of radiation under cloudy and under cloudless conditions. For cloudless conditions, the factors that affect radiation propagation are gaseous absorption and scattering, aerosol particle absorption and scattering and surface albedo and emissivity. For cloudy atmospheres the factors are the various cloud properties such as cloud fraction, amount of cloud condensate, the size of the cloud particles, and morphological cloud features such as cloud vertical location, cloud horizontal and vertical inhomogeneity and cloud shape and size. The project addressed various aspects of the influence of the above contributors to atmospheric radiative transfer variability. In particular, it examined: (a) the quality of radiative transfer for cloudless and non-complex cloudy conditions for a substantial number of radiation algorithms used in current GCMs; (b) the errors in radiative fluxes from neglecting the horizontal variabiity of cloud extinction; (c) the statistical properties of cloud horizontal and vertical cloud inhomogeneity that can be incorporated into radiative transfer codes; (d) the potential albedo effects of …

Young people these days are very concerned about the environment. There is also a great deal of interest in using technology to improve energy efficiency. Many physics students share these concerns and would like to find ways to use their scientific and quantitative skills to help overcome the environmental challenges that the world faces. This may be particularly true for female students. Showing physics students how they can contribute to environmental and energy solutions while doing scientific research which excites them is expected to attract more physicists to work on these very important problems and to retain more of the best and the brightest in physical science. This is a major thrust of the 'Gathering Storm' report, the 'American Competitiveness Initiative' report, and several other studies. With these concerns in mind, the American Physical Society (APS) and more specifically, the newly formed APS Topical Group on Energy Research and Applications (GERA), organized and conducted a one-day workshop for graduate students and post docs highlighting the contributions that physics-related research can make to meeting the nation's energy needs in environmentally friendly ways. 2009 Annual Health Physics Report for the HEU Transparency Program

During the 2009 calendar year, Lawrence Livermore National Laboratory (LLNL) provided health physics support for the Highly Enriched Uranium (HEU) Transparency Program for external and internal radiation protection. LLNL also provided technical expertise related to BDMS radioactive sources and Russian radiation safety regulatory compliance. For the calendar year 2009, there were 159 person-trips that required dose monitoring of the U.S. monitors. Of the 159 person-trips, 149 person-trips were SMVs and 10 person-trips were Transparency Monitoring Office (TMO) trips. There were 4 monitoring visits by TMO monitors to facilities other than UEIE and 10 to UEIE itself. LLNL's Hazard Control Department laboratories provided the dosimetry services for the HEU Transparency monitors. In 2009, the HEU Transparency activities in Russia were conducted in a radiologically safe manner for the HEU Transparency monitors in accordance with the expectations of the HEU Transparency staff, NNSA and DOE. The HEU Transparency Program now has over fifteen years of successful experience in developing and providing health and safety support in meeting its technical objectives.

California GAMA Special Study: An isotopic and dissolved gas investigation of nitrate source and transport to a public supply well in California's Central Valley

This study investigates nitrate contamination of a deep municipal drinking water production well in Ripon, CA to demonstrate the utility of natural groundwater tracers in constraining the sources and transport of nitrate to deep aquifers in the Central Valley. The goal of the study was to investigate the origin (source) of elevated nitrate and the potential for the deep aquifer to attenuate anthropogenic nitrate. The site is ideal for such an investigation. The production well is screened from 165-325 feet below ground surface and a number of nearby shallow and deep monitoring wells were available for sampling. Furthermore, potential sources of nitrate contamination to the well had been identified, including a fertilizer supply plant located approximately 1000 feet to the east and local almond groves. A variety of natural isotopic and dissolved gas tracers including {sup 3}H-{sup 3}He groundwater age and the isotopic composition of nitrate are applied to identify nitrate sources and to characterize nitrate transport. An advanced method for sampling production wells is employed to help identify contaminant contributions from specific screen intervals. Engineered Materials for Cesium and Strontium Storage Final Technical Report

Closing the nuclear fuel cycle requires reprocessing spent fuel to recover the long-lived components that still have useful energy content while immobilizing the remnant waste fission products in stable forms. At the genesis of this project, next generation spent fuel reprocessing methods were being developed as part of the U.S. Department of Energy's Advanced Fuel Cycle Initiative. One of these processes was focused on solvent extraction schemes to isolate cesium (Cs) and strontium (Sr) from spent nuclear fuel. Isolating these isotopes for short-term decay storage eases the design requirements for long-term repository disposal; a significant amount of the radiation and decay heat in fission product waste comes from Cs-137 and Sr-90. For the purposes of this project, the Fission Product Extraction (FPEX) process is being considered to be the baseline extraction method. The objective of this project was to evaluate the nature and behavior of candidate materials for cesium and strontium immobilization; this will include assessments with minor additions of yttrium, barium, and rubidium in these materials. Homeland Security: Federal Protective Service's Use of Contract Guards Requires Reassessment and More Oversight

Testimony issued by the Government Accountability Office with an abstract that begins "To accomplish its mission of protecting about 9,000 federal facilities, the Federal Protective Service (FPS) currently has a budget of about $1 billion, about 1,225 full-time employees, and about 15,000 contract security guards. FPS obligated $659 million for guard services in fiscal year 2009. This testimony is based on our report issued on April 13, 2010, and discusses challenges FPS continues to face in (1) managing its guard contractors and (2) overseeing guards deployed at federal facilities, and (3) the actions FPS has taken to address these challenges. To address these objectives, GAO conducted site visits at 6 of FPS's 11 regions; interviewed FPS officials, guards, and contractors, and analyzed FPS's contract files. GAO also reviewed new contract guard program guidance issued since our July 2009 report and observed guard inspections and penetration testing done by FPS."

Human Capital: Status of Actions Needed to Improve the Timely and Accurate Delivery of Compensation and Medical Benefits to Deployed Civilians

Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) and other executive agencies increasingly deploy civilians in support of contingency operations in Iraq and Afghanistan. Prior GAO reports show that the use of deployed civilians has raised questions about the potential for differences in policies on compensation and medical benefits. When these civilians are deployed and serve side by side, differences in compensation or medical benefits may become more apparent and could adversely impact morale. This statement is based on GAO's 2009 congressionally requested report, which compared agency policies and identified any issues in policy or implementation regarding (1) compensation, (2) medical benefits, and (3) identification and tracking of deployed civilians. GAO reviewed laws, policies, and guidance; interviewed responsible officials at the Office of Personnel Management (OPM); and conducted a survey of civilians deployed from the six agencies between January 1, 2006 and April 30, 2008. GAO made ten recommendations for agencies to take actions such as reviewing compensation laws and policies, establishing medical screening requirements, and creating mechanisms to assist and track deployed civilians. Seven of the agencies--including DOD-- generally agreed with these recommendations; U.S. Agency for International Development did not. …
