Actinic imaging and evaluation of phase structures on EUV lithography masks

The authors describe the implementation of a phase-retrieval algorithm to reconstruct phase and complex amplitude of structures on EUV lithography masks. Many native defects commonly found on EUV reticles are difficult to detect and review accurately because they have a strong phase component. Understanding the complex amplitude of mask features is essential for predictive modeling of defect printability and defect repair. Besides printing in a stepper, the most accurate way to characterize such defects is with actinic inspection, performed at the design, EUV wavelength. Phase defect and phase structures show a distinct through-focus behavior that enables qualitative evaluation of the object phase from two or more high-resolution intensity measurements. For the first time, phase of structures and defects on EUV masks were quantitatively reconstructed based on aerial image measurements, using a modified version of a phase-retrieval algorithm developed to test optical phase shifting reticles.

Adaptation of a cubic smoothing spline algortihm for multi-channel data stitching at the National Ignition Facility

Some diagnostics at the National Ignition Facility (NIF), including the Gamma Reaction History (GRH) diagnostic, require multiple channels of data to achieve the required dynamic range. These channels need to be stitched together into a single time series, and they may have non-uniform and redundant time samples. We chose to apply the popular cubic smoothing spline technique to our stitching problem because we needed a general non-parametric method. We adapted one of the algorithms in the literature, by Hutchinson and deHoog, to our needs. The modified algorithm and the resulting code perform a cubic smoothing spline fit to multiple data channels with redundant time samples and missing data points. The data channels can have different, time-varying, zero-mean white noise characteristics. The method we employ automatically determines an optimal smoothing level by minimizing the Generalized Cross Validation (GCV) score. In order to automatically validate the smoothing level selection, the Weighted Sum-Squared Residual (WSSR) and zero-mean tests are performed on the residuals. Further, confidence intervals, both analytical and Monte Carlo, are also calculated. In this paper, we describe the derivation of our cubic smoothing spline algorithm. We outline the algorithm and test it with simulated and experimental data.

Algorithm Summary and Evaluation: Automatic Implementation of Ringdown Analysis for Electromechanical Mode Identification from Phasor Measurements

Small signal stability problems are one of the major threats to grid stability and reliability. Prony analysis has been successfully applied on ringdown data to monitor electromechanical modes of a power system using phasor measurement unit (PMU) data. To facilitate an on-line application of mode estimation, this paper develops a recursive algorithm for implementing Prony analysis and proposed an oscillation detection method to detect ringdown data in real time. By automatically detecting ringdown data, the proposed method helps guarantee that Prony analysis is applied properly and timely on the ringdown data. Thus, the mode estimation results can be performed reliably and timely. The proposed method is tested using Monte Carlo simulations based on a 17-machine model and is shown to be able to properly identify the oscillation data for on-line application of Prony analysis. In addition, the proposed method is applied to field measurement data from WECC to show the performance of the proposed algorithm.

This report documents an energy audit performed by Pacific Northwest National Laboratory (PNNL) and Redhorse Corporation (Redhorse) conducted on the Federal Aviation Administration (FAA) control tower and base building in Boise, Idaho. This report presents findings of the energy audit team that evaluated construction documents and operating specifications (at the 100% level) followed by a site visit of the facility under construction. The focus of the review was to identify measures that could be incorporated into the final design and operating specifications that would result in additional energy savings for FAA that would not have otherwise occurred.

This audit also provided an opportunity to identify potential capital cost projects that should be considered in the to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

Analysis of Illumina Microbial Assemblies

Since the emerging of second generation sequencing technologies, the evaluation of different sequencing approaches and their assembly strategies for different types of genomes has become an important undertaken. Next generation sequencing technologies dramatically increase sequence throughput while decreasing cost, making them an attractive tool for whole genome shotgun sequencing. To compare different approaches for de-novo whole genome assembly, appropriate tools and a solid understanding of both quantity and quality of the underlying sequence data are crucial. Here, we performed an in-depth analysis of short-read Illumina sequence assembly strategies for bacterial and archaeal genomes. Different types of Illumina libraries as well as different trim parameters and assemblers were evaluated. Results of the comparative analysis and sequencing platforms will be presented. The goal of this analysis is to develop a cost-effective approach for the increased throughput of the generation of high quality microbial genomes.

Assessment of China's Energy-Saving and Emission-Reduction Accomplishments and Opportunities During the 11th Five Year Plan

During the period 1980 to 2002, China experienced a 5% average annual reduction in energy consumption per unit of gross domestic product (GDP). The period 2002-2005 saw a dramatic reversal of the historic relationship between energy use and GDP growth: energy use per unit of GDP increased an average of 3.8% per year during this period (NBS, various years). China's 11th Five Year Plan (FYP), which covers the period 2006-2010, required all government divisions at different levels to reduce energy intensity by 20% in five years in order to regain the relationship between energy and GDP growth experienced during the 1980s and 1990s. This report provides an assessment of selected policies and programs that China has instituted in its quest to fulfill the national goal of a 20% reduction in energy intensity by 2010. The report finds that China has made substantial progress toward its goal of achieving 20% energy intensity reduction from 2006 to 2010 and that many of the energy-efficiency programs implemented during the 11th FYP in support of China's 20% energy/GDP reduction goal appear to be on track to meet - or in some cases even exceed - their energy-saving targets. Benchmarking ICRF simulations for ITER

Abstract Benchmarking of full-wave solvers for ICRF simulations is performed using plasma profiles and equilibria obtained from integrated self-consistent modeling predictions of four ITER plasmas. One is for a high performance baseline (5.3 T, 15 MA) DT H-mode plasma. The others are for half-field, half-current plasmas of interest for the pre-activation phase with bulk plasma ion species being either hydrogen or He4. The predicted profiles are used by seven groups to predict the ICRF electromagnetic fields and heating profiles. Approximate agreement is achieved for the predicted heating power partitions for the DT and He4 cases. Profiles of the heating powers and electromagnetic fields are compared.

Bishop Paiute Weatherization Training Program (open access)

Bishop Paiute Weatherization Training Program

The DOE Weatherization Training Grant assisted Native American trainees in developing weatherization competencies, creating employment opportunities for Bishop Paiute tribal members in a growing field. The trainees completed all the necessary training and certification requirements and delivered high-quality weatherization services on the Bishop Paiute Reservation. Six tribal members received all three certifications for weatherization; four of the trainees are currently employed. The public benefit includes (1) development of marketable skills by low-income Native individuals, (2) employment for low-income Native individuals in a growing industry, and (3) economic development opportunities that were previously not available to these individuals or the Tribe.

The centroid and envelope dynamics of a high-intensity charged particle beam are investigated as a beam smoothing technique to achieve uniform illumination over a suitably chosen region of the target for applications to ion-beam-driven high energy density physics and heavy ion fusion. The motion of the beam centroid projected onto the target follows a smooth pattern to achieve the desired illumination, for improved stability properties during the beam-target interaction. CHARACTERIZATION OF CORE SAMPLE COLLECTED FROM THE SALTSTONE DISPOSAL FACILITY

During the month of September 2008, grout core samples were collected from the Saltstone Disposal Facility, Vault 4, cell E. This grout was placed during processing campaigns in December 2007 from Deliquification, Dissolution and Adjustment Batch 2 salt solution. The 4QCY07 Waste Acceptance Criteria sample collected on 11/16/07 represents the salt solution in the core samples. Core samples were retrieved to initiate the historical database of properties of emplaced Saltstone and to demonstrate the correlation between field collected and laboratory prepared samples. Three samples were collected from three different locations. Samples were collected using a two-inch diameter concrete coring bit. In April 2009, the core samples were removed from the evacuated sample container, inspected, transferred to PVC containers, and backfilled with nitrogen. Samples furthest from the wall were the most intact cylindrically shaped cored samples. The shade of the core samples darkened as the depth of coring increased. Based on the visual inspection, sample 3-3 was selected for all subsequent analysis. The density and porosity of the Vault 4 core sample, 1.90 g/cm{sup 3} and 59.90% respectively, were comparable to values achieved for laboratory prepared samples. X-ray diffraction analysis identified phases consistent with the expectations for hydrated Saltstone. Microscopic analysis …

Commerical-Scale CO2 Capture and Sequestration for the Cement Industry

On June 8, 2009, DOE issued Funding Opportunity Announcement (FOA) Number DE-FOA-000015 seeking proposals to capture and sequester carbon dioxide from industrial sources. This FOA called for what was essentially a two-tier selection process. A number of projects would receive awards to conduct front-end engineering and design (FEED) studies as Phase I. Those project sponsors selected would be required to apply for Phase II, which would be the full design, construction, and operation of their proposed technology. Over forty proposals were received, and ten were awarded Phase I Cooperative Agreements. One of those proposers was CEMEX. CEMEX proposed to capture and sequester carbon dioxide (CO2) from one of their existing cement plants and either sequester the CO2 in a geologic formation or use it for enhanced oil recovery. The project consisted of evaluating their plants to identify the plant best suited for the demonstration, identify the best available capture technology, and prepare a design basis. The project also included evaluation of the storage or sequestration options in the vicinity of the selected plant.

A COMPARISON OF GADRAS SIMULATED AND MEASURED GAMMA RAY SPECTRA

Gamma-ray radiation detection systems are continuously being developed and improved for detecting the presence of radioactive material and for identifying isotopes present. Gamma-ray spectra, from many different isotopes and in different types and thicknesses of attenuation material and matrixes, are needed to evaluate the performance of these devices. Recently, a test and evaluation exercise was performed by the Savannah River National Laboratory that required a large number of gamma-ray spectra. Simulated spectra were used for a major portion of the testing in order to provide a pool of data large enough for the results to be statistically significant. The test data set was comprised of two types of data, measured and simulated. The measured data were acquired with a hand-held Radioisotope Identification Device (RIID) and simulated spectra were created using Gamma Detector Response and Analysis Software (GADRAS, Mitchell and Mattingly, Sandia National Laboratory). GADRAS uses a one-dimensional discrete ordinate calculation to simulate gamma-ray spectra. The measured and simulated spectra have been analyzed and compared. This paper will discuss the results of the comparison and offer explanations for spectral differences.

Continuosly Stirred Tank Reactor Parameters That Affect Sludge Batch 6 Simulant Properties

The High Level Radioactive Waste (HLW) Sludge in Savannah River Site (SRS) waste tanks was produced over a period of over 60 years by neutralizing the acidic waste produced in the F and H Separations Canyons with sodium hydroxide. The HLW slurries have been stored at free hydroxide concentrations above 1 M to minimize the corrosion of the carbon steel waste tanks. Sodium nitrite is periodically added as a corrosion inhibitor. The resulting waste has been subjected to supernate evaporation to minimize the volume of the stored waste. In addition, some of the waste tanks experienced high temperatures so some of the waste has been at elevated temperatures. Because the waste is radioactive, the waste is transforming through the decay of shorter lived radioactive species and the radiation damage that the decay releases. The goal of the Savannah River National Laboratory (SRNL) simulant development program is to develop a method to produce a sludge simulant that matches both the chemical and physical characteristics of the HLW without the time, temperature profile, chemical or radiation exposure of that of the real waste. The 9977 General Purpose Fissile Package (GPFP) was designed in response to the adoption of the crush test requirement in the US regulations for packages for radioactive materials (10 CFR 71). This presentation on crush testing of the 9977 GPFP Reviews origins of Crush Test Requirements and implementation of crush test requirements in 10 CFR 71. SANDIA testing performed to support the rule making is reviewed. The differences in practice, on the part of the US Department of Energy from those required by the NRC for commercial purposes, are explained. The design features incorporated into the 9977 GPFP to enable it to withstand the crush test and the crush tests performed on the 9977 are described. Lessons learned from crush testing of GPFP packagings are given.

Customer Impact Evaluation for the 2009 Southern California Edison Participating Load Pilot

The 2009 Participating Load Pilot Customer Impact Evaluation provides evidence that short duration demand response events which cycle off air conditioners for less than thirty minutes in a hot, dry environment do not lead to a significant degradation in the comfort level of residents participating in the program. This was investigated using: (1) Analysis of interval temperature data collected from inside residences of select program participants; and (2) Direct and indirect customer feedback from surveys designed and implemented by Southern California Edison at the conclusion of the program season. There were 100 indoor temperature monitors that were acquired by LBNL for this study that transmitted temperature readings at least once per hour with corresponding timestamps during the program season, June-October, 2009. Recorded temperatures were transferred from the onsite telemetry devices to a mesh network, stored, and then delivered to KEMA for analysis. Following an extensive data quality review, temperature increases during each of the thirty demand response test events were calculated for each device. The results are as follows: (1) Even for tests taking place during outside temperatures in excess of 100 degrees Fahrenheit, over 85 percent of the devices measured less than a 0.5 degree Fahrenheit temperature increase indoors …

Design and Construction of a Prototype Solenoid Coil for MICE Coupling Magnets

A superconducting coupling solenoid mounted around four conventional RF cavities, which produces up to 2.6 T central magnetic field to keep the muons within the cavities, is to be used for the Muon Ionization Cooling Experiment (MICE). The coupling coil made from copper matrix NbTi conductors is the largest of three types of magnets in MICE both in terms of 1.5 m inner diameter and about 13MJ stored magnetic energy at full operation current of 210A. The stress induced inside the coil assembly during cool down and magnet charging is relatively high. In order to validate the design method and develop the coil winding technique with inside-wound SC splices required for the coupling coil, a prototype coil made from the same conductor and with the same diameter and thickness but only one-fourth long as the coupling coil was designed and fabricated by ICST. The prototype coil was designed to be charged to strain conditions that are equivalent or greater than would be encountered in the coupling coil. This paper presents detailed design of the prototype coil as well as developed coil winding skills. The analyses on stress in the coil assembly and quench process were carried out.

DEVELOPMENT AND DEPLOYMENT OF VACUUM SALT DISTILLATION AT THE SAVANNAH RIVER SITE

The Savannah River Site has a mission to dissolve fissile materials and disposition them. The primary fissile material is plutonium dioxide (PuO{sub 2}). To support dissolution of these materials, the Savannah River National Laboratory (SRNL) designed and demonstrated a vacuum salt distillation (VSD) apparatus using both representative radioactive samples and non-radioactive simulant materials. Vacuum salt distillation, through the removal of chloride salts, increases the quantity of materials suitable for processing in the site's HB-Line Facility. Small-scale non-radioactive experiments at 900-950 C show that >99.8 wt % of the initial charge of chloride salt distilled from the sample boat with recovery of >99.8 wt % of the ceric oxide (CeO{sub 2}) - the surrogate for PuO{sub 2} - as a non-chloride bearing 'product'. Small-scale radioactive testing in a glovebox demonstrated the removal of sodium chloride (NaCl) and potassium chloride (KCl) from 13 PuO{sub 2} samples. Chloride concentrations were distilled from a starting concentration of 1.8-10.8 wt % to a final concentration <500 mg/kg chloride. Initial testing of a non-radioactive, full-scale production prototype is complete. Development of High Throughput Process for Constructing 454 Titanium and Illumina Libraries

We have developed two processes with the Biomek FX robot to construct 454 titanium and Illumina libraries in order to meet the increasing library demands. All modifications in the library construction steps were made to enable the adaptation of the entire processes to work with the 96-well plate format. The key modifications include the shearing of DNA with Covaris E210 and the enzymatic reaction cleaning and fragment size selection with SPRI beads and magnetic plate holders. The construction of 96 Titanium libraries takes about 8 hours from sheared DNA to ssDNA recovery. The processing of 96 Illumina libraries takes less time than that of the Titanium library process. Although both processes still require manual transfer of plates from robot to other work stations such as thermocyclers, these robotic processes represent about 12- to 24-folds increase of library capacity comparing to the manual processes. To enable the sequencing of many libraries in parallel, we have also developed sets of molecular barcodes for both library types. The requirements for the 454 library barcodes include 10 bases, 40-60percent GC, no consecutive same base, and no less than 3 bases difference between barcodes.
