Results of applying a non-evaporative mitigation technique to laser-initiated surface damage on fused-silica

We present results from a study to determine an acceptable CO{sub 2} laser-based non-evaporative mitigation protocol for use on surface damage sites in fused-silica optics. A promising protocol is identified and evaluated on a set of surface damage sites created under ICF-type laser conditions. Mitigation protocol acceptability criteria for damage re-initiation and growth, downstream intensification, and residual stress are discussed. In previous work, we found that a power ramp at the end of the protocol effectively minimizes the residual stress (<25 MPa) left in the substrate. However, the biggest difficulty in determining an acceptable protocol was balancing between low re-initiation and problematic downstream intensification. Typical growing surface damage sites mitigated with a candidate CO{sub 2} laser-based mitigation protocol all survived 351 nm, 5 ns damage testing to fluences >12.5 J/cm{sup 2}. The downstream intensification arising from the mitigated sites is evaluated, and all but one of the sites has 100% passing downstream damage expectation values. We demonstrate, for the first time, a successful non-evaporative 10.6 {micro}m CO{sub 2} laser mitigation protocol applicable to fused-silica optics used on fusion-class lasers like the National Ignition Facility (NIF).

Oxygen-Fired CO{sub 2} Recycle for Application to Direct CO{sub 2} Capture form Coal-Fired Power Plants

The Southern Research/Southern Company 1 MWth Pilot-Scale Coal-Fired Test Facility was successfully retrofit to fire in either the traditional air-fired mode or with 100% oxygen and recycled flue gas, with a fully integrated feedback and control system, including oxygen and recycled flue gas modulation during startup, transfer, and shutdown, safety and operational interlocks, and data acquisition. A MAXON Staged Oxygen Burner for Oxy-Coal Applications produced a stable flame over a significant range of firing turn-down, staging, and while firing five different U.S. coal types. The MAXON burner design produces lower flame temperatures than for air firing, which will enable (A) Safe operation, (B) Reduction of recycle flow without concern about furnace flame temperatures, and (C) May likely be affective at reducing slagging and fouling in the boiler and super heater at full-scale Power Plants. A CFD model of the Oxy-fired Combustion Research Facility (OCRF) was used to predict the flame geometry and temperatures in the OCRF and make a comparison with the air-fired case. The model predictions were consistent with the experimental data in showing that the MAXON burner fired with oxygen produced lower flame temperatures than the air-fired burner while firing with air.

The purpose of an On-Site Inspection (OSI) is to determine whether a nuclear explosion has occurred in violation of the Comprehensive Nuclear Test Ban Treaty (CTBT), and to gather information which might assist in identifying the violator (CTBT, Article IV, Paragraph 35) Multi-Spectral and Infra Red Imaging (MSIR) is allowed by the treaty to detect observables which might help reduce the search area and thus expedite an OSI and make it more effective. MSIR is permitted from airborne measurements, and at and below the surface to search for anomalies and artifacts (CTBT, Protocol, Part II, Paragraph 69b). The three broad types of anomalies and artifacts MSIR is expected to be capable of observing are surface disturbances (disturbed earth, plant stress or anomalous surface materials), human artifacts (man-made roads, buildings and features), and thermal anomalies. The purpose of this Primer is to provide technical information on MSIR relevant to its use for OSI. Integrated Nucleosynthesis in Neutrino Driven Winds

Although they are but a small fraction of the mass ejected in core-collapse supernovae, neutrino-driven winds (NDWs) from nascent proto-neutron stars (PNSs) have the potential to contribute significantly to supernova nucleosynthesis. In previous works, the NDW has been implicated as a possible source of r-process and light p-process isotopes. In this paper we present time-dependent hydrodynamic calculations of nucleosynthesis in the NDW which include accurate weak interaction physics coupled to a full nuclear reaction network. Using two published models of PNS neutrino luminosities, we predict the contribution of the NDW to the integrated nucleosynthetic yield of the entire supernova. For the neutrino luminosity histories considered, no true r-process occurs in the most basic scenario. The wind driven from an older 1.4M{sub {circle_dot}} model for a PNS is moderately neutron-rich at late times however, and produces {sup 87}Rb, {sup 88}Sr, {sup 89}Y, and {sup 90}Zr in near solar proportions relative to oxygen. The wind from a more recently studied 1.27M{sub {circle_dot}} PNS is proton-rich throughout its entire evolution and does not contribute significantly to the abundance of any element. RECOMMENDATIONS FOR ASSESSING THE UNCERTAINTY IN TANK 18-F WALL SAMPLES

Tank 18-F in the F-Area Tank Farm at the Savannah River Site (SRS) has had measurements taken from its inner vertical sides in order to determine the level of radionuclide and other analyte concentrations attached to the tank walls. In all, three samples have been obtained by drilling shallow holes into the carbon steel walls and consolidating the material. An Upper Wall Sample (Sample ID: Tk 18-1) was formed by combining two drill samples taken at a height of 17 ft above the tank floor, and a Lower Wall Sample (Sample ID: SPD4) was formed by combining two drill samples taken between 10 and 12 ft above the tank floor. A Scale Sample (Sample ID: Tk 18-2) was formed by combining 5 drill samples obtained between 6 and 7 ft above the tank floor. Photographs of the sampled material and a more detailed description of the samples and the concentration results are presented by Hay and others [2009]. RESPONSE OF ALUMINUM SPHERES IN SITU TO DETONATION

Time sequence x-ray imaging was utilized to determine the response of aluminum spheres embedded in a detonating high-explosive cylinder. The size of these spheres ranged from 3/8-inch to 1/32-inch in diameter. These experiments directly observed the response of the spheres as a function of time after interaction with the detonation wave. As the spheres are entrained in the post-detonation flow field, they are accelerating and their velocity profile is complicated, but can be determined from the radiography. Using the aluminum spheres as tracers, radial velocities of order 1.6 mm/us and horizontal velocities of order 0.08 mm/us were measured at early times post detonation. In terms of response, these data show that the largest sphere deforms and fractures post detonation. The intermediate size spheres suffer negligible deformation, but appear to ablate post detonation. Post detonation, the smallest spheres either react, mechanically disintegrate, atomize as a liquid or some combination of these.

The Estuary/Ocean Subgroup (EOS) is part of the research, monitoring, and evaluation (RME) effort that the Action Agencies (Bonneville Power Administration, U.S. Army Corps of Engineers, U.S. Bureau of Reclamation) developed in response to obligations arising from the Endangered Species Act as applied to operation of the Federal Columbia River Power System (FCRPS). The goal of the EOS project is to facilitate activities of the estuary/ocean RME subgroup as it coordinates design and implementation of federal RME in the lower Columbia River and estuary. The EOS is one of multiple work groups in the federal research, monitoring, and evaluation (RME) effort developed in response to responsibilities arising from the Endangered Species Act as a result of operation of the FCRPS. The EOS is tasked by NOAA Fisheries and the Action Agencies to design and coordinate implementation of the federal RME plan for the lower Columbia River and estuary, including the plume.

A nanocrystal strain gauge for luminescence detection of mechanical forces

Local microscale stresses play a crucial role in inhomogeneous mechanical processes from cell motility to material failure. However, it remains difficult to spatially resolve stress at these small length scales. While contact-probe and non-contact based techniques have been used to quantify local mechanical behavior in specific systems with high stiffness or stress and spatial resolution, these methods cannot be used to study a majority of micromechanical systems due to spectroscopic and geometrical constraints. We present here the design and implementation of a luminescent nanocrystal strain gauge, the CdSe/CdS core/shell tetrapod. The tetrapod can be incorporated into many materials, yielding a local stress measurement through optical fluorescence spectroscopy of the electronically confined CdSe core states. The stress response of the tetrapod is calibrated and utilized to study mechanical behavior in single polymer fibers. We expect that tetrapods can be used to investigate local stresses in many other mechanical systems.

Evaluating Cumulative Ecosystem Response to Restoration Projects in the Lower Columbia River and Estuary, 2009

This is the sixth annual report of a seven-year project (2004 through 2010) to evaluate the cumulative effects of habitat restoration actions in the lower Columbia River and estuary (LCRE). The project, called the Cumulative Effects Study, is being conducted for the U.S. Army Corps of Engineers Portland District (USACE) by the Marine Sciences Laboratory of the Pacific Northwest National Laboratory (PNNL), the Pt. Adams Biological Field Station of the National Marine Fisheries Service (NMFS), the Columbia River Estuary Study Taskforce (CREST), and the University of Washington. The goal of the Cumulative Effects Study is to develop a methodology to evaluate the cumulative effects of multiple habitat restoration projects intended to benefit ecosystems supporting juvenile salmonids in the 235-km-long LCRE. Literature review in 2004 revealed no existing methods for such an evaluation and suggested that cumulative effects could be additive or synergistic. From 2005 through 2009, annual field research involved intensive, comparative studies paired by habitat type (tidal swamp versus marsh), trajectory (restoration versus reference site), and restoration action (tidegate replacement vs. culvert replacement vs. dike breach).

Measurements of the Motion of Plasma Filaments in a Plasma Ball

Measurements were made of the motion of the filamentary structures in a plasma ball using high speed cameras and other optical detectors. These filaments traverse the ball radially at ~106 cm/sec at the driving frequency of ~26 kHz, and drift upward through the ball at ~1 cm/sec. Varying the applied high voltage and frequency caused the number, length, and diameter of the filaments to change. A custom plasma ball was constructed to observe the effects of varying gas pressure and species on the filament structures.

Calibration of a High Resolution Soft X-ray Spectrometer

A high resolution grating spectrometer (HRGS) with 2400 line/mm variable line spacing grating for the 10-50 {angstrom} wavelength range has been designed for laser-produced plasma experiments at the Lawrence Livermore National Laboratory (LLNL). The spectrometer has a large radius of curvature, R=44.3 m, is operated at a 2{sup o} grazing angle and can record high signal-to-noise spectra when used with a low-noise, cooled, charge-coupled device detector. The instrument can be operated with a 10-25 {micro}m wide slit to achieve the best spectral resolving power on laser plasma sources, approaching 2000, or in slitless mode with a small symmetrical emission source. Results will be presented for the spectral response of the spectrometer cross-calibrated at the LLNL Electron Beam Ion Trap facility using the broadband x-ray energy EBIT Calorimeter Spectrometer (ECS).

Good progress has been made on both bacterial and viral sequencing by the TMTI centers. While access to appropriate samples is a limiting factor to throughput, excellent progress has been made with respect to getting agreements in place with key sources of relevant materials. Sharing of sequenced genomes funded by TMTI has been extremely limited to date. The April 2010 exercise should force a resolution to this, but additional managerial pressures may be needed to ensure that rapid sharing of TMTI-funded sequencing occurs, regardless of collaborator constraints concerning ultimate publication(s). Policies to permit TMTI-internal rapid sharing of sequenced genomes should be written into all TMTI agreements with collaborators now being negotiated. TMTI needs to establish a Web-based system for tracking samples destined for sequencing. This includes metadata on sample origins and contributor, information on sample shipment/receipt, prioritization by TMTI, assignment to one or more sequencing centers (including possible TMTI-sponsored sequencing at a contributor site), and status history of the sample sequencing effort. While this system could be a component of the AFRL system, it is not part of any current development effort. Alternate Alpha Induced Reactions for NIF Radiochemistry

Radiochemical analysis of NIF capsule residues has been identified as a potential diagnostic of NIF capsule performance. In particular, alpha-induced nuclear reactions that occur on tracer elements added to the NIF capsule have been shown through simulation to be a very sensitive diagnostic for mix. The short range of the alpha particles makes them representative of the hot spot where they are created through the fusion of deuterium and tritium. Reactions on elements doped into the innermost part of the capsule ablator would therefore be sensitive to material that had mixed into the hot spot. Radiochemical determinations of activated detector elements may perhaps be the only true measure of mix that occurs in a NIF capsule, particularly in cases when the capsule fails.

EXAMINATION OF SHIPPING PACKAGES 9975-01968, 9975-04353 AND 9975-06870

Three 9975 shipping packages were examined to investigate the non-conforming condition of an axial air gap greater than 1 inch. This condition typically indicates the presence of excess moisture in the fiberboard overpack, and may be accompanied by degradation in the fiberboard properties. In the case of these three packages, no excess moisture was present, and the fiberboard was not visibly degraded. However, the lower fiberboard assembly from 9975-06870 was separated into two pieces. The lead shield from 9975-04353 was heavily corroded, while the shield from 9975-01968 had very little corrosion. In the case of 9975-06870, the shield was covered by a stainless steel sleeve, and the condition of the lead was not observed. No other conditions of concern were observed in these three packages.

Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business constructioin subcontractors while performing high hazard work in a safe and productive manner. Previous to the WRPS contract, construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Simple Model of the (alpha)(omega) Dynamo: Self-Excited Spheromaks

The astrophysical {alpha}{omega} dynamo converting angular momentum to magnetic energy can be interpreted as a self-excited Faraday dynamo together with magnetic relaxation coupling the dynamo poloidal field to the toroidal field produced by dynamo currents. Since both toroidal and poloidal fields are involved, the system can be modeled as helicity creation and transport, in a spheromak plasma configuration in quasi-equilibrium on the time scale of changes in magnetic energy. Neutral beams or plasma gun injection across field lines could create self-excited spheromaks in the laboratory.

Bench-Top Impedance Measurements for a Rotatable Copper Collimator for the LHC Phase II Collimation Upgrade

Simulations have been performed in Omega3P to study both trapped modes and impedance contributions of a rotatable collimator for the LHC phase II collimation upgrade. Bench-top stretched coil probe impedance methods are also being implemented for measurements on prototype components to directly measure the low frequency impedance contributions. The collimator design also calls for a RF contact interface at both jaw ends with contact resistance much less than a milliohm in order to limit transverse impedance. DC resistance measurements in a custom built test chamber have been performed to test the performance of this interface.

BDS Thin Film UV Antireflection Laser Damage Competition

UV antireflection coatings are a challenging coating for high power laser applications as exemplified by the use of uncoated Brewster's windows in laser cavities. In order to understand the current laser resistance of UV AR coatings in the industrial and university sectors, a double blind laser damage competition was performed. The coatings have a maximum reflectance of 0.5% at 355 nm at normal incidence. Damage testing will be performed using the raster scan method with a 7.5 ns pulse length on a single testing facility to facilitate direct comparisons. In addition to the laser resistance results, details of deposition processes and coating materials will also be shared.
