TOWARD HIGHLY SECURE AND AUTONOMIC COMPUTING SYSTEMS: A HIERARCHICAL APPROACH

The overall objective of this research project is to develop novel architectural techniques as well as system software to achieve a highly secure and intrusion-tolerant computing system. Such system will be autonomous, self-adapting, introspective, with self-healing capability under the circumstances of improper operations, abnormal workloads, and malicious attacks. The scope of this research includes: (1) System-wide, unified introspection techniques for autonomic systems, (2) Secure information-flow microarchitecture, (3) Memory-centric security architecture, (4) Authentication control and its implication to security, (5) Digital right management, (5) Microarchitectural denial-of-service attacks on shared resources. During the period of the project, we developed several architectural techniques and system software for achieving a robust, secure, and reliable computing system toward our goal.

Search for a Lorentz-violating sidereal signal with atmospheric neutrinos in IceCube

A search for sidereal modulation in the flux of atmospheric muon neutrinos in IceCube was performed. Such a signal could be an indication of Lorentz-violating physics. Neutrino oscillationmodels, derivable from extensions to the Standard Model, allow for neutrino oscillations that depend on the neutrino's direction of propagation. No such direction-dependent variation was found. Adiscrete Fourier transform method was used to constrain the Lorentz and CPT-violating coefficients in one of these models. Due to the unique high energy reach of IceCube, it was possible to improveconstraints on certain Lorentz-violating oscillations by three orders of magnitude with respect to limits set by other experiments.

Reducing variance in batch partitioning measurements

The partitioning experiment is commonly performed with little or no attention to reducing measurement variance. Batch test procedures such as those used to measure K{sub d} values (e.g., ASTM D 4646 and EPA402 -R-99-004A) do not explain how to evaluate measurement uncertainty nor how to minimize measurement variance. In fact, ASTM D 4646 prescribes a sorbent:water ratio that prevents variance minimization. Consequently, the variance of a set of partitioning measurements can be extreme and even absurd. Such data sets, which are commonplace, hamper probabilistic modeling efforts. An error-savvy design requires adjustment of the solution:sorbent ratio so that approximately half of the sorbate partitions to the sorbent. Results of Monte Carlo simulations indicate that this simple step can markedly improve the precision and statistical characterization of partitioning uncertainty.

Fighting Fire with Fire: Modeling the Datacenter-Scale Effects of Targeted Superlattice Thermal Management

Local thermal hot-spots in microprocessors lead to worst case provisioning of global cooling resources, especially in large-scale systems. However, efficiency of cooling solutions degrade non-linearly with supply temperature, resulting in high power consumption and cost in cooling - 50 {approx} 100% of IT power. Recent advances in active cooling techniques have shown on-chip thermoelectric coolers (TECs) to be very efficient at selectively eliminating small hot-spots, where applying current to a superlattice film deposited between silicon and the heat spreader results in a Peltier effect that spreads the heat and lowers the temperature of the hot-spot significantly to improve chip reliability. In this paper, we propose that hot-spot mitigation using thermoelectric coolers can be used as a power management mechanism to allow global coolers to be provisioned for a better worst case temperature leading to substantial savings in cooling power. In order to quantify the potential power savings from using TECs in data center servers, we present a detailed power model that integrates on-chip dynamic and leakage power sources, heat diffusion through the entire chip, TEC and global cooler efficiencies, and all their mutual interactions. An imaging proton spectrometer for short-pulse laser plasma experiments

Ultra intense short pulse laser pulses incident on solid targets can generate energetic protons. In additions to their potentially important applications such as in cancer treatments and proton fast ignition, these protons are essential to understand the complex physics of intense laser plasma interaction. To better characterize these laser-produced protons, we designed and constructed a novel, spatially imaging proton spectrometer that will not only measure proton energy distribution with high resolution, but also provide its angular characteristics. The information obtained from this spectrometer compliments those from commonly used diagnostics including radiochromic film packs, CR39 nuclear track detectors, and non-imaging magnetic spectrometers. The basic characterizations and sample data from this instrument are presented.

Probing the eV-Mass Range for Solar Axions with CAST

The CERN Axion Solar Telescope (CAST) is searching for solar axions which could be produced in the core of the Sun via the so-called Primakoff effect. Not only would these hypothetical particles solve the strong CP problem, but they are also one of the favored candidates for dark matter. In order to look for axions originating from the Sun, CAST uses a decommissioned LHC prototype magnet. In its 10 m long magnetic field region of 9 Tesla, axions could be reconverted into X-ray photons. Different X-ray detectors are installed on both ends of the magnet, which is mounted on a structure built to follow the Sun during sunrise and sunset for a total of about 3 hours per day. The analysis of the data acquired during the first phase of the experiment with vacuum in the magnetic field region yielded the most restrictive experimental upper limit on the axion-to-photon coupling constant for axion masses up to about 0.02 eV. In order to extend the sensitivity of the experiment to a wider mass range, the CAST experiment continues its search for axions with helium in the magnet bores. Cadmium Manganese Telluride (Cd1-xMnxTe): A potential material for room-temperature radiation detectors

Cadmium Manganese Telluride (CdMnTe) recently emerged as a promising material for room-temperature X- and gamma-ray detectors. It offers several potential advantages over CdZnTe. Among them is its optimal tunable band gap ranging from 1.7-2.2 eV, and its relatively low (< 50%) content of Mn compared to that of Zn in CdZnTe that assures this favorable band-gap range. Another important asset is the segregation coefficient of Mn in CdTe that is approximately unity compared to 1.35 for Zn in CdZnTe, so ensuring the homogenous distribution of Mn throughout the ingot; hence, a large-volume stoichiometric yield is attained. However, some materials issues primarily related to the growth process impede the production of large, defect-free single crystals. The high bond-ionicity of CdMnTe entails a higher propensity to crystallize into a hexagonal structure rather than to adopt the expected zinc-blend structure, which is likely to generate twins in the crystals. In addition, bulk defects generate in the as-grown crystals due to the dearth of high-purity Mn, which yields a low-resistivity material. REPORT ON QUALITATIVE VALIDATION EXPERIMENTS USING LITHIUM-ALUMINUM LAYERED DOUBLE-HYDROXIDES FOR THE REDUCTION OF ALUMINUM FROM THE WASTE TREATMENT PLANT FEEDSTOCK

A process for removing aluminum from tank waste simulants by adding lithium and precipitating Li-Al-dihydroxide (Lithiumhydrotalcite, [LiAl{sub 2}(OH){sub 6}]{sup +}X{sup -}) has been verified. The tests involved a double-shell tank (DST) simulant and a single-shell tank (SST) simulant. In the case of the DST simulant, the product was the anticipated Li-hydrotalcite. For the SST simulant, the product formed was primarily Li-phosphate. However, adding excess Li to the solution did result in the formation of traces of Li-hydrotalcite. The Li-hydrotalcite from the DST supernate was an easily filterable solid. After four water washes the filter cake was a fluffy white material made of < 100 {micro}m particles made of smaller spheres. These spheres are agglomerates of {approx} 5 {micro}m diameter platelets with < 1 {micro}m thickness. Chemical and mineralogical analyses of the filtrate, filter cake, and wash waters indicate a removal of 90+ wt% of the dissolved Al for the DST simulant. For the SST simulant, the main competing reaction to the formation of lithium hydrotalcite appears to be the formation of lithium phosphate. A general, efficient method is demonstrated for exchanging native oxyanionic ligands on inorganic nanocrystals with functional trimethylsilylated (TMS) chalcogenido ligands. In addition, newly synthesized TMS mixed chalcogenides leverage preferential reactivity of TMS-S bonds over TMS-O bonds, enabling efficient transfer of luminescent nanocrystals into aqueous media with retention of their optical properties.

OSI Passive Seismic Experiment at the Former Nevada Test Site

On-site inspection (OSI) is one of the four verification provisions of the Comprehensive Nuclear Test Ban Treaty (CTBT). Under the provisions of the CTBT, once the Treaty has entered into force, any signatory party can request an on-site inspection, which can then be carried out after approval (by majority voting) of the Executive Council. Once an OSI is approved, a team of 40 inspectors will be assembled to carry out an inspection to ''clarify whether a nuclear weapon test explosion or any other nuclear explosion has been carried out in violation of Article I''. One challenging aspect of carrying out an on-site inspection (OSI) in the case of a purported underground nuclear explosion is to detect and locate the underground effects of an explosion, which may include an explosion cavity, a zone of damaged rock, and/or a rubble zone associated with an underground collapsed cavity. The CTBT (Protocol, Section II part D, paragraph 69) prescribes several types of geophysical investigations that can be carried out for this purpose. Iron-sulfur (FeS) centers are essential for biology and inspirational in chemistry. These protein cofactors are broadly defined as active sites in which Fe is coordinated by S-donor ligands, often in combination with extra non-protein components, for example, additional metal atoms such as Mo and Ni, and soft ligands such as CN{sup -} and CO. Iron-sulfur centers are inherently air sensitive: they are found in essentially all organisms and it is possible that they were integral components of the earliest forms of life, well before oxygen (O{sub 2}) appeared. Proteins containing FeS cofactors perform a variety of biological functions ranging across electron transfer, acid-base catalysis, and sensing where they are agents for cell regulation through transcription (DNA) or translation (RNA). They are redox catalysts for radical-based reactions and the activation of H{sub 2}, N{sub 2} and CO{sub 2}, processes that offer scientific and economic challenges for industry. As part of the 200-PO-1 Phase I geophysical surveys, Fugro Airborne Surveys was contracted to collect airborne electromagnetic (EM) and magnetic surveys of the Hanford Site 600 Area. Two helicopter survey systems were used with the HeliGEOTEM{reg_sign} time domain portion flown between June 19th and June 20th, 2008, and the RESOLVE{reg_sign} frequency domain portion was flown from June 29th to July 1st, 2008. Magnetic data were acquired contemporaneously with the electromagnetic surveys using a total-field cesium vapor magnetometer. Approximately 925 line kilometers (km) were flown using the HeliGEOTEM{reg_sign} II system and 412 line kilometers were flown using the RESOLVE{reg_sign} system. The HeliGEOTEM system has an effective penetration of roughly 250 meters into the ground and the RESOLVE system has an effective penetration of roughly 60 meters. Acquisition parameters and preliminary results are provided in SGW-39674, Airborne Electromagnetic Survey Report, 200-PO-1 Groundwater Operable Unit, 600 Area, Hanford Site. Airborne data are interpreted in this report in an attempt to identify areas of likely preferential groundwater flow within the aquifer system based on the presence of paleochannels or fault zones. An Integrated Multi-function Corrosion Probe (IMCP) was installed in Tank 241-AN-107 on September 20, 2006. A portion of the probe was retrieved on June 8, 2010 and the sections holding the detectors were delivered to the 222-S Laboratory for analysis. The examination and disassembly of the probe sections encountered a number of challenges. However, disassembly and relevant analyses were successfully completed. The following summarizes our observations. Brittle failure of the fiberglass probe in the middle of detector 2 resulted in the recovery of only three vapor space C-rings and six supernatant bullet specimens. The design of the bullets and how they were attached to the probe made the recovery of the components more difficult. The use of glue/epoxy on the bullets and the attachment of the flat bottom of the bullets to the curved surface of the fiberglass probe body meant that weight loss on cleaning and surface area of the specimens could not be determined with acceptable accuracy. Macrophotography of all specimens reveals that corrosion was slight in the vapor space and extremely slight in the supernatant. The one pre-cracked C-ring recovered from the vapor space still had the stress bulge visible on the polished surface, indicating that crack …

THE HYDROTHERMAL REACTIONS OF MONOSODIUM TITANATE, CRYSTALLINE SILICOTITANATE AND SLUDGE IN THE MODULAR SALT PROCESS: A LITERATURE SURVEY

The use of crystalline silicotitanate (CST) is proposed for an at-tank process to treat High Level Waste at the Savannah River Site. The proposed configuration includes deployment of ion exchange columns suspended in the risers of existing tanks to process salt waste without building a new facility. The CST is available in an engineered form, designated as IE-911-CW, from UOP. Prior data indicates CST has a proclivity to agglomerate from deposits of silica rich compounds present in the alkaline waste solutions. This report documents the prior literature and provides guidance for the design and operations that include CST to mitigate that risk. The proposed operation will also add monosodium titanate (MST) to the supernate of the tank prior to the ion exchange operation to remove strontium and select alpha-emitting actinides. The cesium loaded CST is ground and then passed forward to the sludge washing tank as feed to the Defense Waste Processing Facility (DWPF). Similarly, the MST will be transferred to the sludge washing tank. Sludge processing includes the potential to leach aluminum from the solids at elevated temperature (e.g., 65 C) using concentrated (3M) sodium hydroxide solutions. Methodology Development and Applications of Proliferation Resistance and Physical Protection Evaluation.

We present an overview of the program on the evaluation methodology for proliferation resistance and physical protection (PR&PP) of advanced nuclear energy systems (NESs) sponsored by the Generation IV International Forum (GIF). For a proposed NES design, the methodology defines a set of challenges, analyzes system response to these challenges, and assesses outcomes. The challenges to the NES are the threats posed by potential actors (proliferant States or sub-national adversaries). The characteristics of Generation IV systems, both technical and institutional, are used to evaluate the response of the system and to determine its resistance against proliferation threats and robustness against sabotage and terrorism threats. The outcomes of the system response are expressed in terms of a set of measures, which are the high-level PR&PP characteristics of the NES. The methodology is organized to allow evaluations to be performed at the earliest stages of system design and to become more detailed and more representative as the design progresses. It can thus be used to enable a program in safeguards by design or to enhance the conceptual design process of an NES with regard to intrinsic features for PR&PP.

A Permanent-Magnet Microwave Ion Source for a Compact High-Yield Neutron Generator

We present recent work on the development of a microwave ion source that will be used in a high-yield compact neutron generator for active interrogation applications. The sealed tube generator will be capable of producing high neutron yields, 5x1011 n/s for D-T and ~;;1x1010 n/s for D-D reactions, while remaining transportable. We constructed a microwave ion source (2.45 GHz) with permanent magnets to provide the magnetic field strength of 87.5 mT necessary for satisfying the electron cyclotron resonance (ECR) condition. Microwave ion sources can produce high extracted beam currents at the low gas pressures required for sealed tube operation and at lower power levels than previously used RF-driven ion sources. A 100 mA deuterium/tritium beam will be extracted through a large slit (60x6 mm2) to spread the beam power over a larger target area. This paper describes the design of the permanent-magnet microwave ion source and discusses the impact of the magnetic field design on the source performance. The required equivalent proton beam current density of 40 mA/cm2 was extracted at a moderate microwave power of 400 W with an optimized magnetic field.

Low Prevalence of Chronic Beryllium Disease among Workers at a Nuclear Weapons Research and Development Facility

To study the prevalence of beryllium sensitization (BeS) and chronic beryllium disease (CBD) in a cohort of workers from a nuclear weapons research and development facility. We evaluated 50 workers with BeS with medical and occupational histories, physical examination, chest imaging with HRCT (N=49), and pulmonary function testing. Forty of these workers also underwent bronchoscopy for bronchoalveolar lavage (BAL) and transbronchial biopsies. The mean duration of employment at the facility was 18 yrs and the mean latency (from first possible exposure) to time of evaluation was 32 yrs. Five of the workers had CBD at the time of evaluation (based on histology or HRCT); three others had evidence of probable CBD. These workers with BeS, characterized by a long duration of potential Be exposure and a long latency, had a low prevalence of CBD.

Compression and strong rarefaction in high power impulse magnetron sputtering discharges

Gas compression and strong rarefaction have been observed for high power impulse magnetron sputtering (HIPIMS) discharges using a copper target in argon. Time-resolved ion saturation currents of 35 probes were simultaneously recorded for HIPIMS discharges operating far above the self-sputtering runaway threshold. The argon background pressure was a parameter for the evaluation of the spatial and temporal development of the plasma density distribution. The data can be interpreted by a massive onset of the sputtering flux (sputter wind) that causes a transient densification of the gas, followed by rarefaction and the replacement of gas plasma by the metal plasma of sustained self-sputtering. The plasma density pulse follows closely the power pulse at low pressure. At high pressure, the relatively remote probes recorded a density peak only after the discharge pulse, indicative for slow, diffusive ion transport.

This report summarizes field sampling activities conducted in support of WCH’s Remedial Investigation of Hanford Site Releases to the Columbia River. This work was conducted form 2008 through 2010. The work included preliminary mapping and measurement of Hanford Site contaminants in sediment, pore water, and surface water located in areas where groundwater upwelling were found.

PACE Status Update

The Federal Housing Finance Agency (FHFA) regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On July 6, 2010, FHFA and the Office of the Comptroller of the Currency (OCC) concluded that Property Assessed Clean Energy (PACE) programs 'present significant safety and soundness concerns' to the housing finance industry. This statement came after a year of discussions with state and federal agencies in which PACE, a novel mechanism for financing energy efficiency and renewable energy improvements, has gone from receiving support from the White House, canonization as one of Scientific American's 'World Changing Ideas' and legislative adoption in 24 states to questionable relevance, at least in the residential sector. Whether PACE resumes its expansion as an innovative tool for financing energy efficiency and clean generation depends on outcomes in each of the three branches of government - discussions on a PACE pilot phase among federal agencies, litigation in federal court, and legislation in Congress - all highly uncertain. This policy brief addresses the practical impacts of these possible outcomes on existing and emerging PACE programs across the United States and potential paths forward.
